The Darjeeling Chronicle:
We are glad to announce that following reports in TheDC which was made possible by Mr. BHAWESH SUBBA who 1st reported this discrimination to us, and the ensuing outrage from various sections of Darjeeling denizens including the JNU Gorkha Students, GJM Kurseong MLA Dr. Rohit Sharma has initiated the process to include Nepali as an optional language in WBCS. In addition, he will be demanding answers to other two very important points raised by our readers.
Following suggestion based on comments made by our readers and TheDC team, Dr. Rohit Sharma has most kindly agreed to raising these three pertinent issues:
1. Inclusion of Nepali as an Optional Paper in WBCS Mains examination
2. Demand that the PSC selection committee and interview board should include members from the hills, so that the fairness of the selection process is maintained.
3. Reestablishment of WBCS Mains examination Center in the Hills.
Speaking exclusively to TheDC, Dr. Sharma said that following the report, he had raised this issue with the West Bengal Public Service Commission Secretary and demanded immediate action on this issue. The PSC Secretary has in turn promised to expedite the matter.
However, since the inclusion of any additional optional subject in WBCS will require cabinet approval, Dr. Rohit Sharma has said that he will be meeting WB Home Secretary and P and AR Secretary and ask them to prepare a cabinet note on this issue. Following which, he will then ensure that it gets approved by the Cabinet.
Dr. Rohit Sharma also requested the people to be a little bit more patient as the whole process will take some time, but he assured us that if not for this year, than for WBCS 2016, Nepali will be definitely included as an Optional Paper in the WBCS examinations.
When we asked him why was this issue never raised before he said, "It is outrageous, and shocking that everyone had overlooked this issue... not just the politicians, but even the examinees had never bothered to raise this issue... now that it is out in the open, we will make sure that Nepali will be included in WBCS examinations as early as procedurally possible."
When we informed him that since 1992 no General or SC candidates from the hills had cleared WBCS, as the hill candidates were given abysmally low marks, Dr. Sharma was outraged and said, "this is a very pertinent issue... we cannot accept this to continue... I will demand that the PSC selection committee and interview board should include members from the hills, so that the fairness of the selection process is maintained."
When we informed him about the WBCS Mains center being transferred to the plains, he said, "This is unacceptable... our candidates should have the right to write WBCS Mains exams in the hills as many of our students come from rural areas and cannot afford to travel down to the plains for writing such exams... I will raise all of these issues when we meet for Budget session..."
He said, "I am not sure if I will be given time to speak to the Legislative Assembly during the budget session, as that is reserved only for questions relating to budget issues, but if I am given some time I will raise these issues in the Assembly, and if not, then I will follow up on these issues and see that all the three issues you have raised are resolved to the satisfaction of our hill students."
Dr. Sharma had a suggestion and a request to all of us, including our readers, 'any such issue is our collective responsibility... we should all speak against such acts of exclusion.. and if these issues are brought to my notice, my party and I will do my best to voice such concern at the highest level... so do inform us of such issues in the coming days... we will work together to resolve them"
We THANK ALL OF YOU... who supported this very important cause and joined your voices to ours and helped in making it louder. We Thank all those who commented and informed us of the important instances of mistreatment or bias against the Hill Candidates in WBCS, and helped us to understand the complexity of how discriminated we - the hill people were.
We thank Shri. Jyotiprakash Khan who offered to go to the Kolkata High Court on our Behalf... Mr. Bhawesh Subba the 1st person to report this discrimination to us. Dr. Enos Das Pradhan for being the 1st Public figure to speak on this issue, JNU Gorkha Students for helping to make our voices louder... and in particular we thank MLA Dr. Rohit Sharma and Mr. Vikram Rai who saw the merit and significance of this issue at the highest leve
