Political temperature has been increased for last few days following the resignation of Dr. Harka Bahadur Chettri from the party GJMM. Overall Gorkhali society has reflected mixed reaction over the incident.
It was the bold step taken by Dr. Harkabahadur Chettri, which may continue such incidents in coming days. Gurung is misguided by few senior leaders according to Gorkhali society of Delhi.
Every time govt. of West Bengal initiated development projects, few GJMM leaders protested with their vested interest hampering public interest and development works, consequently deteriorated relationship between GTA and Bengal govt. as per Dr. Harka Bahadur Chettri, who resigned from GJMM but not from Kalimpong MLA.
GTA has issued hundreds of letter to Central government, held numerous tripartite meetings but nothing yield productive. Without the consent of state government, Central government cannot do anything to solve the GTA issues, said Dr. HB Chettri.
In democracy numbers count, accordingly Telengana was formed. We have single MP, who is also abided by party’s policy, we are incapable, cannot raise our demand of Gorkhaland in parliament, therefore, we must move slow and steady not by aggressive agitation and confronting with the Bengal government. According to constitution, state government is not compelled to follow centre, which we must understand. Central fund is allocated to State government first and GTA should depend on it, said Dr. Chettri.
Dr. Chettri further added, but instead of flexible policy by GTA on the procurement of development fund, rigid and hard decisions were taken due to wrong advises of few leaders. In the year 2014/15 budget session, there was no provisions for any fund for the hills, I strongly raised the voice against it in the state assembly – ‘aren’t we the part of Bengal, if not, Gorkhaland should be granted’.
After the Budeget session, Minister Gautam Deb called me and Kurseong MLA Rohit Sharma and assured fund for the hills from his ministry. Accordingly 7.50 crore was allocated from the Gautam Deb ministry to the roads of hills. However, a leader with vested interest misguided the party and demanded in favour of contractors that the fund should be diverted to GTA, and Court case was initiated. Later, Court rejected the plea of GTA.
The Court categorically stated that if the government wants to disburse the fund for the hills, why there should be a problem with GTA? Consequently three big road projects of the hills suspended and deprived local people of GTA regions.
If GTA had to go for lawsuit against Bengal government, it should have been on the interference of the hills roads than transfer of fund to GTA. Is it appropriate to have legal battle over the fund issues? Dr. Chettri reiterated.
