Khambu Rai demands scheduled tribal status

Kalimpong, 16 January 2014: While celebrating the new year with its cultural groups Khambu Rais declared relay hunger strike in demand of tribal status to Khambus. The hunger strike will start from 18th January at Kalimpong in the banner of Khambu Rai Rights movement with a batch of nine participants declared Sandip Rai, spokesperson of KRRM. This will be followed several other programmes and it may also boycott the forthcoming Loksabha election, if needed added Rai.

Khambu Rais of Darjeeling hills and plains celebrated 5074 Yeledong the Kirati new year in Kalimpong. 

The declaration was also supported by Bishal Khambu Rai Secretary of KKRS Kurseong, Arpan Khambu Rai Chief Patron of KKR Youth Association Central Committee Darjeeling and Manjil Khambu Rai president of Central Committee Kirati Khambu Rai Youth Association.
Meanwhile about six thousand Khambu Rais of Darjeeling hills and terai and plains gathered in the meet organised by Sub-Divisional Committee of Kirati Khambu Rai Sanskritik Sansthan Kalimpong rallied in the Kalimpong town. Later the rally gathered in the Mela ground was addressed by several speakers who spoke demanding tribal status to Khambu Rais. Culture of Khambu Rai were displayed in various forms of Khambu Rai traditional dances. Kalimpong. A team of leaders also presented a memorandum to the SDO of Kalimpong.In absence of SDO, Mr. Pritam Limbu second Officer received the memorandum.


The memorandum signed by the President and Secretary of the Sub-Divisional Committee of Kalimpong stated that the Constitution of India gives special privileges to the aboriginal tribes of the Indian union and the tribes called “Khambu Rais” were in Indian Sub-Continent before Indus Valley Civilization started which has been established by the extensive research of Prof. G. P. Singh – an eminent historian of our country. He has researched for his entire life and brought these facts before us who said that how Kiratas (other name of Khambu Rai explained later) have contributed in the development of Indian civilization and were supressed politically, socially and culturally by the Aryans over 5000 years back in his work “Researches into the History and Civilization of the Kiratas” (Gyan Publishing House, New Delhi 2008 pp 1-572), stated the memorandum. 
It also said "however, due to some misconceptions and misunderstanding about us among the policy makers of our country, we have not yet been considered as the indigenous tribal of our country. More so because we are shy in nature and we do not come out to claim our rights. Further, majority of the Khambu Rai live in remote villages, inside or in periphery of the forest areas.We,the undersigned on behalf of the community, would like to furnish the following facts before your honour for your kind and sympathetic consideration of including Khambu Rais in the list of schedule tribal of our country."  

"1.That we the “Khambu Rais” are also called “Kiratas” that has been established by almost every scholar on the Eastern Himalayas. Charles McDougal writes, “Rais and Limbus are descendants from the ancient Kirati”. Even today, most of us call ourselves “Kirati” and our organisation itself bears this word. Earliest mention of the population of the Eastern Hills, contained in the ancient Hindu epics such as the Mahabharata, speak of the Kirat as fierce barbarians of Mongoloid race, noted as inhibiting the country between the Sun Kosi River and Bhutan including a parts of present day Sikkim but occasionally venturing into the plains (Charles McDougal, 1979: 1-2).

2.That it may be mentioned here that Government of West Bengal had earlier recommended for inclusion of Limbu and Khambu Rai communities in the list of Schedule Tribes of West Bengal, and the union Government included the Limbus but Khambu Rai was not included in the list at that time. The West Bengal Government had conducted a study on ethno-cultural and socio-economic aspects of Limbu and Khambu Rai, in which it was found that both the communities are very close to each other. However, we, the Khambu Rais were deprived and we were not given what we deserved being to get rightfully then.

3.That the Khambu Rai community has its own cultural traits which are unique and which just cannot be identified on any superficial study. For example, when dead body departs from the house Rs. 1.00 coin is attached on the forehead of the dead body. It is considered that the soul shall have to travel a long way to be assembled with the soul of the ancestors and for the journey the soul will require some travelling expenses. The coin will serve the purpose etc.
4.That regarding language, it may be mentioned that we have their own language.It is also worth mentioning here we have quite distinct and different history of our own. On religion, the majority of Khambu Rai still practice our traditional religion, which has some similarity with Shamanism or Bon – a primitive form of religion.

5.That we have certain cultural similarities with the Limbus (already included in Scheduled Tribe list of India). The way the traditional priest of Limbu perform the ritual are more or less same with that of ours and we call our priest as “Mangpa” or “Bonpa”. We believe that the well being of our family and misfortune including any type of ailment are caused and governed by the spirits of the ancestors. So, we worship our ancestral sprits every day. We participate in the “ Nature Worship”.

6.That the majority of Khambu Rai people (86% as stated by West Bengal Government) live in rural and jungle areas, where our dwelling houses are located on the stiff gorge. There is no way of easy communication in our community.

7.That we are very shy type of people. Poor economy of the Khambu Rai associated with low level of education add up to the this nature more at large. Besides this, we also have barrier of language to communicate with neighbouring people.

8.That our community shows a comparatively little occupational mobility due to barrier of language to communicate with neighbouring people and also because of our poor economy as we are associated with low level of education that adds up to our shyness at large.

9.That we still have their traditional Panchayat in our community. The traditional Panchayat restrict our activities in social and cultural terms of concerned society. Our Traditional Panchayat is known as “Minma Senma” where all major social decisions are taken jointly.
10.That the extent of participation of the students in secondary and higher secondary level has sharply declined indicating maximum drop-out prevailing in our community. It is also emphasized that the female literacy is not satisfactory among the members of our community chiefly due to poverty."

" It further said , "therefore, we earnestly request your honour to kindly take up the matter of recognising Khambu Rais as the scheduled tribes of India and provide our children and grand-children an opportunity to be able to come to the national mainstream competing with other citizens of our country on nation building for stronger, brighter and world leader Hindusthan. Our forefathers were compelled by the Aryan Kings then to follow their religion and culture or face the death penalty that jeopardised the entire religious and cultural life of the Khambus and now over 5 decades, we all Khambu Rais are reorganising our lost cultural heritage and if at this stage, the Union Government comes up to help us by giving our rights what is due to us, it will immensely help us in coming to the national mainstream."

BSNL Telephone Adalat in Kalimpong conducted

The Kalimpong unit of Bharat Sanchar Nigam Limited today conducted a day-long ‘Telephone Adalat’ in town. The main aim of the event was to hear people’s grievances regarding their telephone connections and the payment of outstanding bills.

More than 200 landline BSNL customers placed their grievances and paid due bills during the ‘Telephone Adalat’. BSNL departmental director A Dakuwa, IFASC bank account officer Amit Kumar Bose and others conducted the event and interacted with the people.

The telephone department's complacency and the recent statehood movement were among the main reasons for the piling up of unpaid telephone bills in town. It may be mentioned here that during the renewed agitation for Gorkhaland last year, the people had been directed to refrain from paying their telephone bills as part of the non-cooperation movement. Considering the circumstances, the BSNL also provided customers with certain discounts to their outstanding bills.

The Kalimpong Farmer’s Welfare Organisation also met telephone exchange officials and submitted a deputation. They have demanded upgrading of their towers and services to ensure better internet connection in the rural areas under Kalimpong sub-division.

Organisation secretary Vishnu Chettri said farmers use internet services in rural areas to access better farming methods and other related issues. However, due to slow and unpredictable connections, they cannot take take advantage of the services. He urged BSNL executives present at the ‘Telephone Adalat’ to look into the matter as soon as possible

Krishi Mela 2014 started in Darjeeling, Kalimpong

The Darjeeling leg of the third Krishi Mela organised by the Gorkhaland Territorial Administration got started today at Jamuney, about 15km from town.

Using the occasion, GTA sabhasads harped on ushering development in the hills with support from the state government.

Inaugurating the Krishi Mela, GTA deputy chief executive Col (Retd) Ramesh Allay said, “We have a lot of projects to complete and also to start. The hills have been neglected for several years and now we must focus on changing the face of this place.”

The deputy chief executive said the year 2015 will be dedicated to green revolution. “We have been hosting the Krishi Mela since 2011. Keeping this in mind, we have lined up projects to bring about a green revolution in the hills. Our farmer brothers need to be promoted and the GTA will do so in the years to come,” he said.

But in order to achieve this, the state government should facilitate the release of the arrested GTA sabhasads, pointed out Allay.

“We need to have all our sabhasads actively participating, but there are still some in correctional homes. We need to have them attending office and giving a helping hand in formulating projects,” said the GTA deputy chief.

Of the 12 sabhasads arrested during the latest agitation for statehood, six are presently lodged in different correctional homes, while the remaining six are out on bail.

Binay Tamang, one of the arrested GTA members and presently released on bail, also emphasised the need for developing the hills, saying it should be prioritised.

“We will come out with a book for the benefit of the people listing various development projects that will be under taken by the GTA and also those already completed,” he said while addressing farmers and locals on the first day of the 14-day fair that will also be hosted by Kalimpong, Mirik and Kurseong.

The Mela will continue in Darjeeling till January 26. The Kalimpong chapter of the fair, at Relli, which also began today after being inaugurated by GTA chief executive Bimal Gurung, will end on January 16.

Meanwhile, in Mirik, the event will be held from January 14 to 17 at Rangbang Khola, while in Kurseong it will be organised from January 15 to 18 at Jogihaat.

The special features of the farmers’ fair as in the past years are the exhibition of traditional huts that have stalls showcasing live demonstrations on different aspects of agriculture related products including seminars and lectures by experts and resource persons. Apart from this, the GTA will also distribute free agro-fishery related equipment, saplings and livestock and tool kits for rural artisans.

“We want farmers to remain updated with the latest technology and equipment to facilitate better production. We must ensure that agriculture, which is neglected in the hills, gets a strong impetus as we have a lot of scope for it,” noted Tamang, adding stalls for free vaccination of animals have also been set up and participating banks will make farmers aware about various schemes for agriculture and loans that are available.

Further, the GTA will organise entertainment and cultural programmes and put up stalls serving traditional cuisine. Artistes from Kolkata and Mumbai have been invited to perform. The GTA will also hold a Village Olympic and circus along with adventure sports activities in the Mela venues.  It will also give away R500 each to 20 senior citizens from each constituency later this month.

Gorkha Territorial Administration chief executive Bimal Gurung today inaugurated the four-day long Krishi Mela in Kalimpong wherein he promised development of the Darjeeling hills within three years.

The inaugural ceremony was also attended by GJM study forum member Swaraj Thapa, agriculture department member Kalyan Dewan, GTA vice-president Lopsang Lama and others.

The Krishi Mela has more than 24 stalls hosted by the Forest and Health Department.

Gurung said that if he fails to develop the Darjeeling hills within three years, the people can discard his party, the GJM. He also announced several development plans and promised to establish a ropeway from Kalimpong to Relitar by the end of March. A hospital comprising 300 beds and a high school will be set up in Kalimpong, said the GTA chief.


Further, Gurung vowed to establish a 15-bed hospital in Barabat and to work on beautifying Reli by constructing parks for children and also a Reli Jheel. He added both the state and central governments will fund all development plans adequately.

Domestic violence against women in Kalimpong

While violence against women is raking the entire country a struggling singer has been apprehended in Kalimpong under the charges of domestic violence. Nabin Baraily (30), who had recently released his music album, has been accused of beating up his wife, who also is a mother of a newborn. Baraily was today picked up by police from his residence at Atisha Road.

Police sources informed Baraily’s wife had given birth to a daughter only 15 days ago. Following an argument between the couple on Friday, Rasaily allegedly hit his wife with belt and hands and severely injured her. His wife was admitted at the sub-divisional hospital after the incident. Baraily has further been accused of threatening his brother-in-law via a mobile phone sms, warning him against spreading the news of the incident.

Baraily was arrested today after his wife lodged a police complaint from the hospital. Baraily has been indicted under sections 498(A) and 325. He was also presented at the Kalimpong court today and was subsequently sent to 15 days of judicial remand.

Kalimpong - mushroom cultivation camp for unemployed youths

In order to provide unemployed youths of Kalimpong with a means to earn a livelihood, a seven-day training camp is being held here at the North Bengal Agriculture University since January 6. The initiative is part of the state government’s efforts to train unemployed youths in the hills at self-sustainment. The programme has been undertaken by the Kalimpong District Magistrate office in association with the Department of Self-Employment, informed NBAU in-charge MW Moktan.

Moktan further said the training is being undertaken by 18 unemployed youths from the eight blocks of Kalimpong sub-division. The trainees are being groomed on mushroom cultivation using latest techniques along with marketing strategies. The youths are also being taught about food security, Moktan added.

Prominent agriculturalists including Dr. Sharda Gurung, Dr. Sajit Ali, Dr. Indrajeet Sarkar and Dr. Ramkrishna Sarkar are conducting the training that will conclude on January 12.

Kalimpong BSNL to hold Telephone Adala

The Kalimpong  branch of BSNL has come up with a novel idea of holding a ‘Telephone Adalat’ in town to address consumer grievances and issues related to non-payment of phone bills.

BSNL Kalimpong junior accountant Amar Singh said the ‘Telephone Adalat’ will be conducted on January 13 at the exchange office’s premises. The department will hear out the problems being faced by consumers during the ‘adalat’.

Singh added those consumers who have not made payments till date will be granted subsidy as per the norms of the department. He urged the people to collect entry forms before January 11 and participate in the ‘adalat’.

Notably, the Gorkha Janmukti Morcha had directed the hills residents to refrain from paying their telephone bills during the statehood movement. Following this, huge bills had stacked up by the time the movement ended, making it difficult for the consumers to clear their dues.

The excessive outstanding amounts had even forced many consumers to disconnect their connections. The department has decided to provide some discount on the pending bills in order to ease pressure on consumers. The ‘Adalat’ will be attended by branch manager Dhakwa Shah, Internal Finance Advisor Shree Bonik and other officials of the department.

Kalimpong - Krishi Mela from January 13 in Relitar

Bijay Sundas, president of the Kalimpong Krishi Mela Organising Committee, today held a press conference at the local office of the Gorkha Janmukti Morcha. The agenda was to discuss the four-day Krishi Mela starting from January 13 in Relitar.

Sundas urged representatives of all political parties of the hills including the general public to attend the Mela.

Addressing farmers and agricultural department officials, Sundas appealed to them to conduct awareness programmes on agriculture. He also directed the department to make necessary arrangements to hold exhibition and skits during the mela to spread awareness on health. Organising committee secretary Subh Pradhan said GJM chief Bimal Gurung is expected to attend the inaugural function. He added organising committee convener Norden Lama, local GJM leaders such as Prem Chettri and Dipen Chettri will also be present.

Kalimpong - GJM youth front formed a new unit in Chibo

The GJM youth front of Kalimpong today formed a new unit committee in Chibo under constituency No. 33 during a meeting held at the Mangar Samaj Bhawan. The new youth committee that has appointed Bhanu Sharma and Arun Dhital as its president and secretary respectively, swung into action immediately.

Committee representatives met GTA sabhashad Kajim Tshering Bhutia after the meeting and discussed issues related to development of the region. They informed the sabhashad about the problems being faced by locals. They also expressed concern over various government development schemes not reaching the needy and sought proper intervention into the matter. Bhutia on his part assured he would look into the problems faced by the local residents.
