Indian Air Force struck a major terrorist camp across the LoC and completely destroyed it. Twelve Mirage 2000 jets of the IAF are said to have crossed the LoC and destroyed a major terrorist camp, the ANI news agency reported today. According to sources 1000 Kgs Bombs have been dropped in 3 bases of  JEM in Pakistan destroying terrorist camps in the area.

President Pranab Mukherjee's convoy meets with accident in Darjeeling, 5 injured

Darjeeling 15th July 2015 EOI : President Pranab Mukherjee and chief minister Mamata Banerjee had a near mishap today after one of the vehicles in their convoy plunged into a gorge in Gorabari near Sonada, about 22km from Darjeeling. The President, the chief minister and West Bengal Governor Keshari Nath Tripathi were on their way to Bagdogra airport after a three-day stay in Darjeeling.

According to the district administration, the first escort vehicle (a Scorpio SUV) of the President’s convoy went out of control and plummeted nearly 150 feet down a gorge near the Mariam Grotto after breaking through the parapet. Five security personnel in the vehicle received injuries in various parts of their bodies. They were taken to the Kurseong sub-divisional hospital for first aid and then referred to the Siliguri sadar hospital.

“The first escort vehicle of the President’s convoy with five people met with an accident near Sonada this morning. The injured are presently admitted in a Siliguri hospital after being administered first aid in Kurseong hospital,” said Anurag Srivastava, the Darjeeling DM.

The five have been identified as Deep Shankar Rudra, SS CID; A.P. Singh, CSLO; SI Pijus of SSU; SI S.K. Biswas; and Gautam Sen, the driver. The CSLO is being taken to Delhi by the President’s team for further tests while the remaining four will be treated in Siliguri.

The President’s convoy of 20-25 cars had left Raj Bhawan at 10.30am amid thick fog and rain.

At the head of the convoy was the advance vehicle followed by a pilot and jammer car. Following the President’s vehicle were two escort cars and the one at the front met with the accident.

The chief minister was behind the second escort car and her vehicle was being trailed by the remainder of the convoy carrying ministers of state, central government officials and journalists from Delhi and Kolkata.

Dipesh Subba, a civic policeman who was on duty near the accident spot, said, “I was on duty here since eight in the morning. I was posted near a bend and could not see the accident but I heard a loud noise just 30 feet ahead. By that time the President’s car had already passed. I ran to where the sound had come from to find a Scorpio down in the gorge and the chief minister giving directions on a microphone,” he said.

It was Subba who first reached the victims with four policemen trailing him. “I told the police personnel to follow me and reached the spot first. I found five dazed and injured people sitting beside the vehicle which was hanging precariously on a small tree,” he said.

The chief minister personally oversaw the rescue operation conducted by the state and civic police including locals. And appreciating the effort made, she announced rewards for the rescue team. “Everyone has helped and with promptness. Thanks to my rescue team. I promise you the state government will reward you for your effort,” she said.

The President too did not continue the drive downhill until the rescue operation was completed. He stayed at the Kurseong tourist lodge and called the chief minister twice for updates. Banerjee did not go the Kurseong sub-divisional hospital but sent her chief security officer and Darjeeling police officials to enquire how the injured were faring. She started for Bagdogra airport only after being informed the five were out of danger. (EOIC)

Darjeeling, July 15: Pratap Subba, 29, was luck by 30 steps today.Subba, a journalist with a local daily in Darjeeling, was walking along the isolated stretch of the Hill Cart Road at Sonada, when he saw the President's convoy coming from the opposite direction.

"My colleague Sanjeev Mohra was with me. Four to five cars of the cavalcade passed by me and Sanjeev. Suddenly, I heard a loud thud. I thought a shooting boulder had landed on the highway. I looked back and found that a car had swerved off the road and disappeared," said Subba.

"I was standing just 30ft from where the car had gone down the slope. I would have been hit had I walked a bit slower. The thought made me shiver," he said.

"I was walking from my house at Gorabari to Sonada as vehicles were stopped because of the President's convoy. I thought of walking to Sonada about 1km away so that I could catch a taxi from the local stand."

Immediately after the incident, the chief minister's car stopped.

"She alighted from the car and told everyone to call local people. Someone handed over a mike to the chief minister and she started coordinating the rescue operation," said Subba.

He ran towards Gorabari, about 250 meters away, and returned with local people.

"Since the slope was very steep, civic police personnel and other law enforcement officials and the local people tied two ropes, which those in the convoy had with them, to the railway track (that runs parallel to the road) and started sliding down the slope," said the journalist.

Subba, too, was among those who went 200ft down a steep slope holding the rope.

However, even before the rope was tied to the tracks, Dipesh Subba, a civic police volunteer, had slid down and reached the car, along with four to five policemen.

Dipesh said: "The occupants of the car had managed to come out and were standing on the slope. One of them asked for my mobile phone but he could not get through with the call."

Dipesh was on duty about 100 meters away from the site of the accident but he did not see the car rolling down the hill because of the bend. The car was not visible from the road and later it emerged that it had got stuck on a tree.

With the ropes fixed, about 30 people reached the car. "Some people held on to the victims, while others pushed them from behind to reach the road. The one with injury to the hand couldn't walk properly," said Pratap.

The injured were rushed to Kurseong subdivisional hospital and the chief minister left only after all the injured had been sent to the hospital.

Subba said a similar accident had taken place in the area a few years back, killing five. "Although it was terrifying that I was so close to the site, I am happy that I could play a part in the rescue. The chief minister thanked the local people before leaving," he added.

The road network in Darjeeling is improving, especially the highways and we'd give due credit to the authorities who are helping to make our road networks better. However, here is a warning learned from a near accident.

While driving to Siliguri earlier this week, it was raining slightly and I was on my way to Siliguri. near Sukna Army Cantt my vehicle suddenly lost control and slipped. I was driving slow enough, so I was surprised. Thank God, I got control of my vehicle, and I drove on.

Turned out, I was not the only one who had faced this ordeal. That day from near Garidhura to Sukna, I saw four accidents, and everyone had one thing to say, the roads become too slippery once it starts to rain.

So, I did a little research, and this is what I found, in 2005 BBC had reported that, "Stone Mastic Asphalt (SMA) - one of the most popular road surfaces in the UK - can cause skidding on roads. Eleven English authorities in the BBC survey reported problems with 'early life skid resistance' - which means that in the first few months after the surface is laid road users need to drive as if they are in wet conditions, regardless of the weather.

The Highways Agency is so concerned it has commissioned a series of skid tests on the surface. The tests follow a series of accidents across the country where skid resistance has been called in to question... Paul Watters says: "There's concern that after it's laid, it's actually more slippery than perhaps the surface you're replacing. And that's a very big issue for drivers. So we need to really bottom this out because at the moment drivers, if they see a new surface, they assume it's perfectly good and far better than what was there. Following two nasty accidents in Western Australia, this is what their media reported, "After the section of road was resurfaced with Stone Mastic Asphalt (SMA), numerous accidents have led to complaints about the surface being too slippery in wet weather. Two reviews were conducted in 2005 and 2007 on the suitability of SMA in certain locations. They concluded there were no systemic safety issues with the surface. This has not quelled the fears of some residents who use Samford Road to travel between Samford and Ferny Grove. A firefighter who attended the recent crashes believes the Ferny Hills side of the road over the Samford Range needs to be “torn up and replaced.”

Often India tends to borrow technology that is actually outdated and banned in the western countries, so it wouldn't be surprising if the Govt of India introduced these types of road surfaces without actually conducting any research.

Darjeeling is ‘mini India’ - President Pranab Mukherjee

Darjeeling 12th July 2016: For Pranab Mukherjee, the Indian President Darjeeling is not just merely a hill station. For the President who is presently in Darjeeling, the famous hill station—known for Tea, Tourism and Toy Train—is ‘mini India’.

Mukherjee was responding to the state reception hosted by the West Bengal Chief Minister Mamata Banerjee at Chowrasta—the famous promenade in the town-- this evening. “Darjeeling is not merely a hill station or a geographical entity, but it is a Mini India,” said the president.

“Despite so much diversity and a vast area, no corner of our country remains unrepresented in the Parliament,” he added.

Mukherjee asserted that the unity in diversity is the beauty of the Indian democracy. “When someone sees the entire stretch of the country with so many ethnic, cultural, religious and linguistic groups , he gets mesmerized,” he added

Earlier in his speech, Bengal Governor Keshari Nath Tripathi described Pranab Mukherjee as one of the most experienced and knowledgeable Presidents of our country. He said that a number of administrative reforms could be attributed to him such as RTI, RTE and Food Security.

The Chief Minister said that the President recognizes the country in true sense. “His experience is a direction for the country. It was due to his vast experience and capability that all the political parties joined hands in electing him to the office of the President. He has immense love for West Bengal and also for Darjeeling hills,” the chief minister added.

Seventh / 7th Pay Commission approved by the Union Cabinet, 24% Salaries, Pensions Hike

29th June 2016 Union Cabinet on Wednesday approved the recommendations made by the 7th pay commission. Overall increase in Salaries and allowances will rise by at least 23.5 per cent, which had been recommended by the 7th Pay Commission - the panel that decides on government salaries. Arrears will be paid within this year. The 7th Pay Commission report will be effective from January 1, and the Cabinet will decide if the arrears for the six months have to be paid in one go or in installments.

Under the new scheme, the maximum salary for a government servant will be about 2.5 lakhs a month, that's more than double the highest pay of Rs. 90,000  a month. Gratuity has been increased from Rs 10 lakh to Rs 25 lakh and House Building Advance was raised from Rs 7.5 lakh to Rs 25 lakh. Finance Minister Arun Jaitley accepted the recommendation to increase minimum pay from existing Rs 7,000 to Rs 18,000 per month which is more than double of the present Rs. 7,000.

Up to 15% hike in basic salaries of central government staff and similar big raises in allowances and pensions that will benefit some 10 million employees. For junior employees, the hike in basic pay will be 14.27%. This means a fresh IAS recruit will get a basic salary of Rs 56,000 a month against Rs 23,000 now, while a sepoy in the Indian Army will earn Rs 21,700 a month from Rs 8,460 at present. In addition, employees are paid dearness allowance and house rent among many other allowances.

Last year in November the pay panel had recommended 14.27 per cent hike in basic pay at junior levels, the lowest in 70 years.The 6th Pay Commission had recommended a 20 per cent hike which was doubled by the government while implementing it in 2008.

The government had in January set up the high-powered panel for the recommendations of the 7th Pay Commission.

For the 7th Pay Commission effective from January 1 2016 Cabinet will decide if the arrears for the six months have to be paid in one go or in installments.

"Considering the tight fiscal position this year, the government may improve upon the Pay Commission recommendation for basic pay to 18 per cent or at best 20 per cent," a senior official said.

Here is your 10-point cheat-sheet to this big story:

  1. The move will benefit an estimated 10 million government employees including nearly 60 lakh pensioners, starting from January 1, 2016. Among the defence services, 14 lakh serving officers and 18 lakh retired members will be covered.

  8. Under the new scheme, the maximum salary for a government servant will be about 2.5 lakhs a month, that's more than double the top-rung pay of Rs. 90,000 a month.
  9. The least a government officer can now be paid is  Rs. 18,000 a month, more than double the current compensation of Rs. 7,000 offered to the most  junior employees.
  10. The government is counting on the higher salaries to result in more consumer spending which could trigger economic growth.However, some experts believe that the additional cash in the market could fuel inflation. 27th June 2016 Cabinet May Approve 7th Pay Commission this Wednesday as Prime Minister Narendra Modi on Monday directed the Finance Ministry to implement the 7th Pay Commission recommendations, results of which could be termed as a huge bonanza for lakhs of government employees.

A Committee of Secretaries headed by Cabinet Secretary P.K. Sinha has submitted its report on the recommendations of the Seventh Pay Commission which may be accepted, a financial ministry official said. Based on the panel’s report, the Finance Ministry is preparing a Cabinet note and the issue may come up for approval by the Cabinet as early as June 29.

“Committee of Secretaries (CoS) has finalised its report on Pay Commission recommendations... We will soon (file) draft Cabinet note based on the report,” Finance Secretary Ashok Lavasa said here on Monday.

The Budget document has stated that "the implementation of the Seventh Pay Commission due from January 1, 2016 is to be implemented during fiscal year 2016-17 as also the revised One Rank One Pension (OROP) scheme for Defence services"

The Pay Commission had recommended 23.55 per cent overall hike in salaries, allowances and pension involving an additional burden of Rs 1.02 lakh crore or nearly 0.7 per cent of the GDP.

The panel recommended a 14.27 per cent increase in basic pay, the lowest in 70 years. The previous 6th Pay Commission had recommended a 20 per cent hike which the government doubled while implementing it in 2008.

The 23.55 per cent increase includes hike in allowances.

The entry level pay has been recommended to be raised to Rs 18,000 per month from current Rs 7,000 while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from current Rs 90,000.

Sources said the secretaries’ panel may have recommended higher pay increase, with minimum entry level pay at Rs 23,500 a month and maximum salary of Rs 3.25 lakh.

25th June 2016 Jammu and Kashmir Lashkar terrorists ambush 161 battalion of Central Reserve Police Force (CRPF) bus and kills 8 jawans, 22 others reported injured in Jammu and Kashmir's Pampore 5 km from state capital Srinagar on Srinagar-Jammu National Highway. The terrorists rained bullets on a bus bus carrying more than 40 jawans which was returning after a firing exercise to Srinagar The attack appeared to be a Fidayeen (suicide attackers) attack carried out by Lashkar-e-Taiba.

Despite intelligence inputs about a possible attack in the area and security forces on high alert on Saturday the terrorists were able to carry out the ambush. Hence questions are being raised over whether there were some lapses on part of the forces. The terrorists appeared to have carefully chosen the spot for the ambush as every vehicle has to slow down at the spot because of a sharp curve on the road.

Later, Pakistan-based terror outfit Lashkar-e-Taiba claimed responsibility for Pampore terror attack, carried out by at least two terrorists, who were carrying AK-47s and hand grenades. According to some accounts two more militants were involved in the attack but there was no official confirmation.

Jammu and Kashmir Director General of Police K Rajendra, who visited the spot, said the two terrorists had been neutralized but "unfortunately we have suffered some causalities too". when asked whether the slain terrorists were from across the border, Rajendra said, "In all probability they seem to be from Pakistan."

Defence Minister Manohar Parrikkar said "I think the standard operating procedure wasn't followed properly," adding that the situation will be clearer after an inquiry.

Inspector General of CRPF Nalin Prabhat said "First hand impression of the bodies of terrorists is that both appear to be Pakistanis, definitely from Lashksr, and in all likelihood they were fidayeen (suicide attackers),".

Chief Minister Mehbooba Mufti said, "They (terrorists) cannot achieve anything by such attacks..but these acts are only defaming Kashmir; also it's a set back to our religion because they do it under the garb of religion".


7th Pay Commission payout likely to be delayed 2-3 months

25th June 2016 Brexit fallout may force Modi govt to delay 'salary increment'. Amid all the implications of Brexit on India, something that may stand out is a strong possibility of the delay of much-awaited payout of 7th Pay Commission Commission for another 2-3 months.

Earlier reports said that Government could implement Seventh Pay Commission from August 1. It was said that Central government Employees would get increment in their July salary and six months arrears in the month of October.

The linger may result in wake of increased volatility in the markets as a result of Britain's exit from the European Union. For the markets to re-stabilize, it may take another 2-3 months. The same period also awaits the next bi-monthly RBI Monetary Policy (of the outgoing RBI Governor) which may most likely see interest rates remain intact. Even a slight hike holds adequate possibility.

This talked about tenure is critical as amid the already happening exodus from domestic equity markets, load of huge 7th Pay Commission payout on the government exchequer can further jeopardize its fiscal health.

As per Zee News, "In order to stabilize overall outflows from the domestic equity markets, government needs to adopt wait-and-watch policy for another quarter before thinking of implementing the payout as any haste can further increase volatility in the market".

On Friday, Britain voted to quit the European Union after 43 years of membership, throwing the world markets in a tailspin and leaving European leaders worried over how to stem a rising Eurosceptic tide.
The vote rattled Indian financial markets too, shaving over 1,000 points, or 4 per cent, off a key equities index, while pulling the rupee just below the 68 mark to the dollar.

Both Finance Minister Arun Jaitley and Reserve Bank of India Governor Raghuram Rajan sought to calm the markets and said there was no cause for panic as India's economic fundamentals remained strong and along with other macro indicators.

"We are well prepared to deal with the short and medium term Brexit consequence -- strongly committed to our macro-economic framework with focus on stability," Jaitley tweeted from Beijing.


India launches record 20 satellites ISRO creates history

Sriharikota: India successfully put into orbit its own earth observation satellite Cartosat-2 and 19 other satellites, including one belonging to the Google company Terra Bella, USA, on Wednesday morning. With this, India successfully completed yet another multiple satellite launch in a single rocket mission. Exactly at 9.26 am, the PSLV rocket standing 44.4 metres tall and weighing 320 tons tore into the morning skies with fierce orange flames at its tail.

Gathering speed every second, the rocket raced towards the heavens amid loud cheers from ISRO officials and the media at the rocket port here. At the rocket mission control room, Indian space scientists at ISRO were glued to their computer screens watching the rocket escaping the Earth’s gravitational pull.

Soon after the launch, a beaming ISRO Chairman A S Kiran Kumar said the mission was a success and that the new-generation Cartosat was in place. The rocket Polar Satellite Launch Vehicle’s (PSLV) main cargo was India's 725.5 kg Cartosat-2 series satellite for Earth observation with a design life of five years.

This satellite is similar to the earlier Cartosat-2, 2A and 2B. The other 19 satellites weighing around 560 kgs were from US, Canada, Germany and Indonesia as well as one satellite each from Chennai's Sathyabama University and College of Engineering, Pune.

The images sent by Cartosat satellite will be useful for cartographic, urban, rural, coastal land use, water distribution and other applications. According to ISRO, the 110 kg SkySat Gen2-1 belonging to Terra Bella, a Google company, is a small earth imaging satellite capable of capturing sub-metre resolution imagery and high definition video.

The Planet Lab’s Dove Satellites are also Earth imaging satellites. A total of 12 Dove satellites, each weighing 4.7 kg, were carried in this mission inside three QuadPack dispensers, ISRO said. The PSLV rocket also put into orbit the 85 kg M3MSat from Canada. The technology demonstration mission is jointly funded and managed by Defence Research and Development Canada and the Canadian Space Agency.

The other satellites launched are: 120 kg LAPSN-A3 of Indonesia, the 130 kg BIROS, from German Aerospace Centre, Germany and the 25.5 kg GHGSat-D, Canada. Just over 17 minutes into the flight the PSLV rocket ejected Cartosat at an altitude of around 515 km.

It was followed by two other Indian satellites — the 1.5 kg Sathyabamasat from Sathyabama University that would collect data on green house gases and the 1 kg Swayam satellite from College of Engineering, Pune, to provide point-to-point messaging services to the HAM radio community.

The whole mission got over in around 26 minutes. It was the first time that ISRO launched 20 satellites with one single rocket mission. In 2008, the ISRO had launched 10 satellites with the PSLV rocket.

With the success of Wednesday’s rocket mission, India has successfully launched 74 satellites for international customers.

8 Things to Know about the Record Launch of 20 Satellites
  • 1. The total weight of all 20 satellites carried onboard PSLV C-34 was about 1,288 kg.
  • 2. The 727 kg Cartosat-2 series satellite is the primary satellite in this mission.
  • 3. The 320 tonne PSLV C-34 carried 17 foreign small satellites from Canada, Indonesia, Germany and the US.
  • 4. The foreign satellites include LAPAN-A3 from Indonesia; Brios from Germany; M3MSat and GHSSat-D from Canada; SkySat Gen 2-1 and 12 Dove satellites from the United States.

Centre to implement One Rank One Pension (OROP) Scheme, issues implementation table

One Rank One Pension (OROP) scheme will be implemented by the Centre beginning next financial year. The Union Government on Wednesday issued the tables for implementation of the One Rank One Pension (OROP) scheme, thereby fulfilling the long-standing demand of the defence personnel after 42 year. Although, a section of veterans is still protesting against the provisions of the pension scheme, Centre seems firm on going ahead with the version rolled out before them in September.

The annual recurring financial implication on account of implementation of OROP at the current rate will be approximately Rs. 7500 crore.

Although, the ex-servicemen had demanded the base date to kept at April 1, 2014, Government has decided to keep it at July 1, 2014. The arrears from July 1 to December 31 will be Rs 10,900 crore. Annual recurring financial implication on account of OROP implementation at pension scale of 2013 would cost a recurring amount of Rs 7,500 crore until the next revision.

The payment of arrears and revision of pension under OROP is to be made by the Pension Disbursing Authorities in four installments, except for family pensioners and pensioners in receipt of gallantry awards who will be paid arrears in one installment.

The amount of pension will be revised once in five years. Ex-servicemen had strongly objected to the clause, calling it ‘Five rank, one pension’. Instead, they had demanded the revision of pension at every one or two years. However, incorporating the populist demand of the army veterans would further increase the burden on the economy.

The total increase in the Defence Budget for pensions is estimated to go up from Rs. 54,000 crore (BE 2015-16) to around Rs. 65,000 crore (proposed BE 2016-17), thereby increasing the Defence Pension outlay by about 20 percent.

The OROP scheme is set to benefit over 18 lakh ex-servicemen and war widows.

Aadhaar card not mandatory for any service - Supreme Court

The Supreme Court on Monday directed the Centre to immediately withdraw the instruction, if any, issued by it for making Aadhaar card mandatory for citizens to avail government services. 

"If there are any instructions that Aadhaar is mandatory, it should be withdrawn immediately" a bench of justices B S Chauhan and J Chelameswar said while staying the order of the Goa bench of the Bombay high court directing sharing of data collected for issuing Aadhaar card to citizens with CBI for solving a rape case.

The bench said biometric or any other data should not be shared with any authorities unless the accused gives consent in writing. 

The probe agency had sought the data base, including biometrics of persons from Goa, so that those could be compared with the ones obtained from the crime scene for the purpose of investigating rape of a minor girl in a school premises in Vasco. 

The apex court had in its September 2013 interim order said Aadhaar card be not (not) made mandatory for people for availing government services and nobody should be deprived of such facilities for want of the card. 

The bench passed the order on a petition filed by the Unique Identification Authority of India (UIDAI) challenging the high court order which asked it to consider sharing biometric data collected from people with CBI in order to help the investigating agency solve a rape case in Vasco. 

The high court had in an February 26 interim order directed the director general, Central Forensic and Scientific Laboratory (CFSL), New Delhi, to appoint an expert to ascertain if its data base has the technological capability for matching the chance fingerprints electronically obtained.

On Wednesday, the Union home ministry set up an expert committee to examine the viability of granting statehood to Bodoland, by holding consultations with all sections of the society.

The committee will be headed by former Union home secretary G K Pillai, who had also served as joint secretary (north-east) in the home ministry earlier in his career. The panel has been asked to submit its report in nine months.

It be recalled that ever since the government announced its decision to create Telangana in October last year, several Bodo outfits had intensified their agitation to press their demand for a separate state for Bodo tribals. The Bodos live mostly in a few districts on the northern bank of the Brahmaputra river in Assam.

Giving voice to the demand in Parliament all these months was Lok Sabha MP from Kokrajhar, S K Bwismuthiary.

The government's decision to set up an expert committee to examine the demand for Bodoland is aimed at pacifying the Bodo tribals hurt at losing out to Telangana, as the country goes into the general elections.

The government had earlier set up an autonomous Bodoland Territorial Council (BTC) in 2003 by signing an accord after years of violent agitations that claimed hundreds of lives.

The BTC area had in 2012 witnessed ethnic clashes between Bodo tribals and immigrant Muslims, apparently triggered by circulation of inflammatory videos showing atrocities on Rohingya Muslims in Myanmar. The violence killed over a 100 people.

The Lok Sabha turned into a battlefield on Thursday with senior MPs scuffling as home minister Sushilkumar Shinde introduced the Telangana bill around noon. The UPA government struggled to table the bill as expelled Congress MP Lagadapati.

Rajagopal heightened the drama by spraying pepper spray in the air after being stopped from rushing to the Speaker's chair.

The pepper spray left several parliamentarians, staff and journalists coughing and teary-eyed. Many MPs tried to rush outside to avoid the smell and chemical effects of the spray. 
TDP MP Venugopal Reddy broke the Speaker’s microphone, while TV reports also claimed he brandished a knife during House proceedings. The lawmaker, however, denied the allegation saying he was merely waving the Speaker's mic.

Marshalls stepped in immediately and tried to get medical help for Rajagopal and others while another MP was rushed to the nearby Ram Manohar Lohia Hospital in an ambulance that had been kept on standby.

As reported by HT earlier, the entire visitor's gallery was cleared and even the Speaker's Gallery was kept vacant. Journalists were allowed in but only after a thorough security check.

Special ambulances, three in number, were brought to the Parliament complex to meet any emergency situation. Prime Minister Manmohan Singh, Congress president Sonia Gandhi and vice-president Rahul Gandhi were absent in Lok Sabha when the government tried to table the bill.

Before the House assembled at noon, several Congress leaders such as P Chidambaram, Jairam Ramesh and Pallam Raju were seen trying to talk to rebel MPs to dissuade them from unruly behaviour.

Meanwhile, normal life came to a grinding halt in Rayalaseema and coastal Andhra regions of Andhra Pradesh due to the shutdown called to protest a possible tabling of Telangana bill in Parliament on Thursday.

Buses of state-owned Andhra Pradesh State Road Transport Corporation (APSRTC) went off the roads in all 13 districts of Seemandhra, as the two regions are collectively called.

Shops, business establishments, petrol bunks and educational institutions remained closed in response to the shutdown call given by Andhra Pradesh Non-Gazetted Officers (APNGOs) Association, which represents the government employees in Seemandhra.

YSR Congress party and Congress and Telugu Desam Party (TDP) leaders in Seemandhra have announced support to the shutdown.

The government employees, who are on strike for last one week opposing the proposed bifurcation of the state, and activists of various parties took to streets since early Thursday. They laid siege to APSRTC depots to stop buses from coming out.

Raising slogans in support of united Andhra Pradesh, the protesters also staged road blockades on national and state highways, affecting the movement of vehicles.

Shutdown hit life in Visakhapatnam, Vijayawada, Guntur, Ongole, Tirupati, Kurnool, Anantapur, Kadapa and other towns in Seemandhra.

The Union cabinet met on Wednesday to clear, once again, the Andhra Pradesh reorganization bill. The cabinet had earlier cleared the bill for introduction in Rajya Sabha. RS entry for the bill would have kept it alive even if it fails to get passed during this session.

The government, however, has rejected the possibility of bringing a constitution amendment bill to create Telangana. Although it conceded that the legislation is a ‘money bill’ that requires introduction only in Lok Sabha, the union law ministry replied to Lok Sabha secretariat to explain why this bill does not require a constitutional amendment. The government now plans to pass the bill through a simple majority.

A government source also added, “Jharkhand, Uttarakhand and Chhattisgarh were created through an ordinary legislation and not by a constitutional amendment bill that requires two-third support in both Houses.”

Home minister Sushilkumar Shinde had recently met President Pranab Mukherjee and vice-president Hamid Ansari to appraise them on the Telangana Bill.

"It is not the first case when a person of certain part of the country has been attacked. There is a need to take stringent action in this case so that an example could be set. This will also act as a deterrent for people not to repeat such an act," Kejriwal told reporters in Delhi after meeting a delegation of Northeast students at his residence.

The students' delegation met Kejriwal at his Tilak Lane residence in the evening, seeking justice for 19-year-old Nido Tania, who had died on Thursday after he was allegedly beaten up by some shopkeepers in Lajpat Nagar following an altercation sparked by their taunts on his hairstyle.

Tania was son of Congress MLA and Parliamentary Secretary in Health and Family Welfare Department Nido Pavitra. "The Delhi Government condemns the incident. A magisterial inquiry was marked by the Delhi government soon after the case came into the light. I have assured them of strict action in the matter based on the outcomes of the inquiry by the Delhi government," he said.

Kejriwal also said that his government would not make an excuse that Delhi police is not under it and he along with the delegation would meet Lt Governor Najeeb Jung and demand action against any policeman found guilty during the inquiry.

"It is the responsibility of the government to provide safety and security to its citizens. We have a political will to take this case with all sincerity. Only saying that action will be taken in the matter is not enough and the government will put pressure on Delhi police to act," Kejriwal said.
He also appealed city residents to be tolerant and set an example for peaceful co-existence and harmony. J T Tagam, former president of Arunachal Pradesh students union, who met Kejriwal, said, "We look forward to the action taken by the government. We will submit a formal memorandum to the Chief Minister tomorrow."

"We also demand appointment of a nodal officer from North East or a person who has experience of working in North East to deal with such incidents," Tagam added.
The Delhi Government had yesterday ordered a magisterial inquiry into how college student Tania died following an assault on him and what was the response of the law enforcing agencies.

They carried placards with slogans including "Hang the culprits," and "Why are we treated like outsiders?"

"This was a racist hate crime," said Albina Subba, an advertising writer originally from the northeast Himalayan town of Darjeeling.

"Our community is often targeted like this. ... We look different, so it's easy for people to see we're not from Delhi."

She added: "We have little faith in the Delhi police, but this time we want them to take action."

A Facebook page titled "Justice for Nido Tania" had received support from more than 19,000 people by early Sunday morning (NZT).

"There is no place for elements trying to spread hatred against people belonging to any particular part of the country," Delhi's Chief Minister Arvind Kejriwal said in a statement.

Several hundred people protested outside a Delhi police station Saturday, shouting demands for justice against what they called a hate crime.

The capital's newly elected chief minister Kejriwal asked that a magistrate investigate the incident as well as the police response.

Police detained two shopkeepers and launched a murder investigation Friday night, after being criticized for doing little following Wednesday's altercation.

"We are questioning several people in the case," said Delhi police spokesman Rajan Bhagat.

Many indigenous people from India's northeast, some ethnically closer to people in Myanmar and China, often say they encounter racism and discrimination in the rest of India.

Lok Sabha MP and Sikkim Democratic Front spokesperson P.D. Rai Saturday condemned the incident, saying the state's people were "horrified" on knowing about Tania's death and its causes as it played out on TV and social media.
"We wholeheartedly condemn this kind of racist slur and violence that happened in the middle of a major market in New Delhi," Rai said in a statement.

Nido Taniam, the son of Arunachal Pradesh Congress legislator Nido Pavitra, was attacked around 2pm on Wednesday after an altercation broke out between him and a shopkeeper over his hair colour.   

The police are yet to arrest anyone in connection with the case. The incident has once again raised concerns over the security of students from the north-east in the Capital.

Micro-blogging site Twitter was abuzz on Friday, with some users suggesting racism played a part in Taniam's death. The mysterious death of 21-year-old Manipur resident Reingamphi Awungshi at Chirag Dilli in May 2013 also featured in the discussions.

Taniam had gone to Lajpat Nagar to visit a friend on Wednesday, Arunachal Pradesh resident commissioner Avinash Mishra said while talking to a TV channel.

Unable to find the address, he entered a shop and sought the shopkeeper's help, Mishra added.

According to JT Tagan, president of the Arunachal Students' Union in the Capital, the shopkeeper and some people present at the shop teased Taniam over the colour of his hair.

Irked, Taniam broke a glass item in the shop, for which he later paid Rs. 7,000, Mishra said.

An altercation broke out and the youth was allegedly beaten up with sticks and iron rods by a group of around seven men. He succumbed to his injuries on Thursday, Tagan said.

Taniam's cousin alleged he saw an injury mark on his neck and his lips were torn. "Taniam's body has been taken to the All India Institute of Medical Sciences. The family has been informed. As they won't be able to come here, we will take the body back home."

Some reports claimed the police had intervened into the matter and detained Taniam, but later dropped him on the same spot.

Reacting to the incident, Aam Aadmi Party leader Dilip Pandey said the Delhi Police should take prompt action and book the accused at the earliest.

Police said they are questioning the shopkeepers in the Lajpat Nagar-I area of south Delhi, where the incident took place.

According to TV reports, students from the north-east are likely to stage a protest in Delhi on Saturday.

Binalakshmi Nepram, founder of non-governmental organisation Manipur Women Gun Survivors Network, accused the police of refusing to register an FIR in the case.

‘The launch was conducted as a culmination to a strategic training exercise. The aim of this exercise was to validate our readiness by undertaking launches in various contingencies’, said an SFC spokesperson.

Describing the trial of the sophisticated missile as a "complete success", Integrated Test Range Director M V K V Prasad said the launch conducted by the specially formed Strategic Forces Command (SFC) met all the parameters. 

The surface-to-surface missile was test fired from a mobile launcher in salvo mode from launch complex-3 of the ITR at Chandipur near here at about 0948 hrs. 

"The missile was randomly chosen from the production stock and the entire launch activities were carried out by SFC and monitored by the scientists of Defence Research and Development Organisation (DRDO) as part of training exercise," sources said. 

"The missile trajectory was tracked by DRDO radars, electro-optical tracking systems and telemetry stations located along the coast of Odisha," they said. 

"The downrange teams onboard the ship deployed near the designated impact point in the Bay of Bengal monitored the terminal events and splashdown," they said. 

Inducted into India's SFC in 2003, Prithvi II, the first missile to be developed by DRDO under India's prestigious IGMDP (Integrated Guided Missile Development Program) is now a proven technology, a defence source said. 

"The launch was part of a regular training exercise of SFC and monitored by DRDO scientists," the source said. 

Such training launches clearly indicate India's operational readiness to meet any eventuality and also establishes the reliability of this deterrent component of India's Strategic arsenal, the source said. 

Prithvi is capable of carrying 500 kg to 1,000 kg of warheads and is thrusted by liquid propulsion twine engines. 

The last user trial of Prithvi-II missile was successfully carried out from the same base on December 3, 2013.

Sunil Chhetri, the Indian national football team captain  was Friday named the 2013 AIFF Player of the Year at the Annual General Meeting (AGM) held at AIFF headquarters, the Football House here.

The announcement was made by AIFF president Praful Patel. Chhetri was chosen the winner after voting by Airtel I-League coaches.

Chhetri will be presented a prize of Rs.2 lakh besides a trophy.

The Indian captain, presently India's highest-ever goal-scorer in international football on 43 goals had earlier won the award twice, in 2007 and then in 2011. In the process he joins IM Vijayan to have won the award thrice each.

Oinam Bembem Devi was adjudged the 2013 AIFF Women's Player of the Year. Bembem Devi was the only recipient of the award the sole time it was announced in 2001.

The 33-year-old Bembem Devi will be presented a prize of Rs.1 lakh and a trophy.

AIFF also declared Jeje Lalpekhlua as the 2013 Emerging Player of the Year. The 22-year striker from Mizoram has already donned the national jersey 43 times scoring 14 goals so far.

All the Awards would be presented in an awards night in February organised by FICCI.

The Parliament street in the national capital of Delhi witnessed a chain of police personnel, around 70 in number to stop Gorkhaland protesters from marching into the Parliament yesterday. They started their march from Jantar Mantar, where a two-day Rashtriya Gorkha Bhela was convened by the Bharatiya Gorkha Parisangh (BGP) on 18th and 19th December to press for the creation of Gorkhaland.

A memorandum had been prepared by Bharatiya Gorkha Parisangh, which they wanted to hand over to the PMO, but was rejected. This did not go well with the gathered protesters. They began to shout slogans and decided not to move from the area unless the PMO accepted their memorandum. Due to the vociferous demand of the Gorkhas at Parliament Street, the PMO sent a vehicle to take a four-member delegation of to the Prime Minister's Office at South Block.

An extract from the memorandum read, ''The government has sidelined the demand for the creation of a state under Article 3 of the Constitution by setting up ineffective and misconceived agencies like the Darjeeling Gorkha Hill Council and the Gorkhaland Territorial Administration , all of which has failed to satisfy the Gorkha people.'' The innocent people of Darjeeling were initially fooled by DGHC and now the Gorkha Territorial Administration (GTA).
Though, the ruling party in Darjeeling, Gorkha Janmukti Morcha has accepted GTA as of now, but Bharatiya Gorkha Parisangh outrightly rejects it. Munish Tamang, General Secretary of BGP said, ''GTA is a roadblock to Gorkhaland. As long as GTA exists, the government will only address the problems of GTA and in due process, Gorkhaland loses its voice.''

The four member BGP delegation presented the memorandum to the PMO, copies of which were also given to the Home Minister Sushil Kumar Shinde and Congress President Sonia Gandhi. It also asked Prime Minister Manmohan Singh to immediately take steps to start the process of creating the state of Gorkhaland.

Jan Awaaz, CPRM, World Gorkha Foundation, Nepali Samaj Samiti, GRNM, JNU Students, Assam Development along with a number of other such social and political organisations participated in the two-day gathering.

Sankalp Lama, National Convenor for Jan Awaaz said, ''Gorkhaland has been and will always be the only aspiration of all Gorkhas residing in India. The struggles and sacrifices have not been made in favour of an agreement/council. This is a long process involving unrelenting resolve and persistence. The leaders have projected 'andolan' like a calendar event of month long feverish protests, only to let down the people and settle for their own interests.''

The memorandum also decried the attitude of the Central government in ignoring the constant demand for a separate state by the Gorkhas of India. It accused the government of political expediency at a time when it had created Telangana for political dividends. People of Darjeeling feel, if Telangana can be formed, why not Gorkhaland?
