First party (ABGL) formed for a separate state no longer features on Darjeeling’s political map

The Tamang family in Darjeeling is unique, at least politically. While Bharti Tamang, wife of late Madan Tamang heads the Akhil Bhartiya Gorkha League (ABGL), son Sanyog Tamang is with the ruling Trinamool Congress. Madan’s brother, Amar Lama, on the other hand, is backing Kalimpong MLA Dr Harka Bahadur Chettri’s Jan Andolan Party (JAP).

Bharti (69), who stays at Rhododendron — a bungalow surrounded by bushes of bright fuschia azaleas — in the town, is fielding only two candidates, both in Dooars. Her husband, former ABGL chief Madan Tamang was murdered in broad daylight in May 2010 allegedly by workers of the Gorkha Janmukti Morcha (GJM) headed by Bimal Gurung.

“We are supporting Jan Andolan Party in Kalimpong and therefore, have not fielded candidates from there. We have also decided not to field candidates in Darjeeling and Kurseong,” Bharti said, not giving a reason why.

Her 35-year-old son, Sanyog Tamang, was hopeful of bagging the ruling party ticket for Darjeeling, but was passed over. “In this family, different members belong to different parties. My mother heads ABGL, I am with Trinamool and my uncle is with JAP,” he said.

Speaking to The Indian Express, Bharti said: “But they all came and sought my blessings… We support everyone except the GJM.”

The family alleged that despite warrants issued on court orders for the 13 named in Madan’s murder, no arrests have yet been made in the case.

In the 2011 Assembly polls, riding on sympathy wave at Madan Tamang’s murder, ABGL had fielded candidates in three main hill constituencies but lost all. “The ABGL could have won then. It needed to strike the iron while it was still hot. But it did not manage to capitalize on the situation. Now, it is no longer politically important,” said a political analyst.

But Sanyog claimed a number of anomalies determined the 2011 results. “We came to know later that there were many polling booths where votes weren’t even counted. We knew we had the support of the people, but in the face of rigging, of course my mother would lose,” he said.

On a rocking chair in Rhododendron’s conservatory, where Madan Tamang would usually sit, a sketched portrait of his is kept. A shelf holds a framed certificate that says he was a member of the National Geographic Society. “Most people knew my husband as a politician. But more than a politician, who would not compromise on Gorkhaland, he was a naturalist,” said Bharti.

The couple would supply and export seeds of rohododendrons and work for hours — with no employed gardener — on the estate plantation. Now, the Tamangs have shut down the seed business. Also, shut is the tea estate they ran in Meghma — while half of the estate fell Indian side, the other fell in Nepal.

Akhil Bharatiya Gorkha League (ABGL) withdrew support to TMC

Darjeeling 5 Apr 2016 The Akhil Bharatiya Gorkha League today withdrew its support to the two Trinamool candidates from Kurseong and Darjeeling asserting the party would first hold an internal meeting and decide on the matter in the near future. However, the party has not changed its decision of supporting Jan Andolan Party candidate Harka Bahadur Chhetri in Kalimpong.

Today’s statement is in sharp contrast to what transpired on Monday when a hill TMC delegation led by Darjeeling candidate Sarada Subba and general secretary NB Khawas met ABGL president Bharati Tamang. Tamang had announced before the media that the ABGL would support the TMC as the party wanted a change in the political establishment in the hills.

Speaking today at a press conference at the ABGL party office, Tamang said, “What I said yesterday regarding support to the TMC was entirely my personal decision and I believe this was misunderstood by the media. The final take on who the ABGL will support in Kurseong and Darjeeling will be decided only after we hold a party meeting either on April 8 or 9.”

ABGL sources said Tamang may have been forced to retract her statement following pressure from senior party leaders as some of them are in favour of extending support to the candidates fielded by the Communist Party of Revolutionary Marxist (CPRM).

Asked for his comment, hill TMC general secretary NB Khawas said, “We met the ABGL president in her house yesterday seeking her party’s support for our candidates from Kurseong and Darjeeling and she was positive in her response. As for the sudden change in her stand, we would not like to say anything as it is for the ABGL to decide on the matter.”

Akhil Bharatiya Gorkha League to support TMC for assembly election

Darjeeling 4 Apr 2016 The Akhil Bharatiya Gorkha League has become the third party to extend support to the two Trinamool Congress candidates in the hills for the Assembly election. The announcement was made today by ABGL president Bharati Tamang from her residence after a hill TMC delegation met her led by Darjeeling TMC candidate Saradha Subba.

The ABGL president said, “The TMC delegation that came visiting today requested us to support the two candidates in the hills, namely in Kurseong and Darjeeling, and we have agreed to do so. The main reason why we are supporting the Trinamool is because, along with the general public of the hills, we want change.”

The TMC has fielded Subba in Darjeeling and Shanta Chhetri in Kurseong. In Kalimpong, they are supporting Jan Andolan Party candidate Harka Bahadur Chhetri. The other two political parties extending support to the TMC are the JAP and the Gorkha National Liberation Front. The TMC has also formed committees comprising representatives of the JAP and the GNLF for campaigning purposes.

Earlier, the ABGL had decided to field its own candidates in Darjeeling and Kurseong, but changed plans eventually, saying do so would mean division of votes. Ganesh Lama is the only candidate fielded by the ABGL for the election, and he is contesting from Nagarkatta.

Responding to the support received from the ABGL, hill TMC general secretary NB Khawas said, “We met the ABGL president today at her residence and requested her party’s support for our candidates in Kurseong and Darjeeling, and she has agreed to do so. We are now more confident of winning in the election with three parties supporting us. We will try to hold joint campaigns wherever we feel they are necessary, but these things have to be discussed first.”

Harka Bahadur Chhetri might join TMC in future

Harka Bahadur Chhetri today dropped hints that he was not averse to joining another party, and Trinamul senior leader Partha Chatterjee added fuel to the speculation fire by saying "the matter is being handled by our leader".
This morning, Chhetri said he would be writing his resignation letter to the president of the Gorkha Janmukti Morcha Bimal Gurung. Late this evening, Gurung said he had not received any letter from the Kalimpong MLA.

"I shall remain an Independent MLA. But in the future I can join any party, say the CPM, Congress, BJP or Trinamul," Chhetri said, when asked outside the Assembly which party he would join.

When Trinamul secretary-general Chatterjee was asked if Chhetri would join the ruling party, he told The Telegraph over phone: "Since the matter is being handled by our leader (Mamata Banerjee), she is in a better position to throw light on it."

During Mamata Banerjee's trip to Kalimpong earlier this week, Chhetri met her on Monday night, although all other Morcha leaders kept away from government events that Mamata presided over.

A Trinamul source close to the chief minister said Chhetri had discussed his "possible switch to the party" during the Kalimpong chat. When asked why he went to meet Mamata in Kalimpong, the MLA cited propriety. "She is our chief minister and since she was visiting my constituency, it was part of my duty to meet her."

Gurung, who returned from Delhi today, said he had "no inkling" about the resignation as he has "not received anything in writing" in this regard. "I feel that if he (Chhetri) has anything to say or make any decision, he should send us the details in writing, instead of making verbal statements," Gurung said at Bagdogra after landing from Delhi.

Asked about Chhetri's allegations of his "autocratic" way of functioning, Gurung said: "Have I duped people? I have run the party in a completely democratic manner, with the sole focus on development in the hills. Now if anybody raises questions about the party's functioning and on my way of running it, it will be unfortunate. He had won the people's vote. Now if he makes any decision, it is up to the people to decide how they consider his decision."

Technically, Chhetri can stay on as an Independent MLA as it will not go against the anti-defection law. The law is applicable when the number of legislators defecting is less than one-third the strength of that particular party in the House. As there are only three MLAs of the Morcha in the sitting Assembly, Chhetri alone makes up one-third strength. Also, the anti-defection law kicks after the party requests the expulsion of the defectors and the Speaker assents to the request.

Two other Morcha MLAs - Trilok Dewan from Darjeeling and Rohit Sharma from Kurseong - who were to resign today, skipped the session and would resign on Monday.

Morcha chief Bimal Gurung had said the MLAs would resign from the Bengal Assembly as a move to renew the Gorkhaland agitation. The resignations are also the Morcha's stance to protest what the Morcha thinks is the meddlesome nature of the state government in affairs of the GTA.

Today, the Darjeeling district administration posted several policemen outside Chhetri's house - the MLA generally moves around with one police guard.

Chhetri, 58, criticised the Morcha leadership for its current stand-off with the state government. "A working relationship with the state government is necessary to get development work done in the hills. But those at the helm in the party do not agree with me," he said.

He repeated, without mentioning Gurung by name, that it was "unilaterally" decided the MLAs must resign, without taking the legislators into confidence.

"The decision on the resignations from the House was taken unilaterally by those at the helm in Morcha without my consent. Besides, on several issues, I am not being consulted. In fact, the situation has come to such a pass that one cannot remain in the party with self respect," he said.

"My protest is against this autocratic style of functioning," he said.

Chhetri had said earlier that he wanted Kalimpong subdivision to be made a district, an issue that could push the Morcha to the back foot as the district demand may find resonance among residents of the subdivision.

The Morcha's rivals in the hills said Chhetri leaving would be a setback for the hill's most powerful party, but they also said the MLA couldn't be absolved of all the blame of the "mess" the party had made in the hills.

Pratap Khati, the president of the Akhil Bharatiya Gorkha League, said: "By leaving the party responsible for the mess that the hills have turned into, Chhetri cannot hope to absolve himself of any guilt. He and Bimal Gurung are equally responsible, and the people should not forgive either of them."

Khati said it was Chhetri who had said that he would leave the Morcha if it compromised on the Gorkhaland demand, but later, he became the the most vocal defender of the GTA.

"He had defended the GTA by saying it was only slightly lesser than the state. We had repeatedly told him not to trust Gurung, but he ignored our advice," he said.

Mamata Banerjee withdraws cases against GJM, launches green project for Darjeeling

On a three-day visit to Darjeeling hills, Banerjee during the day also launched the Rs. 500 crore 'Clean and Green Darjeeling' project under which 53,000 toilets will be built across the district.

"Our chief secretary and home secretary were in talks the GJM leadership on the issue. We have decided to withdraw 115 cases against the GJM leadership," said Banerjee in the presence of GJM senior leadership.

Most of these cases include law and order violations like holding road blockades and were clamped on GJM leaders before 2011.

The decision has come as a relief to the GJM leadership which has been indicted by the Central Bureau of Investigation for the murder of Akhil Bharatiya Gorkha League leader Madan Tamang.

The Clean and Green Darjeeling is a joint initiative of the state government and the autonomous hill council, the Gorkhaland Territorial Administration (GTA) headed by GJM supremo Bimal Gurung.

"'Clean Darjeeling Green Darjeeling' will run on a mission mode to ensure clean living in Darjeeling with sanitation facilities in homes and community sanitary complexes, solid and liquid waste management, ban on plastic bags, cleaning of springs and roadside plantation," Banerjee said.

The project will encourage water conservation through rainwater harvesting in rural and urban areas along with green cultivation through afforestation, she said.

"This will also help in development of horticulture and medicinal plants that will also boost the local livelihood.

"It is our mission to restore the Queen of Hills Darjeeling to its pristine glory. It is our commitment to our future generation. West Bengal government and GTA are working together for that," added Banerjee.

Darjeeling, June 18: The Akhil Bharatiya Gorkha League today told Mamata Banerjee that a judicial investigation should be conducted to find out lapses of the previous government and the district administration that could have led to the murder of the party's chief Madan Tamang in 2010.

Party general secretary Pratap Khati said: "We have told the chief minister that Bimal Gurung cannot be trusted. Following the chargesheet even God cannot save Bimal Gurung."

He said: "We requested the chief minister for a judicial inquiry. The role of the then government and the district administration has to be looked into as there were many lapses. We have learnt that the instruction given by then IG of north Bengal, K.L. Tamta, on issues regarding security arrangements at the public meeting which was to be addressed by Madan Tamang was not followed by the district police superintendent."

He said the escape of Nickole Tamang, one of the accused, from CID custody should also be probed.

"As per norms he should have been kept at a police lock-up for an overnight stay and should not have been with the CID. Also, we do not know why the CID's investigating officer, K.S. Paharia, was not brought to book. We have requested for a judicial inquiry so that the real facts and the involvement of the government can come to light," Khati said.

Khati was part of an ABGL delegation which met Mamata Banerjee at Richmond Hill here around 1.30pm today and submitted a memorandum.

The ABGL also raised the issue of the recent arms case in Darjeeling.

"We have told the chief minister that one of the elected GTA Sabha members, whose name had figured in a case related to seizure of arms in Assam is untraceable. There were reports of the involvement of NSCN (Khaplang) in the case. These groups were involved in the recent ambush in Manipur. We have told the chief minister that Bimal Gurung and Roshan Giri used to frequently visit the north-eastern states and they cannot be trusted," said Khati.

"Nothing happens in the Morcha without Bimal Gurung's knowledge," he said.

Told about the bonhomie shown by Mamata and Gurung yesterday, Khati said: "There can always be political compulsions."

Khati today also claimed that the chief minister had instructed her officials to send a bouquet and good wishes message to Bharati Tamang, the widow of Madan Tamang.

"The chief minister gave us a patient hearing today and also promised to meet us when she returns to the hills in September this year," said Khati.

The declaration was made by AIGL general secretary Pratap Khati in the social media.

"No stay order has been issued as yet against the warrant of arrest. So why is the CBI delaying?" said Khati

The AIGL leader also demanded seizure of passports of the 23 GJM leaders.

The AIGL has written to the CBI director to apprise them about the delay and gave the agency 24-hour time failing which the fast will begin.

The CBI which was probing the Madan Tamang murder case, has recently filed its final chargesheet and named the entire GJM leadership including its president Bimal Gurung, his wife, party's Kalimpong MLA Harka Bahadur Chhetri and Roshan Giri. Further Session Court Kolkata has issued arrest warrants against all the key leaders in connection with the murder of All India Gorkha League (AIGL) leader Tamang.

On the other hand Gorkha Janamukti Morcha (GJM) on Wednesday decided not to go for any immediate agitation in Darjeeling and wait till June 23.

GJM leadership in deep trouble over the CBI charge sheet had already taken up the issue with the top BJP leaders in Delhi as well as Union home minister. But neither the Centre nor the top BJP leaders in Delhi have offered any sort of help to the GJM leadership hence they are upset with the BJP.

During Wednesday's meeting at Patlebas in Darjeeling, many GJM leaders expressed their resentment about the role played by the BJP leadership in Delhi.


Under legal pessure, Morcha tells traders to open shops

Darjeeling, June 7: Scared traders kept shops in Darjeeling and Kalimpong shuttered a day after a court in Calcutta ordered the arrest of 23 Gorkha Janmukti Morcha leaders named in the Madan Tamang murder chargesheet.

The Morcha, mindful that a bandh-like atmosphere in the hills could prove counter-productive in court, issued a media release requesting traders not to keep stores closed.

This is the first time since September 2013 that businesses in the hills have stayed shut. Two years ago, businesses were closed for several days when the Morcha, spurred by the Telangana statehood nod, renewed its movement for Gorkhaland and called a shutdown.

Although vehicles were running today, the abrupt closure of shops has the potential to keep summer tourists away and cripple the hill economy.

The Morcha, which has complete hold of the political set-up in Darjeeling, said traders kept their shops shut to show solidarity with the party, but some shopkeepers said it was the uncertainty after the court order that made them wary.

“There is an air of uncertainty since yesterday. Since no one opened the shops, I, too, did not,” said a trader in Darjeeling who didn’t want to be named. Another shopkeeper said he kept his store open till around 9am, “but when no one opened their shops, I too closed mine later”.

The Morcha’s legal team is expected to move bail applications for the 23 accused in Calcutta High Court tomorrow. The CBI has been told to arrest the accused by June 26.

Some political observers said the shutting of shops could be used by Morcha opponents to argue that the leaders, if granted bail, could influence witnesses.

In a media release this evening, the Morcha said: “We would like to appeal to the traders not to keep their business establishments closed.” Anit Thapa, a central committee member of the Morcha, issued the media release, saying: “The fact that people chose to keep their business establishments closed, even though we had not given such a call, is an indication that people do not believe the allegations against our leadership.”

Thapa appealed for “peace” saying the legal matter “must be fought legally”.

Morcha chief Bimal Gurung and 22 party leaders have been accused of murder in the final chargesheet of the CBI in the Madan Tamang case.

Tamang was hacked to death in the heart of Darjeeling town in full public view on May 21, 2010, when he was overseeing preparations for a political meeting. At the time he was murdered, Tamang was the most vocal critic of the Morcha.

The Akhil Bharatiya Gorkha League, the party Tamang founded and which is now led by his widow Bharati, today demanded security for the nearly 100 witnesses in the case, apprehending that they may be threatened.
