New Movie 'Hawaghar' on Gorkhaland‬ Agitation

8:22 PM
New Movie 'Hawaghar' - Seeks to Tell the ‪‎Gorkhaland‬ Tale

We too have our stories to tell, like every society has its own.

These stories stand tall, deeply rooted with the hills and valleys, joys and sorrows, soils and flowers as a foundation to the way of life for generations to come. Realising the fact that our stories are not documented enough, through popular and efficient medium and feeling that the responsibility now rests over the shoulders of this generation, the youths from Mirik, Kurseong and Darjeeling are coming up with a feature film 'Hawaghar'.

The film has its plot in a typical village of Darjeeling while the time period goes back to 1980s, when the hill was burning with Gorkhaland Andolan. The sole intention is to recreate, reflect and dramatically document the social, cultural, and economic impact of the revolution among the Gorkha lives and livelihood. 'Hawaghar' is not aligned politcally or ideologically towards any group or party that existed during that time, not out of fear or indifference but realising the need for neutrality to tell the story as accurately as possible. Rather, the viewers can expect a raw and rooted love story at its core, that had no time for love, due to chaos and struggle.

The film is directed by Kushal Ghimiray, who has already acted in a feature film 'Dhurva Taara' which was released last year. He is a lecturer in Southfield College, Darjeeling and has left his mark as a Nepali writer and dramatist with numerous works at his credit.

Hawaghar is co-directed and editing and cinmatography as well is done by Pallawib Rai. He has already worked as cinematographer, editor and associate director for music albums of 2015 Grammy Award winners Ricky Kej and Wouter Kellerman one of which was recently launched at United Nations COP21 (Paris) by Prime Minister of India Narendra Modi and President of France François Hollande. He was previously working for startups Housing.com and Cavas.in in Mumbai and this is his third feature film as a part of cinematography team.

The lead role of the film is played by Kushal Ghimiray himself and Mansha Gurung, who have already rocked the screens as a lead couple around the hills with their film 'Dhurva Taara'. The other roles are being played by Dalleybhai Lepcha, Nasir Gurung, Bhawesh Lama, Naumta Pradhan, Hanak Thapa, Pushkar Singer, Sahil Lepcha, Pradeep Subba and Subeksha Rasaili some of whom have already acted in stage plays while some are freshers.

The story, screenplay and dialoue of film is created by Kushal Ghimiray and Pallawib Rai. Towards the technical side, the role of Chief Assistant Director is carried out by Utsav Pradhan while the cinematography team has extremely talented Abimanu Chettri and Benjamin Rai as associate Cinematographers with their rich experience of working for various production companies in Mumbai.

Fingers crossed!!! Hope they will be able to tell us our story.

MIRIK Landslide: Another Disaster in the Making

10:55 AM
MIRIK:The painful landslide event of last year is still afresh in all of our minds, and the people who were forced to take shelter in relief cams are yet to return to their homes, but the district administration is already starting to lay the ground work for another round of disasters.

Only two months ago Mirik Municipality had completed the drain along the main road leading upto Mirik, and now that drain has been dug up to lay cable for 3G and 4G communications. While we welcome the new technology, what we do not welcome ia the fact that after the cable is laid down, there has been no attempt made to cover the drain and bring it back to its original state.

Why did the government waste money in building the drains, if at the end of they day, they wanted to dig it up anyway? Now thst the cable is laid in many places already, shouldn't the government make sure that the drain is rebuilt?
MIRIK Landslide: Another Disaster in the Making
MIRIK Landslide: Another Disaster in the Making
It might be reminded that much of the landslide in Mirik region last year was due to clogged drains like these, which resukted in water seeling onto the hills, instead of draining out.

We request Mirik Municipality and Darjeeling District Administration to kindly ensure thst the drain is rebuilt as early as possible. Darjeeling cannot afford another round of landslides due to faulty administrative practices.

TMC kicked of its election campaign in the hills in Mirik

8:02 AM
BIRESWAR BANERJEE

Mirik, Jan. 20: The Trinamul Congress today appealed to the people of Darjeeling hills to give the party a chance in the coming Assembly polls and refrain from voting for the Gorkha Janmukti Morcha which had "fooled" them in the previous elections.

The ruling party today virtually kicked off its election campaign in the hills at Mirik, around 50km from Siliguri, which the state had said would be upgraded from a block to subdivision.

Trinamul secretary general Partha Chatterjee, MP Abhishek Banerjee, minister Arup Biswas and former footballer Bhaichung Bhutia spoke at a public meeting organised at Alley Ground here. The common tone was an appeal to the hill residents to support Trinamul so that development process could be expedited in the hills.

"Seeing the overwhelming response of the residents of the hills here today, I can assure the chief minister that we are going to win the upcoming elections here. I appeal to the residents here not to bow in front of the Morcha, which is trying to lure you with money power. The Morcha and the BJP have made false commitments regularly. Time has come to give them an apt reply. If leaders seek your votes, you just promise them votes. When the elections come, cast your vote against them and for Trinamul. This way, you can fool them, like what they did to you after securing your votes in the previous elections," Banerjee told a gathering of over 3,000 people.

In their attacks, the Trinamul leaders focussed on the Morcha and S.S. Ahluwalia, the BJP MP of Darjeeling.

"Bimal Gurung has realised his ship will capsize soon and he will have to fly from the hills. When the chief minister had said she would turn Darjeeling into Switzerland, many people had laughed at her. But today, these people are singing a popular Hindi song ' Tum to thahre pardesi, saath kya nibhaogey.....' while they address the BJP MP here," minister Biswas said.

TMC's ‘show of strength’ in Mirik before Assembly election

11:24 AM

Darjeeling, 19 Jan 2016: Having managed to create a foothold in the hills, the ruling Trinamool Congress (TMC) now wants to test the waters ahead of the Assembly election and will be holding its first political seminar on Wednesday in Mirik.

To ensure an overwhelming turnout on the day, party heavyweights such as Diamond Harbour MP Abhishek Banerjee, chief minister Mamata Banerjee’s nephew, Arup Biswas, the minister in-charge of youth services and housing, and former India team football captain Bhaichung Bhutia, will be some of the prominent figures. The TMC has been politically active in the hills, but Wednesday’s programme has been organised strategically since the chief minister will be arriving for a three-day tour on Thursday. The seminar, set to be held atAaley ground, is also likely to pave the way for the TMC’s forthcoming activities in the hills.

TMC's first political seminar on Wednesday in Mirik
TMC (Hills) spokesperson Binny Sharma said: “This is the first time that the party is organising such a political seminar in the hills. It will be a big boost for our hill based leaders and activists. We have mobilised supporters from all the three sub-divisions of the hills. We expect the attendance to be anywhere between 9,000 and 10,000 people.” The Trinamool-led state government, and in particular, the chief minister with her development dollies and boards, has managed to ensnare sections of the hill population. This is in spite of the fact that the TMC is against the statehood demand and politics in the hills revolve around this deeply embedded sentiment. “During the seminar, we expect party leaders from Kolkata to lay out roadmaps and strategies for future activities in the hills,” said Sharma.

“And most importantly, the Assembly election is just around the corner and we want to ensure our party does well in the region.” As a strategic ploy, the Trinamool had fielded Bhutia from Darjeeling constituency in the last Lok Sabha election. But the ace footballer lost to BJP candidate S.S. Ahluwalia, who was supported by the Gorkha Janmukti Morcha. But the equations are changing now with the GJM caught blinking when the state cabinet approved the formation of Kalimpong district and Mirik sub-division. In all likelihood, the TMC will capitalise on this development; hence the decision to hold the political seminar in Mirik.

Sharma said: “Besides political activities, we will also deliberate on the state government’s role in developing the hills. Kalimpong will be a district soon and Mirik a sub-division. We will have to focus on the development of Mirik to bring it in the
mainstream because the area has long remained neglected.” Discussions will also be held on the role and work taken up by the Gorkhaland Territorial Administration in developing the hills since its inception in August 2012. “The GTA was formed to develop the hills. The people should be made aware of what exactly it has done in the past three years,” said Sharma. The GJM has been accusing the state government of interference in the independent functioning of the GTA and its reluctance in transferring the departments to the hill body as noted in the GTA Memorandum of Agreement and Act.

Senior GJM leaders were not available for comment, but Arun Sigchi, the Sabhasad from Mirik-Soureni constituency, said, “The TMC, or for that matter, any party, can hold political programmes wherever they want in a democracy. However, the Trinamool’s claim of having established a solid base in the hills will have to be proved when they hold their seminar on Wednesday. We would like to see their supporters from the hills and not the plains.”

Darjeeling Trinamul district conference in Mirik

9:10 AM
Siliguri, Jan. 13: Darjeeling Trinamul leaders today said the party's district conference would be held at Mirik on January 20.

This would be the first time that the party would hold its district conference in the hills.

"It has been decided that our Darjeeling district conference will be held at Mirik on January 20. Senior state leaders and ministers would be present at the event, along with district and local leaders and workers," Nantu Paul, a vice-president of Darjeeling district Trinamul, said.

Ministers Gautam Deb and Arup Biswas and MP Abhishek Banerjee would attend the conference.

Last week, state education minister and Trinamul's secretary general Partha Chatterjee had hinted that the party was planning to organise a programme in the district.

A senior party leader in Siliguri said the state leadership was focusing on Mirik as it forms a considerable part of the Kurseong Assembly seat.

"The state had said that Mirik will be a subdivision in Darjeeling district, the same day the announcement of forming Kalimpong district was made. We would focus on garnering support while highlighting the upgrade of both Mirik and Kalimpong," he said.
Darjeeling Trinamul district conference in Mirik

A Trinamul district leader said: "Mirik block is politically significant. First, Panighata, the tea estate, was the first place for the party to step into the region in 2012. Second, during the Left rule, when the GNLF had a hold in the hills, Mirik, which was under Siliguri Assembly segment then, always voted for the Left and not for GNLF."

According to political observers, Trinamul has taken a "good strategy". "In Kalimpong, Trinamul is surely to ally with Harka Bahadur Chhetri. Also, the announcement of several development boards by the party has created some base for it in Kalimpong, not to mention the announcement of a separate district. The leaders seem to have sensed a favourable situation in Kalimpong," said an observer.

Harka to launch new party with GJM corruption as its main agenda on 31st January

7:30 AM

Writes Vivek Chhetri

Mirik, Jan. 10: Harka Bahadur Chhetri today announced that he would launch the new political party in Kalimpong on January 31 with corruption by the Gorkha Janmukti Morcha as one of its main agendas.

Chhetri, who had quit the Morcha in September, said at a public meeting in Mirik: "We are all ready to float a new political front. Lot of people talk about lack of alternative (to the Morcha) and we are ready to come out as an alternative in hill politics. We will launch our political party in Kalimpong on January 31 and yes, we can (take on the Morcha)."

The Kalimpong MLA said, ahead of the launch of the party he would reveal its constitution at a public meeting in Sukna on January 16.

Amar Lama, one of the main speakers at the event, said: "One of the biggest problems in the hills is corruption and this will be one of our major agendas and we will make it a big issue in the hills."

Elaborating on corruption, Chhetri said: "During my tour in my constituency (Kalimpong), I have found that funds have been sanctioned from three or four departments (of the GTA) for the same road and yet, the work is not completed. We will soon form an RTI cell and get all details to ensure that the guilty are booked."

The meeting was organised under the banner of the Kalimpong District Demand Committee, Darjeeling-Dooars United Development Foundation (headed by former Sikkim University vice-chancellor Mahendra P. Lama) and Parcha-Patta Demand Committee.

Mirik is about 45km from Darjeeling.

Later, asked about the Gorkhaland issue, Chhetri told journalists: "If anyone will work for Gorkhaland, it will be us. We want to reach there (statehood) through work and not through slogans. Other friends (Morcha) want to reach there through slogans. If we can get 10 years, we will show what we can do."

The MLA said Gorkhaland was about bringing and giving all facilities to the people. "Right now, political parties are only making it a slogan to remain in power. We will work to empower our people and reach such a stage that the government will willingly say that you can take statehood as you can administer it now. Right now, it (statehood) is only a sentiment to be in power."

Speakers at the meeting sent a clear signal that the new outfit would be of intellectuals with a clear vision.

"Our biggest bane is that we have had no good leader with a vision. Our history is also of missed opportunities because of lack of vision of our leaders. Unless our people become aware, there will be no change in the hills. In fact, the situation in the hills is such that instead of a change, we need to do more and that is to transform ourselves," said Mahendra P. Lama.

He also rued the people's decision to elect S.S. Ahluwalia as the Darjeeling MP and not a local resident). "Had we been elected, we would have already contributed substantially by implementing the panchayat system, getting the Jelep-la pass opened (for trade between India and China), setting up a central university and so on," said Lama.

Calling upon the educated people to come together and bring about a change, Chhetri said: "I left the Morcha because I did not want to be a tail. The public think all major decisions were taken by the party's Study Forum which was comprised of intellectuals. In reality, all decisions are taken by one man (Bimal Gurung) and other people in the party only have to nod in agreement. The nodding of head is akin to wagging of tail and I did not want to be a tail."

Locals initiative to clean Polluted and toxic Mirik Lake

9:28 AM

TIRED OF WAITING MIRIK RESIDENT START CLEANING THE LAKE - GTA Fisheries Dept, GTA Tourism Dept, Mirik Municipality, Mirik Block Development Office Turn Blind Eye

On 18th Dec 2012, Bimal Gurung had invited all the social leaders from Mirik to Lal Kothi in the presence of then GTA Tourism Secretary, Mr. Sonam Bhutia, to discuss the issue of cleaning up the Lake. Bimal Gurung had invited people to inform that the lake water has become toxic, so we have to empty the lake, clean it up, and properly sanitize the lake.

However, nothing happened.

Later a boat (rumoured to have cost 9 crores) was bought, and it was expected to clean up the lake. However, the boat is useless and hasn’t really cleaned the lake, even Bimal Gurung had then (in 2012) agreed that it wasn’t helping the lake.

Since 2012, December the lake has continued to become more and more polluted and  toxic. In fact, back in 2012 itself, after the boat wormers started to get sick a test was done and it was found that the lake had become 75% toxic. Imagine the toxicity level after 3 years.

Well if you are in Mirik, you won't have to imagine, juat walk upto the lake and you will see hundreds of dead fishes floating, and the entire lake region stinks. Now the fishes have started to turn up dead in large numbers. All the big fishes are dying. There is one particular point, near the bazaar – Home Dara, where most number of fishes have died.

Thana Line resident Mr, Suresh Rai was the 1st one to notice large number of fishes turning up dead, he was horrified and worried, so he wanted to clean up the lake region. He then went and talked to his friend Phupu Tshering Bhutia from Nigalay and within hours a few other youths Mr. Shankar Pradhan from Nigalay and Arbin Subba, Krishannagar had joined in and agreed to help clean the lake.

Yesterday the volunteers toiled for over 5 hours and took out a large number of dead fishes from the lake, the water is so toxic, that the portion of body of the volunteers dipped in water while cleaning up, have changed colours. They have become darker and brownish in colour,

Speaking to TheDC, one of the volunteers Mr. Phoobtshering Bhutia said, "Tired of waiting for the authorities to do something, we took the initiative today and took out the fishes. But what we took out is only 10% of the number of fishes that are lying dead... there are lots of dead fishes and we fear more may die... the concerned departments need to wake up and deal with this situation at the earliest, otherwise not just the lake will die, but it will cause diseases here and people may start dying."

Another volunteer Mr. Arbin Subba said, “how can anyone see all of this happening and remain oblivious to these issues? Last time the locals got together and build the garden, it got politicized and the locals had to stop. Now this we waited for over 3 years, and no one did anything. We are ready and willing to clean the lake ourselves, we have the capacity and capability to change our own place, if we can help people in Nepal after the earthquake, if we can help people after the landslides, then we can definitely clean up our own lake.”

Following our reporting in 2014-15 GTA has sanctioned a project of Rs 37 crores, meant for renovating the lake region entirely. However, there is no visible sign of change. Locals informed us that the contractor has employed only around 35 labourers to undertake the renovations. Which roughly translates to each labourer having to do over 1 crores worth of work.

This is not just impractical, but also insane.

Let us assume 37 workers have been employed, so each worker is expected to complete Rs 1 crores worth of work. Even if the material cost + transportation + engineering + contractual profit stands at is at 90% (accounting for 90 lakhs out of 1 crore), given the wages paid to the labourers @ Rs 200 per day and assuming that the labourers work every day (365 days a year), it will require each labourer to work everyday for 13 and a half years to finish the rest 10% (10 lakhs).

So despite the funds allocation, we are not sure why the contractor or GTA have not begun the work in all seriousness? Who is profiting from dirty, dab, and toxic Mirik lake region?

After the clean up, as the volunteers brough the dead fishes onshore, local Municipality Councillor – Bikram Golay from Kauley had come and proposed that they will bury the fishes, however, after we went to have our launch and come back on our way to Dsrjeeling, nothing had been done.

Such is the apathy and indifference of our politicians and administrators.

We however, deeply THANK ALL THE VOLUNTEERS... Who despite such a severe cold day drove in to clean our our beloved lake... we hope that GTA and local Municipal Authorities will kindly continue the giid work these volunteers have started and clean up the lake entirely.

Harka to hold public meeting at Mirik and make announcements on new party

7:34 AM

Kalimpong MLA Harka Bahadur Chhetri today said he would hold a public meeting at Mirik on January 10 and make certain announcements regarding the new party he intended to float.

On December 31, he had said the party would be formed "not later than January 10".

Speaking to reporters at the state guest house here this afternoon, Chhetri said: "We are in the process of forming a new party... We need to arrange the organisational framework before we make a formal announcement. There is also shortage of funds, which we have to look into."

He added: "On January 10, I will announce the date when a formal declaration (regarding the party) would be made. Also, I will apprise people of the need to form the party, our agenda, and some other details."

Today, Chhetri, met state education minister Partha Chatterjee, who arrived here to attend meetings with Union minister of state for commerce and industry Nirmala Sitharaman.

"There are around 400 children in the (closed and ailing) tea gardens and they study in different institutions. Due to paucity of money, they are not being able to pay the fees ... I have urged Partha Chatterjee to see that their fees are waived, " said Chhetri, who quit the Gorkha Janmukti Morcha in September last year.

"I have also urged for the implementation of more central welfare schemes in the gardens," he added.

23 Years and counting , Drinking Water Project in ‎Mirik‬ Still Incomplete

12:48 PM
23 Years - 7 Months and 26 Days Later Drinking Water Project for ‪Mirik‬ Still Incomplete

It has been 23 years since the then Darjeeling Gorkha Hill Council started to develop the erstwhile Rai Dhap as the drinking water source for Mirik. The DGHC does not exist any more, it has been 4 years since the Gorkhaland Territorial Administration (GTA) took over the administration in our hills. BUT people in Mirik are still devoid of clean and safe drinking water.

The project was taken up by Manjushree Company and construction started from the beginning of May, 1992 but the work got stopped, without completion.

In 2010 the work was restarted by Surya India Pvt Ltd but and the work was supposed to be completed by 2012, but its past half-way into 2014 and the project is no where near completion.
In the past one year we have highlighted around 10 infrastructural deficiencies that is plaguing Mirik, but there has not even been a word of response from either Bimal Gurung, Mamata Banerjee SS Ahluwalia, representatives from Mirik Municipality or any other politician.

Darjeeling to organize 60km cycle rally on 1st January 2016

10:05 AM
Darjeeling 24 Dec 2015 Adventure tour operators of Darjeeling, with support from the district administration and the police department, will organise a 60km cycle rally on January 1 with the twofold aim of promoting cycling in the hills as a tourism activity and in helping reduce pollution emitted by vehicles. The cycling event has been christened ‘Rally for Vehicle Free Day’ and will start from Chowrastha and end in Mirik.

According to the tour operators, cycling as a tourist activity is fast becoming a fad since the past two years and the demand from tourists and locals alike have forced them to think of promoting the activity extensively in the hills. Young entrepreneur Sangey Sherpa, who is a tour operator and one of the organising members, said, “The cycle rally is being held on New Year’s day. This is symbolic as we want the year 2016 to remain pollution free.
Presently, vehicles plying in the hills are excess causing rising pollution and affecting the weather pattern. The primary objective of the event is to spread awareness among people against excessive use of vehicles in order to curb rising pollution in the region. Besides, we also want to promote adventure tourism in the hills. Darjeeling is a tourist destination with many tourist spots, and we also want to promote the region as a traveller’s destination. Tourists should get the facility of cycling in the beautiful area during their stay.”

Asserting that cycling facilities are among the key demands of tourists, Urgen Sherpa, another tour operator and also a member of the event organising committee, said, “It has been two years or so now since tourists have started showing an interest in cycling as an activity. We have started offering mountain bikes on hire. Apart from tourists, locals are also keen showing interest in the activity. About 80 bookings are done every month, except during the monsoon season.”

According to Urgen, adventure tour operators who provide bicycles on hire charge anything between Rs800 and Rs1,000 per day. He added that tourists usually prefer cycle trips in the outskirts of Darjeeling town in places such as Rambhi, Sukhaypokhari and Lamahatta. “We also offer packages that include a cycle ride up to Dhotrey from Darjeeling following which there is a trekking route to Tonglu and a night halt. The following day starts with a trek up to Manebhanjyang and back to Darjeeling. We not only offer cycles on hire, but also arrange for accommodation and food along with guides. This roughly comes up to Rs3,500 per person to Rs4,000,” said Urgen.

Speaking about the upcoming cycle rally, Sangey said, “Until now, 60 people have registered for participation in the cycle rally and many more are expected to join on the day of the event. We believe the message of using vehicles in a limited manner will spread further.”

Friends and Family Pay Their Last Respect to ASI Amod Gurung in ‪Mirik

5:30 AM

‬Friends and family from across Mirik region and Darjeeling assembled to pay their last respects to Assistant Sub-Inspector of Police Late. Amod Gurung.

The 40-year-old assistant sub-inspector of police in Darjeeling's Mirik who was assaulted on Ashtami evening by a group of drunken youths over a road rule violation died today.

ASI Amod Gurung and other on-duty policemen had stopped two motorbike-borne youths at Mirik Bazaar, 50km from Siliguri town, for speeding.

"Gurung spotted a two-wheeler moving at high speed and stopped it. There were two youths on the motorcycle. They were warned against rash driving and told to furnish the two-wheeler's documents," said Darjeeling police chief Amit P. Javalgi.

According to Javalgi, an SUV carrying seven other youths pulled over next to the motorcycle."They were all part of the same group. As the policemen asked for the papers of the two-wheeler again, the youths hurled bricks and stones at the assistant sub-inspector," he said.

As other policemen rushed to Gurung's rescue, the nine youths ran away, leaving the vehicles behind.

Gurung was taken to the block health centre in Mirik and later that night, shifted to a nursing home in Siliguri.

Javalgi said a case had been registered at Mirik police station and all seven youths who were in the SUV arrested. ‪Police‬ sources said they were yet to ascertain whether the accused youths had any political links.

The police across the state have come under attack several times in the past two years. On most occasions, they have been targeted allegedly by Trinamul members or by groups instigated by ruling party leaders.

At least two policemen have died at the hands of Trinamul activists and supporters since 2013. Calcutta police officer Tapas Chowdhury was shot dead during a clash in front of a Garden Reach college over student union elections in 2013.

Amit Chakrabarty, an officer posted in Birbhum's Dubrajpur, died last year after a bomb was hurled at policemen during a Trinamul faction clash.

Last year, the then officer in charge of Parui police station in Birbhum, Prosenjit Dutta, was seriously injured after bombs were hurled at his vehicle at Chowmandalpur village by suspected BJP activists. Earlier this year, a Trinamul leader in the same district was accused of slapping a sub-inspector when the officer objected to his misbehaviour inside a police station in Bolpur.

In April this year, alleged Trinamul-backed goons shot at a sub-inspector attached to Girish Park police station during the elections to the Calcutta Municipal Corporation.

GJM ( Gorkha Janmukti Morcha) Now Demands 5 New Districts

8:02 PM

 Writes: Vivek Chhetri

The Gorkha Janmukti Morcha today wrote to the chief minister, demanding that five new districts, including Kalimpong, be carved out of the existing Darjeeling, Jalpaiguri and Alipurduar districts.

The letter by Morcha general secretary Roshan Giri to Mamata Banerjee is seen as a move by the party to overshadow MLA Harka Bahadur Chhetri's persistent pitch for the upgrade of the Kalimpong subdivision into a district.

Apart from Kalimpong, the other four districts sought by the Morcha are Kurseong, another one comprising the Terai part of Siliguri and Mirik and two more districts from the Dooars. Other than Kalimpong, the Morcha hadn't demanded the creation of the four other districts before.

The demand for the five districts, according to Morcha sources, is an attempt to galvanise support for the party across the hills and the Dooars.

In the letter to Mamata, who is currently in Bhutan, Giri has said: "I would like to bring to your notice that when the all party meeting took place on 19th August 2011 regarding the change of name of West Bengal to Paschim Banga and bifurcation of Jalpaiguri, Paschim Mednipur, Bardhaman and North 24 Parganas, the Gorkha Janmukti Morcha had demanded the creation of Kalimpong district."

The Morcha has stressed the time of its demand for Kalimpong district in the letter to show that it has always been on the agenda of the party.

Kalimpong MLA Chhetri has been spearheading the district demand ever since he rebelled against the Morcha's directive to resign from the Assembly and instead quit the party on September 18.

In the letter, Giri said: "During the all-party meeting GJM had demanded that Kalimpong sub-division should be made as a district as Kalimpong is a geographically bigger area and was far from the district headquarter (Darjeeling)."

Demanding more districts, Giri said: "The Gorkha Janmukti Morcha would also demand a separate district of Darjeeling, Kurseong, Terai part of Siliguri and Mirik, and creation of two more districts from the Dooars region. ... the GJM would appeal to the government for redrawing the Darjeeling district map and Dooars region so that more central funds for development can be accessed by these proposed districts."

Asked about the Morcha's demand for four more districts, Giri said: "If more districts are created, it would definitely help the demand of Gorkhaland."

He, however, refused to say if the Morcha was chalking out any programmes for the creation of new districts.

Sources in the Morcha said the party was likely to further up its ante over the district issue in the coming days.

Observers said the Morcha's letter was an attempt by the party to snatch the Kalimpong district agenda from Chhetri. "Given the recent developments, there is a possibility of the government announcing the Kalimpong district and it seems the Morcha is not ready to give Chhetri all the credit," said an observer.

Chhetri had told The Telegraph that he would campaign for the creation of Kalimpong district as he had "phenomenal support" from the people of the hills and parties.

In the past few days, Chhetri has received support from anti-Morcha hill organisations like the ABGL, CPRM and Gorkhaland Rajya Nirman Morcha (GRNM) on the Kalimpong district demand.

Chhetri who had said he was ready to join hands with anyone for Kalimpong's benefit could not be contacted.

Water supply to Kalimpong is expected to resume soon

11:07 AM
Writes Rajeev Ravidas

Kalimpong, Sept. 28: Water supply to Kalimpong is expected to resume in a couple of days with the Gorkha Janmukti Morcha purportedly extracting an assurance from people of Mirik village that they will allow the PHE department to restart the pumping.

Kalimpong hasn't been getting water since September 22 after residents of Mirik, a small hamlet about 22km from here, forced the PHE department under the GTA to stop pumping water from the Neora Khola Water Supply Scheme.

Under the scheme, water is sourced from Neora Khola and Thukchuk Khola and pumped to reservoirs at Deolo, about 5km from here. Then, water is supplied to Kalimpong.

A 20m-long pipe made of metal had been washed away by landslides at Mirik in June and the PHE authorities joined the two severed ends with plastic pipes as a temporary measure.

However, the villagers alleged that the plastic pipes leak constantly and could trigger landslides, threatening their homes and fields. "We want the damaged pipelines to be repaired properly so that no leak occurs," said Dal Bahadur Subba, a villager.

A Morcha team led by Norden Lama, the Kalimpong branch president of the party, met the villagers and assured them that their concerns would be addressed. "We told the villagers that metalled pipes would be used to replace the damaged portion and jhora protection work would also be initiated. Then, the villagers agreed to allow the authorities to resume the pumping. Kalimpong should start getting water in the next couple of days."<>

Kalimpong requires about 10 lakh gallons of water every day and half of the need is met by the Neora Khola scheme. About 7,500 households receive water for about 30 minutes every second or third day, depending on the availability of water. The remaining 50 per cent of the 1 lakh-odd residents of Kalimpong and adjoining villages depend on natural springs and streams to meet their water needs.
