Bharatiya Gorkha Parisangh statement on meeting with Dr Jitendra Singh

STATEMENT OF THE BHARATIYA GORKHA PARISANGH REGARDING THE MEETING IT HAD WITH DONER MINISTER DR JITENDRA SINGH

With reference to the Bharatiya Gorkha Parisangh’s meeting with Dr Jitendra Singh, Minister of State for Development of Northeast Region (DONER), and the reports on the meeting as carried by various national newspapers, including The Hindustan Times of News Delhi, The Hindu of Chennai and The Tribune of Chandigarh, certain erroneous and mischievous views are being circulated regarding the objectives of the Parisangh’s meeting. We are clarifying some points here.

1. The granting of Schedule Tribe status is state-specific. (According to the Union Tribal Ministry website: “The list of Scheduled Tribes is State/UT specific and a community declared as a Scheduled Tribe in a State need not be so in another State/UT.” http://tribal.nic.in/Con.../IntroductionScheduledTribes.aspx )

This clearly means that the demand for ST status in by the Sikkim Chief Minister and by the Gorkha Janmukti Morcha will pertain only to Gorkhas in Sikkim and West Bengal, and will not automatically extend to Gorkhas living in other states of India. Therefore, to infer that Parisangh’s meeting with Dr Jitendra Singh jeopardizes the move to have ST status for Gorkhas across India ignores these constitutional provisions and is based on ill understanding of such provisions. Any suggestion that Parisangh is being used to throw a spanner in the demands arising out of Sikkim and Darjeeling is erroneous, malicious and ill-conceived.

2. The demand for OBC status for Gorkhas in the Northeast is entirely in the context of the Parisangh’s meeting with the DONER minister and not any other Union ministry. When ST status for Gorkhas in Northeast states was broached to the minister, Dr Jitendra Singh said there were pending issues about OBC status for Gorkhas in these states. The Parisangh said that the demand for OBC was an old one, and it wanted ST status for Gorkhas there. However, since the issues discussed pertained only to Gorkhas in the Northeast and not to Gorkhas in general across India, the Parisangh told the minister that it knew that because the entire Northeast region was a complex interplay of tribal affiliations, various state governments and the policymakers of the Northeast were reluctant to accord TRIBAL STATUS to Gorkhas. An example is Mizoram, where the Home Department has suggest OBC status for the Gorkhas, but the state cabinet has been reluctant to accord even OBC status, deciding instead to hold a new census of Gorkhas in the state. Since ST status may not be forthcoming for some time, the best alternative for Gorkhas to derive policy benefits in the region is through recognition as OBC.

3. Even OBC status is state-specific. Gorkhas, for instance, are OBCs in Uttarakhand but their OBC status does not confer similar status to Gorkhas in other Indian States nor to all Gorkhas at the Central level. The Parisangh, in its meeting with Dr Jitendra Singh, requested that he use his influence to have the Central Government extend the OBC status, in addition to ST/SC, given to Gorkhas in certain Northeast and other Indian states to the Central level, so that Gorkhas can still derive economic and development benefits of the Central Government.

4. The letter of the Parisangh, attached with this statement, to Union Tribal Welfare Minister Jual Oram clearly proves that the only pan-India social organization of the Gorkhas wants Scheduled Tribe status for all categories of Gorkhas across India. In fact, a resolution passed in the 3rd Mahaadhiveshan of the Parisangh in 2012 called for the Bharatiya Gorkha Parisangh to contact the authorities to confer special category statuses, including Schedule Tribes, Schedule Caste and OBC, wherever best applicable so that the Gorkhas are not left out of the development processes of the various states in which they are resident. The Parisangh is committed to ensuring that Gorkhas across India has access to whatever benefits the Constitution can accord under various provisions, whether they by ST, SC, OBC or other social categorizations.

5. It is a journalistic practice to contact the person/persons/organization about whom the journalist is writing something. When office bearers are unavailable to clarify points that may seem inadequate, the article normally mentions the fact that no one answered the journalist’s queries. It is, therefore, against journalistic practices to assume and infer malicious motives without having tried to ascertain the facts from the organization named. No one bothered to contact the Parisangh office bearers to seek their clarification, so the Parisangh rejects such articles as individual fantasies and biased opinions.

Who is Bharatiya Gorkha Parisangh Batting For? Why are they demanding OBC status for Gorkhas?

The Bharatiya Gorkha Parisangh (BGP) which claims to be the "apex body of Gorkhas in India" seems to be trying to undo all the good work done by the Govt of Sikkim and Gorkhaland Territorial Administration (GTA) who have pushed for all the Gorkhas to be recognized as Scheduled Tribes.

In a meeting with the DoNER Minister Dr. Jitendra Singh, they have demanded once again that Gorkhas be included under OBC and not ST. Here is a report from the national daily The Hindu [details: http://bit.ly/1OkhO5n]

"The Gorkhas have urged the central government to give “Other Backward Class” status to the community, an official statement said on Sunday. A delegation of the community leaders and members from Uttar Pradesh, West Bengal, Meghalaya and Uttarakhand made the demand when they met union Minister for Development of North Eastern Region (DoNER) and PMO Jitendra Singh here on Saturday.

According to the release here, the minister gave a patient hearing to the delegation led by Bharatiya Gorkha Parisangha president S.M. Moktan. The Parisangha is a national organisation of Gorkhas in the country, the release said. Prominent among the delegationwere V.B. Thupu from Uttar Pradesh, D.C. Poudiyal and P.P. Pradhan from West Bengal, Guman Bhoj Limbo from New Delhi, Jagannath Koirala from Meghalaya and Bhupendra Adhikari from Uttarakhand." This is the 2nd time that BGP has sent representation to Union Ministers, earlier it was to MoS Home Kiren Rijju demanding OBC status for Gorkhas.

Currently the Central Govt has formed a committee to examine the inclusion of all the Gorkha communities as ST, where as BGP is repeatedly pushing for OBC status, thus we wonder whose interest is BGP serving?

Are they getting funded by anti-Gorkha political parties to push for such an absurd demand during such a critical time?

Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Minister of State (Independent Charge) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that the Gorkha community has served the nation in most difficult times, through thick and thin, and the stories of their bravery, valour and patriotism are an example for others.

Dr Jitendra Singh was speaking to a delegation of “Bharatiya Gorkha Parisangha”, a national organization of Gorkhas in India, who called on him here yesterday for redressal of their long pending issues and sought his intervention, particularly considering the fact that out of over one crore Gorkha population in whole of India today, the major portion of over 35 lakh lives in the North-Eastern region of the country.

The delegation, led by its National President Shri S.M. Moktan, held a detailed meeting with Dr Jitendra Singh, wherein they brought up the issue of proper documents being provided to the members of the community to certify that they are permanent residents of the region. In the absence of such documents, they complained, they are sometimes seen as foreigners or illegal settlers or non-locals. In many States, they complained, that lack of such documentation has also deprived them from being enlisted in voters list.

Demanding OBC (Other Backward Class) status for Gorkha community, the members of the delegation requested for fair share in various incentives and avenues. They also urged that the Gorkhas living in the Northeast States may be involved in the development and economic activity in the region. The other demands put forward by the delegation included the request to include Gorkha language in the Eighth Schedule of Constitution and introduce Nepali language as a vernacular subject in schools and colleges.

Dr Jitendra Singh gave a patient hearing to the delegation. He said, the Ministry of DoNER recognizes their sensitivities and added that many of the demands put forward by them do not strictly pertain to his Ministry and therefore he will forward them to the concerned Departments and Ministries.

Prominent among the delegation members included Shri V.B. Thupu from Uttar Pradesh, Shri D.C. Poudiyal and Shri P.P. Pradhan from West Bengal, Shri Guman Bhoj Limbo from New Delhi, Shri Jagannath Koirala from Meghalaya and Shri Bhupendra Adhikari from Uttarakhand.

Gorkha Brahmins included in OBC, Gorkhali Sudhar Sabha felicitated Ganesh Joshi

Mussoorie Dehradun, June 12 Members of the Gorkhali Sudhar Sabha felicitated Mussoorie MLA Ganesh Joshi at a function held at the sabha auditorium in Gadi Cantt for working tirelessly in getting Brahmin and Kshatriya communities again included in the Other Backward Caste (OBC) category of the Gorkhali community in the state.

The Gorkhali community was given the OBC status when Uttarakhand was formed but the state government through an order on May I6 excluded Brahmins and Kshatriyas from the OBC list. Joshi, when informed, immediately wrote a letter to the Governor on May 25, demanding quashing of the order. The Governor in his letter to the government directed officials concerned to remove the clause and include all members of the community in the OBC list. The Social Welfare Department rectified the anomaly without delay. Col BS Kshetri (retd), president of the Gorkhali Sudhar Sabha, honoured Joshi with a bouquet and a shawl during the felicitation ceremony yesterday.

He said it was due to Joshi’s efforts that injustice done by excluding Brahmins and Kshatriyas from the OBC list was rectified. Joshi also played an active role in collecting relief for Nepalese citizens last year when Nepal was hit by a devastating earthquake. Joshi presented six computers and 10 sewing machines to the Gorkhali Sudhar Sabha on the occasion.

He lambasted the state government for trying to divide the community on caste lines with an intention to garner votes. He lauded the community members for staying united and countering the nefarious designs of the government.

Vice-president of the sabha Sunil Thapa, president of the women cell of the sabha Sarika Pradhan, Manoj Kshetri and Sunil Gurung Sonam Kshetri were present on the occasion.

OBC quota for Gorkhas to continue in Uttarakhand / Dehradun

Uttarakhand / Dehradun, May 28 2016 Cabinet Minister Dinesh Aggarwal has said the Gorkha community will continue to get reservation under the Other Backward Classes (OBC) category in the state.

Dinesh Aggarwal, while addressing a press conference here today, said the state government in 2003 had put the Gorkha community in the OBC category.

He said under the Central Government guidelines, Brahmin and Thakur communities among Gorkhas were being excluded from the OBC category. Dinesh Aggarwal said the Uttarakhand Government was not bound to follow the Central guidelines. On May 26, the state government issued notification that sub castes under the Gorkha community would get OBC benefits.

Dinesh Aggarwal said the Congress high command would take a call on the vacant RS seat in the state.

He said the country had seen unprecedented rise in inflation ever since the Modi government came to power at the Centre.

Himachal Gorkhas support OBC reservation

Kangra Himachal, March 31 The Bhartiya Kshatriya Ghrit Bhati - Chang Mahasabha flayed the state government for not implementing the 93rd amendment to the Constitution and reservation in the Admission Act, 2006, thus “depriving” the Other Backward Classes of their constitutional rights.

Srikant Choudhary, state president of the mahasabha, at a meeting said today that Arun Vist, president, Gorkha community, and JS Padda, president, Jat community, had come forward in support the implementation of the 93rd amendment to the Constitution and reservation in the Admission Act.

Srikant today alleged that OBC children were deprived of their right due to the “adamant and non-favourable attitude” of the state government. He claimed that other states had implemented the reservation policy whereas the Himachal government had deliberately put the issue on back-burner.

The mahasabha demanded one member or chairman should be appointed from OBC categories in the Himachal Pradesh Public Service Commission and Subordinate Services Selection Board according to the Central government notification.

Akhil Bharatiya Rashtriya Gorkha Morcha concerned at exclusion of Bahuns, Chettris from OBC list

Capt JB Karki (retd), national president of the (ABRGM) Akhil Bharatiya Rashtriya Gorkha Morcha Party, today said the Gorkha Kalyan Parishad would be constituted for the uplift of the Gorkha community. He told media-persons that the party was concerned at the dropping of Bahun and Chettri castes from the list of OBC list issued by the Union government.

Karki said the state government would request the Union government to give OBC benefits to all castes of the Gorkha community. He said unemployed youths of the Gorkha community would be trained and prepared for Army recruitment rallies at the Gorkha Training Centre in Dehradun.

He added a memorandum would be submitted to officials of the State Election Commission demanding inclusion of names and other particulars of Gorkha residents in the voter list.

He said a drive would be launched to create awareness among the community members about the beneficiary schemes of the state government. Subhan Verma, Atul Singh, Yajveer Singh, Anooj Singh and Kamlesh were present.

Central OBC status for Dewan, Chettri, Bahun and Newar

9 June, Gangtok : A public hearing for inclusion of Dewan, Bahun, Chettri and Newar communities of Sikkim in the Central OBC list was convened today under the auspices of the National Commission for Backward Classes, Government of India.

The communities who were well represented submitted their memoranda to the Commission. The representatives also placed before the Commission evidences to suggest their eligibility to the Central OBC category.

The Chairman and members of the NCBC put forth pertinent questions to each of the communities.

Later, addressing a press conference, Chairman NCBC Justice Mr. V. Eswaraiah stated that a community can be granted a special status only if it is socially and educationally backward, with occupation as the criteria. The Chairman however maintained that the Government of Sikkim has made several representations to the Central Government seeking OBC status for these four left out communities citing geographical, social, cultural and economical uniqueness of the State.

The Chairman added that the Commission has recorded the submissions made in today's public hearing, and have received written representations from each of the communities. He said that the Commission will deliberate on them and make a collective conscious decision.

Meanwhile, the Chairman lauded the developmental model of the State and labeled the State as a trend setter for others to emulate.

Earlier the welcome and key note address was delivered by Chairperson SCBC Mr. T.N.Sharma. The programme concluded with vote of thanks proposed by Member Secretary SCBC Mr. R. Telang.

The programme was attended by members of the NCBC Mr. A.K. Saini, Mr. S.K. Karvathan, and Dr. Shakeel-uz-Zaman Ansari, Chairperson State Commission for Backward Classes Mr. T.N. Sharma, Chairperson OBC Board Mrs. Manita Mangar, Member Secretary SCBC and Secretary Social Justice Department Mr. R. Telang, Members SCBC, representatives from the four communities, and representatives from various other associations.
