दार्जीलिंग थाना इनचार्ज सौम्यजित रोई केशमा राहत को खबर

बिगत दिन मा दार्जीलिंग सदर थाना इनचार्ज सौम्य जित रोईको गोर्खे सन्तान साथै नारी माथि गरेको अभद्र टिप्पणी साथै धम्कि बिरुद्ध GSSS ले Indian Union Cabinet Minister for Women & Child Development श्रीमती मेनुका गान्धीलाई अर्जी चडाएको थियो भने उनले उक्त केशमाथि कारबाहीगर्दै होम मिनिस्ट्रीलाई यसको छानबिन गर्ने साथै उचित कारबाई गर्न निबेदन पठाएकी थिए . आज उक्त केसको फलोअपमा GSSS द्वारा राष्ट्रिय प्रबक्ता अन्जनी शर्मा सहितको टोलिले National Commission for Women का Chairperson श्रीमती रेखा शर्मा लाई भेट गरेर उक्त केशमा यथा शीग्र हस्तछेप गर्दै नारीमाथि भएको यो अत्याचार बिरुद्ध कारबाई गर्ने साथै अझ सम्म जेलमा थुनिएका निर्दोष नारीहरु लाई यथाशिग्र छोडिनु पर्ने मांग राखे।

श्रीमती रेखा शर्मा सित भएको वार्तामा उनले आफु उक्त केश लिएर गम्भीर रहेको अनि अति चाडो नै उनि आफु नै दर्जील्लिंग जाने अनि केशको छानबिन गर्ने बचन दिएभने गोर्खा हरु लाई उनको दार्जीलिंग भ्रमण अवधि उनको साथ् दिने निबेदन पनि गरे। उनको उत्सुकतालाई देखेर अब यो केशले सकारात्मक बाटो पाउने साथै हाम्रो नारीहरु सित न्याई हुने कुरोमा GSSS विश्वस्त छ भने न्याई नपाए सम्म संघर्ष जारी  रहने छ .

मैले तीनपल्ट सोधें गोवामा...

“POET SUBASH RAI SOTANG FROM NEPAL”  भनेर मलाई दुइपल्ट भनिएपछि मैले “AM I FROM NEPAL? “ भनेर तीनपल्ट सोधें गोवामा | साहित्य अकादमीद्वारा पणजीको कला अकादमी सम्मेलन कक्षमा सम्पन्न भएको ‘Symposium On Contemporary North-East Indian Literature and Poet Meet’ कार्यक्रममा म पनि Indian Nepali Poet को रुपमा उपस्थित थिएँ | तर जब कार्यक्रम शुरु भयो तब उपस्थित कविहरूलाई मंचमा बोलाउने क्रममा कार्यक्रमकी उद्घोषिकाले मलाई “Poet  Subash Rai Sotang  from Nepal” भनेर बोलाइन् | त्यतिमात्र होइन फेरि पछि कविता वाचनको निम्ति बोलाउँदा पनि त्यही ठेगाना दोहोराइन् |

आयोजकवर्गले भनेअनुरूपनै आफ्नो सम्पूर्ण ठेगाना लेखिएको बायोडाटा अघिबाटै उपलब्ध गराउँदा – गराउँदै पनि आफुलाई ‘नेपालबाट आएको कवि” भनिँदा चुप लागेर नूनको सोझो बन्नु मलाई मेरो मनले दिएन र नै हामी भारतीय नेपाली कविहरू धरीलाई लाग्ने ‘मेड इन् नेपाल’-को छाप हटाउन तथा आफ्नो असली परिचयबारे उनीहरूलाई अवगत गराउन मैले आफ्नो बोल्ने पालो आएपछि आफू नेपालबाट आएको लेखक नभएर भारतीय नेपाली लेखक भएको कुरा स्पष्ट पार्ने सक्दो कोशिश गरेको थिएँ | जुन कुरा त्यहाँ उपस्थित ‘Times of India’ (TOI)-की रिपोर्टरले गोवा पेजमा अलिक अधमरो रुपमा प्रकाशित गरिछिन् अनि त्यही खबर यता ‘Darjeeling Times’-ले पनि आफ्नो वालमार्फत प्रचारमा ल्याएपछि आफ्नो-आफ्नो बुझाइअनुसार विभिन्न प्रतिक्रियाहरू पनि हुँदैरहेछन् | आफ्नो मोबाइलमा भने आफ्नो स्टाटस मात्र हेर्न सकिने सुविधा हुँदा बाहिर के हुँदैछ समयमा थाहै भएन | आज घर आइपुगेपछि त्यो अपुष्ट खबर र त्यसमाथि भएको बुझाइको बाझोलाई ध्यानमा राख्दै त्यहाँ मैले आपत्ति जनाएको सत्यताबारे स्पष्ट पार्न बसें |

जानेर हो कि अन्जानमा हो उद्घोषिकाले मेरो ठेगाना स्पष्टरुपले ‘नेपाल’ बताए पछि प्रतिक्रियास्वरुप मैले मेरो कुरा मंचबाट यसरी राखेको थिएँ –
“Seeking your prior permission, First of all I would like to clarify regarding my address. (यतिबेलै मसितै मंचमा आसीनहरूमा कसैले ‘Yes Yes address was wrong’ पनि भन्दै थिए, म बोलिरहें)-  It was announced from here that I m from Nepal. Am I from Nepal  ? Am I from Nepal ? Am I from Nepal ?  (यसरी मैले तीनपल्ट सोधें, यसबेला मंचमा आसीनहरूमध्ये केहीले भन्दै थिए – “No, No, No”)

(मैले दोस्रो प्रश्न यसरी दुइपल्ट गरें अनि आवाज पनि सुन्दै थिएँ –“No, No, No.” म बोलिरहें)- Here we are talking about ‘Contemporary North-East Indian Literature’ (दोहोर्याउंदै फेरि भनें)- ‘Indian Literature’ And I have been invited here as an Indian Nepali writer. Then how could you say that I am from Nepal? Of course, I speak Nepali, My own language Is Nepali. But I am a Nepali speaking Indian Citizen, and my country is India. Please don’t make me a Nepali foreigner. (यसबेला मुखैमा आयो हिन्दी, भन्दिएँ हिन्दीमा पनि) – हमे विदेशी मत बनाइए | I am from Darjeeling, which falls in India under West Bengal State. (फेरि हिन्दीमा भनिदिएँ)  “ कृपा करके इंडिया का हिस्ट्री, जोग्राफी, राजनीति मत बिगारिएगा, प्लिज |”

त्यसपछि ती उद्घोषिकाले धेरैचोटि मंचबाटै माफी मागिन् अनि आफ्नो उद्देश्य तेस्तो नभएको बताइन् | वास्तवमा प्रोग्राम लिस्टमा नामको पछि ब्रेकेटमा ‘नेपाली’ लेखिएकोले गर्दा तेसो हुनगएको भन्ने आलटाले जवाब दिनथालिन् | मैले प्रतिक्रियामा भनें – “What people think and speak about us in the market because of their misconception, We don’t care but this is an official programme, So this type of error should not  happen.”

कार्यक्रमपछि पनि तिनले व्यक्तिगत रुपमा भेटेर मलाई स्पष्टिकरण दिने कोशिश गरिन्, क्षमा मागिन् | असम, मणिपुर, बोडो साथीहरूले पनि राम्रो जवाब दिएकोमा धाप मार्दै बधाई दिए | उत्तर-पूर्वी राज्यवासीहरूलाई देशले हेर्ने दृष्टिकोण अझ पनि सही नभएको कुरा गरे तिनीहरूले | त्यसरी नै कविगोष्ठी सत्रका अध्यक्ष तथा सुप्रसिद्ध कोंकोणी लेखक पुंडलिक नायकले त मेरो भनाइलाई आधार गर्दै यो देशमा कतिपय जातिलाई घरी घरी आफूहरू राष्ट्रवादी भएको प्रमाण दिइरहनु पर्ने बिडम्बना रहेको प्रसंगको उल्लेख गरे | उनले देशलाई टेरिटोरी मात्र चाहिएको तर त्यहाँको मानिस नचाहिएको झैँ लाग्छ पनि भने | यस्तो कुरा लिएर पनि उत्तर-पूर्वी क्षेत्रका कलमकारहरूले कलम चलाउनु पर्ने उनले बताए |
“समकालीन नेपाली साहित्य”- माथि वार्ता दिन आएका असम तेजपूरका लेखक ज्ञानबहादुर छेत्रीले पनि खुसी हुँदै मलाई भने –“ फलाम तातिएकै बेलामा प्रहार गर्नुपर्छ, अरुबेला गनगन गरेर हुँदैन | तपाईंले ठिक ठाउँमा ठिक्क बोल्नुभो |” उनले अझै भने –“ त्यो उद्घोषिकालाई त रिसाउनु होइन धन्यवाद पो दिनुपर्छ होला अब, कारण उसैको कारणले त तपाईंले हाम्रो कुरा स्पष्ट संगले राख्ने मौका पाउनुभयो |”
मैले पनि कता कता सम्झिएँ – ‘हो त’|

कुरा यसो भाको थियो | त्यसपछि ती टाइम्स अफ इन्डियाकी रिपोर्टर मलाई खोज्दै आइन् र इन्टरव्यु लिन थालिन् | उनी पनि मलाई सोध्छिन् “तपाईं कहाँ जन्मेको भनेर |” मैले म त के मेरो बाजे-बराजु जम्मै दार्जीलिंगमा नै जन्मेका हुन्” भनेर बताइदिएँ | भनिदिएँ- We are the architect of modern India. But people have misconception regarding us because of Indo-Nepal reciprocal treaty and open border.

हामी जनतालाई भ्रष्टचारमुक्त शाषण दिनेछौँ – विनय तामाङ

करोडपति ठेकादार ‘ब्ल्याक लिस्ट’ मा समावेश

डी.के.वाइबा, कालिमन्युज, कालेबुङ,  23 मार्च। ‘हामी जनतालाई भ्रष्टचारमुक्त शाषण दिनेछौँ’ उक्त कुरा जीटीए बोर्ड अफ् एडमिनिस्ट्रेसनका अध्यक्ष विनय तामाङले भनेका हुन्। यहाँको डा. ग्राह्मस होम्स स्थित दुईवटा विकास कार्यहरूको उद्घाटन कार्यक्रमलाई सम्बोधन गर्दै तामाङले जीटीएलाई भ्रष्टचार मुक्त बनाउने दाबी गरेका हुन्। ‘हामीलाई विकास कार्यमा प्रतिशत खाँदैनौँ, तर जनतालाई गुणस्तरीय कार्य गरेर सुविधा दिनेछौँ’ विनय तामाङले भने। कार्यक्रमलाई सम्बोधन गर्ने क्रममा उनले जनतालाई विकास कार्यको सुविधा दिन अनि विकास कार्यलाई तिव्रता दिनका निम्ति कालेबुङ ईञ्जीनियरिङ विभागलाई फराकिलो पार्दै खण्डस्तरीय ईञ्जिनियरिङ विभाग स्थापना गर्ने जीटीए वोर्डको समिक्षा वैठकमा निर्णय लिएको पनि जानकारी दिएका छन्।

‘जीटीएले खण्डस्तरीय ईञ्जीनियरिङ विभाग गठन गर्नेछ। प्रत्येक खण्डमा विकास कार्यलाई तिव्रता दिन यसो गरिएको हो। यो कार्य आगामी महिनाको पहिलो तारिखदेखि लागु हुनेछ’ तामाङले अझ भने। उनले उक्त खण्ड स्तरीय विभागले प्रत्येक विकास कार्यहरूको साप्ताहिक समिक्षा रिपोर्ट जीटीएलाई पठाउनुपर्ने पनि निर्देश दिएका छन्।

यसक्रममा उनले विकास कार्यलाई तिव्रता दिएर जनतालाई छिटो सुविधा दिनका निम्ति ठेकादारहरूलाई पनि निर्धारित समय सिमाभित्र सबै कार्यहरू समाप्त गर्नुपर्ने निर्देश दिएका छन्। काम नगर्ने ठेकादारहरूलाई आफुहरूले कार्वाही सुरु गरेको भन्दै एकजना करोडपति ठेकादारलाई सही काम नगरेको कारण ‘ब्ल्याक लिस्ट’ मा समावेश गरिएको पनि जानकारी दिएका छन्। उनले डेलोमा सम्पन्न जीटीएको समिक्षा वैठकमा विभिन्न कार्यहरूको समिक्षा भएको जानकारी दिँदै आगामी वर्षहरूमा हुने कार्यहरूको खाका तयारी गर्ने कार्य गरेको पनि जानकारी दिएका छन्।

तामाङले आज डा. ग्राह्मस होम्स परिसरमा निर्माण गरिएको प्राथमिक स्वास्थ्य केन्द्र अनि स्व. मङ्गलसिंह राजपुत स्मृति सामुदायिक भवनको उद्घाटन गरेका छन्। जीटीए अधिनस्थ रहेको स्वास्थ्य एवम् परिवार कल्याण विभागद्वारा मोठ 12 लाख 77 हजार 8 सय 57 रूपियाँको लागतमा प्राथमिक स्वास्थ्य केन्द्रको निर्मण गरिएको छ भने कालेबुङ अभियन्ता विभागद्वारा 1 करोड 60 लाखको लागतमा सामुदायिक भवन निर्माण गरिएको छ।

दुवैवटा विकास कार्यहरूको जीटीए अध्यक्ष विनय तामाङले रिबन काटेर उद्घाटन गरेका हुन्। यसक्रममा उनले अहिलेघरी प्रत्येक दिननै प्रत्येक ठाउँमा जनताको विकास कार्यहरूको सुविधा उपभोग गर्न पाइरहेको दाबी पनि गरेका छन्। उक्त उद्घाटन समारोहमा जीटीए उपाध्यक्ष अनित थापा, कार्यकारी सदस्य सञ्चवीर सुब्बा, मुख्य सचिव सुब्रतो विश्वास, सचिव सी. मुरुगण आदि समेत उपस्थित रहेका थिए।

प्राकृतिक सुन्दरताहरूसँग रमाउन चाहनेहरूका निम्ति मङ्पूको सिम्बेडियम अर्किड पार्क आकर्षणको केन्द्रबिन्दु बनिरहेको छ। विशेष गरेर प्रकृतिको सुन्दर रचना मानिने सुनखरी अर्थात् अर्किड प्रेमीहरूका निम्ति झनै मङ्पूको सिम्बेडियम अर्किड पार्क अत्यन्तै सुन्दर पर्यटन स्थलका रूपमा विकसित बनिरहेको छ। दार्जीलिङ जिल्लाको मङ्पू सिन्कोना बगानमा अर्किडका खेती अहिलेघरी जीटीए अधिनस्थ सिन्कोना निर्देशालयको देखरेखमा खुबै फस्टाइरहेका छन्। जहाँ देश विदेशका पर्याटकहरू समेत अर्किडका सुन्दर फुलहरू हेर्नका निम्ति आउने गरेका छन्।

‘यसवर्ष वितेका वर्षहरूको तुलनामा पर्याटकहरूको कमी भयो। यद्यपी पर्याटकहरू आउँदैछन्’ सिम्बेडियम अर्किड पार्कका प्रभारी सतीश राईले भने। ‘पर्याटकहरू बाहिरबाट आएर यहीँ बस्न रुचाउँछन् तर, यहाँ होम स्टेहरूको भने अभाव छ’ उनले थप भने।

यस सम्बन्धमा सरकारले अझ सिम्बेडियम पार्क नजिकमा यस्ता होम-स्टेहरू निर्माण गरिदिए रामो हुने आशा व्यक्त गरे। विश्वकवि रवीन्द्र नाथको ऐतिहासिक सङ्ग्राहलय पछि ब्रिटिसकालिन सिन्कोना कारखाना घुम्न आउने पर्याटकहरूमा निम्ति मङ्पूमा अहिलेघरी सिम्बेडियम अर्किड पार्क अर्को आकर्षक पर्यटन स्थल बनेको हो। जहाँ हालमा 150 भन्दा अधिक अर्किडका प्रजातिहरूको मनमोहक दृष्यहरूले प्रकृतिको सुन्दर रचनासँग उन्मुक्त वातावरण झुम्ने सौभाग्य प्रदान गर्दछ।

‘यहाँ अहिलेघरी 150 भन्दा धेर प्रजातिका अर्किडहरू छन्। बाहिरबाट घुम्न आएका पर्याटकहरू एकचोटी यहाँ आएपछि छाडेर जानै रूचाउँदैनन्’ सतीश राईले अझ भने।

सन् 2012 मा स्थापित मङ्पू सिम्बेडियम पार्क समुन्द्र तटदेखी औसत 3 हजार 7 सय फिट उँचाईमा अवस्थित रहेको छ। जहाँ अक्टोबर महिनादेखि विभिन्न प्रजातिका अर्किडहरूले मनमोहक फुल खिल्न सुरु गर्छन् भने यो फूल अप्रेल महिनाको अन्त्यसम्म हुने गरेको छ। 1 सय 50 भन्दा अधिक प्रजातिका अर्किडहरू मध्ये अहिलेघरी ग्रीन मेलिजा, क्रिसमस क्लारियोन, भ्याया अभन्ती ‘हारलेक्विन’, किवी मिडनाइट ‘गेजरल्याण्ड’, बुलाई, पिअरिटिई ‘मिल्क टी’, क्यान्डी वाइन, ब्ल्याक फेन, कोरल्टा पार्क, रेड भेम्पायर, गोल्डन गर्ल, रोमियो जुलियट, रिबुलेक्स आदि प्रजातिका रङ्गीन फुलहरूको मोहकताले जो कसैलाई लालयित बनाउने गर्दछ। पहाडी क्षेत्रका जलवायु सिम्बेडियम अर्किड खेतीका निम्ति अनुकुल भएको कारण बेरोजगार युवाहरूले अर्किड खेतीलाई नै व्यवसायिक तरिकाले उपार्जन गरेर जीविका चलाउने प्रशस्तै सम्भावनाहरू पनि मङ्पूको अर्किड खेतिले दिएको छ। विश्व बजारमा अनेकौँ माग रहेको अर्किड खेतीका निम्ति आजका उद्यमी युवाहरूले स्वरोजगारका निम्ति पहल गर्नुपर्ने आजको आवश्यक्ता बनेको छ।

‘बजारमा अर्किडको माग बडीरहेको छ। हामीलाई बाहिरबाट धेरै अर्किडको माग आइरहेको छ। यदि यहाँका बेरोजगार युवाहरूलाई यसलाई व्यवसायिक तरिकाले खेती गर्न सके रोजगारको राम्रो माध्यम बनिनेछ’ सतीश राईले भने। प्रकृतिको मनोरम दृष्यको मोहकताले लोभिउने मानिसहरूलाई जबपनि मङ्पूको सिम्बेडियम पार्कमा पुगेर अर्किडका एकाधिक प्रजातिहरूको सुन्दरता रमाउने अवसर मिल्दछन् उनीहरू बारम्बार फर्केर उक्त सिम्बेडियम पार्कमा पुग्नपर्ने तिर्सना भने जागिरहने कालेबुङबाट घुम्नलाई पुगेका डी.के खालिङले बताए।

‘मङ्पूमा सरस्वती उच्चतर माध्यमिक विधायलमा काम गरेर मङ्पूवासीसँग जोडिने अवसर पाएँका थिएँ। आज यहाँ पुन: घुम्नलाई आउँदा रमाइलो फुलिरहेका अर्किडका फुलहरूले मनलाई आनन्दित बनएको छ’ डी.के खालिङले भने। उनले अर्किडका फुलहरू हेरेपछि पुन: उक्त अर्किड पार्कमा आउने बताउँदै प्रकृतिसँग रमाउन चाहनेहरू एकचोटी मङ्पूको अर्किड पार्कमा घुम्न जानुपर्ने अपिल नै गरे।

गोर्खे छोरी छिरिङ वाइबा बनिन् असमकी मुख्य सचिव

असममा पहिलोपल्ट कुनै गोर्खा राज्यको प्रमुख प्रशासनिक पदमा अधिष्टित भएकी छन्। वर्ष 1982 की भारतीय प्रशासनिक सेवाकी क्याडर छिरिंग वाइबाले असमको मुख्य सचिवको पद सम्हालेकी हुन्। यही महिनादेखि उनले यस्तो गरिमामय पद सम्हालेर असमको गोर्खाका सॅंगै समग्र गोर्खाहरूकै मान गरिमालाई उच्च पारेकी छन्। उनी मूलरूपमा दार्जीलिंग निवासी रहेको बताइएको छ भने उनको विवाह असममा भएको हो। यस भन्दाअघि उनी असम सरकारको विभिन्न पदमा अधिष्टित भएकी थिइन् भने अतिरिक्त मुख्य सचिवको पददेखि उनी मुख्य सचिवको पदमा पुगेकी हुन्। उनलाई अहिले भारतभरिबाटै विभिन्न संघ संस्थाहरूले बधाई दिने क्रम जारी छ भने सामाजिक संजालमा यो समाचार प्रकाशित भएपछि उनलाई चारैतिरबाट बधाई आइरहेको छ। सिक्किमदेखि बाहिर अन्ध्राप्रदेशमा त्रिलोक कुमार देवान मुख्य सचिव बनेर गोर्खाहरूको नामलाई उच्च पारेका थिए भने कुनै गोर्खा महिला यो पदमा पुग्ने उनी पहिलो हुन्। असम गोर्खा सम्मेलन, अखिल असम गोर्खा छात्र संघ र अखिल असम नेपाली साहित्य सभाले पनि वाइबालाई भेट गरि बधाई तथा शुभकामना व्यक्त गरेको छ भने असमका गोर्खाहरूको हितमा थॉंतीमा रहेका विभिन्न मागहरू पनि चडाएको छ। उनको कार्यकाल प्राय: एक वर्ष लामो रहेको थाहा लागेको छ।

PERSPECTIVE: "Bengali is not our language"

On 16th  May,  West  Bengal Chief  Minister  Mamata  Banerjee announced that Bengali will  be made a compulsory subject in all schools across  the state  as  part  of  a  three-language  formula. “Students  have  the  freedom to take  any  language  of  their  choice  as  a  first  language, second or third language. One  of  the  three  languages would have to be Bengali,” she said. 

This  decision,  according  to  the  State  Education Minister Partha Chatterjee, has  been  prompted  following  feedback  that  Bengali  was  not  being  offered  as  an  option  in  many  schools.

Firstly, Bengali is  being  offered  as  an  option  in  most  schools.  In  the state’s  capital  city  of  Kolkata,  South  City  International  School  offers  its  students  foreign  languages  such  as  French  and  Chinese (Mandarin/Cantonese)  among  other  regional  languages  as  the  third  language  to  be  taken  up.  The  students  of  Delhi  Public  School  Ruby  Park  can  choose  between  French  and  German  and  Bengali  just  as  well,  as  their  third  language.  Similarly,  multitudes  of  English  medium  schools  speckled  across  the  capital  provide  their  students  with  such  opportunities  keeping  in  view  the  broader  range  of  avenues  that  such  a  learning  makes  accessible.  So  yes, Bengali IS being offered  as  an  option  in  most  schools  unlike  the  Education  Minister’s  contrasting  belief.

The  fact  is  simply  this:  students  and  parents  alike  opt  for  a  foreign  language  as  the  third  language,  with  regards  to  the  fast  paced  globalization  that  we  are  all witnesses  to,  while  English  as  the  official  language,  being  the  first  language  in  English  medium  schools  and  Hindi,  as  the  national  language,  logically  taking  place  of  the  second  language.

Secondly,  freedom  is  realizing  you  have  a  choice.  The  Chief  Minister’s  perplexing  statement  does  nothing  but  reflect  the  paradox  that  is  the  Indian  administration  and  such  a  mandate  as  has  been  made  only  mocks  the  very  framework  of  the  Constitution  of  India.  In  thinking  that  she  is  bequeathing  freedom,  the  Chief  Minister  is  only  actually  eliminating  it.

Thirdly,  it  is  either  obnoxious  hypocrisy  or  downright  stupidity  on  the  Chief  Minister’s  behalf  that  shines  through  as  she  further  added – “Bengal  respects  all  languages  and  languages  of  all  states.  We  must  respect  every  mother  tongue  and  also  give  every  regional  language  its  importance”.  She  continued  with  her  distorted  idea  of  freedom  when  she  said – “We  believe  in  the  freedom  of  choice”,  and  hence,  thereafter  declared  the  studying  of  Bengali  in  all  schools  throughout  the  State  as  mandatory.

Fourthly,  out  of  an  approximate  1700  English  medium  schools  in  the  State,  a  mere  approximate  number  of  140  such  institutions  exist  in  the  northern  most  part  of  West  Bengal,  in  the  Darjeeling  and  Kalimpong  Districts.  The  demographic  transition  beginning  from  Siliguri  (the  foothills  of  these  Districts)  and  upwards  itself  with  respect  to  the  rest  of  West  Bengal  is  tremendous  for  this  said  transition  stands  out  like  oil  in  water. 

Limiting  myself  to  the  boundaries  of  the  said  subject  that  this  article  wishes  to tackle,  I  shall  unsee  other  agendas  and  diving  right  in,  highlight  the  one  important  fact:  Bengali  is  NOT  the  regional  language  in  the  hills.  The  people  here  read,  speak  and  write  a  variety  of  ethnic  languages  and  dialects  of  which  Bengali is  none  while  Nepali/Gorkhali  is  the  official  as  well  as  primary  language  in  use.  With  an  estimated  3  million  speakers  of  the  language,  Nepali/Gorkhali  was  incorporated  into  the  Eighth  Schedule  as  an  official  language  in  the  year  1992. 

The  students  here  learn  English  as  first  language  and  can  choose  between  Hindi,  Nepali/Gorkhali  and  Bengali  as  second  and  third  languages.  Yes.  Bengali  is  offered  as  an  option  just  as  Hindi  and  Nepali/Gorkhali  are.  And  no.  Foreign  languages  are  not  taught  or  offered  as  an  option  in  the  schools  here. 

Fifthly,  to  a  certain  Mr.  Sanyal,  whose  views  reek  of  linguistic  imperialism,  you  cannot  force  a  Bengali  to  study  Punjabi  and  you  cannot  force  a  Punjabi  to  study  Marathi  and  you  cannot  force  a  Marathi  to  study  Gujarati  and  you  cannot  force  a  Gujarati  to  study  Tamil  and  you  cannot  force  a  Tamil  to  study  Nepali/Gorkhali  and  you  cannot  force  a  Gorkhali  to  study  Bengali. 

Sixthly,  if  this  proposal  were  to  come  to  pass  and  the  students  in  proposed  Gorkhaland  were  to  sacrifice  their  regional  language  of  Nepali/Gorkhali  to  study  Bengali,  two  drastic  things  will  happen.  Two  murders.  One  of  Nepali/Gorkhali  literature,  and  the  other,  of  the  future  of  Gorkhaland.  The  very  foundation  on  which  the  political  legitimacy  of  the  demand  for  Gorkhaland  is  based  will  have  been  swept  away.   

Seventhly,  whether  this  proposal  by  the  West  Bengal  Government  derives  itself  from  political  strategies  or  from  blatant  negligence  of  its  people  or  purely  from  folly,  one  largely  overlooked  sight  becomes  crystal  clear  -  The  requirement  for  a  separate  state.  The  unjust  repercussions  that  the  Darjeeling  and  Kalimpong  Hills  have  to  suffer  first  and  then  tolerate  and  bear,  only  from  the  State  decisions  that  have  nothing  pertaining to  them  are  an  honest  and  straightforward  testimony  to  the  Gorkhaland  movement.  My  name  is  Wangchuk  Bhutia  and  I  am  not  a  Bengali.

Santa Chettri backs Three Language Policy

Former GNLF leader and ex- MLA Mrs Shanta Chettri, who has been nominated as Trinamul Congress candidate for the Rajya Sabha elections, stood by the state government's decision to introduce Bengali language in schools and said that there is no harm in Learning a new language.

Moreover, according to the minister, Arup Biswas, Bengali will be added to the syllabus in schools as an 'optional' subject, which clearly means that only ‘interested' students need to take up the subject.

The Gorkha Jan Mukti Morcha (GJMM), on the other hand, has taken the ‘language issue' in a different perspective, and has been politicizing this matter for no appropriate reason, Mrs Shanta Chettri said.

"GJMM has totally politicalised this topic and created divisions among us. There is no imposition by the government; the gazette notification is not yet out but they have already created fuss about it everywhere," Mrs Chettri said.

As the students reach class V, they are given the liberty to choose any language out of Hindi, Nepali, Sanskrit, Dzhonka, or now Bengali, Mrs Chettri, who visited Kalimpong today to meet party cadres, said. She explained that Bengali was just a matter of third Language and it's up to the students to choose what to study.

After her nomination for the Rajya Sabha, she has been visiting every nook and corner of the Hills to assess the problems of the civilians.

Talking to reporters here, she assured to work for the people with utmost responsibility and said she will keep herself busy for some time by visiting various places so that she can identify people's problems and keep her word in the Raiya Sabha later.

‘The motive of my visit is mainly to meet people who are still hindered from getting their facilities and benefits. In these five years, GTA has received crores of rupees from the Centre and the state government but is still failing to do its job right. Be it in the towns or outskirts, they have not done anywork anywhere' said Mrs Chettri.

First International Nepali Poetry Festival held Successfully

The first ever International Nepali Poetry Festival was held yeaterday at the South Asian  University (SAU), New  Delhi yesterday.  The one-day  festival  was organised by Nepali student community of the university, in collaboration with the university’s  Institute  of South Asian  Studies (ISAS) and book  club. The poetry festival was supported  by  the BP Koirala Foundation under  the  Nepal  Embassy  in New Delhi.

The  programme  began with  Dr.  Kavita  Sharma,  President,  SAU,  welcoming  all guest  and  participants.  She shared her  vision  of  South  Asia and underscored the  importance  of poetic  exchanges  between  countries in  the  region. The  Nepali Ambassador to India, Deep  Kumar Upadhyay applauded the efforts of the organising team for their efforts and encouraged the participants to engage themselves more in such events in future.

The  festival  proceeded  to  explore  poetic  imaginings in Nepal and  India through  a  conversation between Professor Abhi Subedhi, renowned writer  and  critic from  Nepal, with  Shri Ashok  Vajpeyi,  poet and  former  Chairman  of the  Lalit  Kala  Akademi of India. Featured were  panels  on  South-Asiaism - first  on  the  various South  Asian  translations of  Pablo  Neruda’s poems and  later  on  feminist  writings in  various languages  of  South Asia:    Bangla,  Daree,  Hindi,  Urdu, Sinhala,  Tamil,  Telugu  and  Nepali.

The session  was  followed  by  the  discussion  on  Nepali  session  which was  the  major  attraction  of the festival. The  Nepali session  began  with the  discussion  on  ‘Nepali  Poetry  outside  Nepal’ by  the  panelist which included noted  poet  Dr.  Rajendra Bhandari  from  Sikkim,  Daibaki Timilsina  from  Assam, and  Raja Puniani from  Darjeeling. The  second  session of the peotry festival focused on the discussion of various  aspects of Nepali poetry  by Bhupinder Adhikari  from  Dehradhun,  Madan Puskar recipient  Ram  Lal Joshi from  Nepal and  Sukul  Pradhan  from Delhi.

Later on, Vishnu  Gurung  from  All  India Radio,  Dr.  Naba Raj  Lamsal from  Radio  Nepal, and  Jogen Darnal from  Darjeeling  expressed  their  views on  ‘Poetry  in  Media and  Academia’. The  invited panel guests enthralled the audience with their captivating poetries that focused on different issues and themes.

Sarubhkata  Shrestha, the Chancellor of Nepal  Academy  of  Music and  Drama, delivered  the  most  awaited keynote  address  on  ‘Contemporary  issues  on  Nepali  Poetry.’

The twenty young poets who came  from  different  parts  of Nepal  and  India also entertained  the large  gatherings by  their poetry  recitation. Besides, there  were  also  video recitation from  different  parts  of the  world, including China,  USA,  Israel,  and  Norway. The  program  was streamed live through DC-Nepal and was coordinated by Ram N. Shrestha and Krishna Sharma.

No backing out of 3-language norm, says Mamata

The Mamata Banerjee government isn't going to back out on making Bengali compulsory in schools. On Saturday, the chief minister insisted that students with English or Hindi and even Nepali (for Hills students) as first language should have Bengali as a compulsory paper. Banerjee, however, didn't specify from which class the government wants to introduce the three-language policy.

"Those with Hindi or Nepali as first language should continue to do so. But won't they study Bengali as a third language?" the CM said at Nabanna on Saturday, when her government completed one year in her second innings of governance beginning May 2016. Sensing that the proposal may fuel the identity debate in the Hills, she said: "I won't impose anything if children in the Hills do not study Bengali, but won't they learn the language of a place where we stay together?"

The CM's announcement comes three days ahead of her meeting with private school representatives on Wednesday, in which she is likely to broach the issue.
"Bengal respects all languages and languages of all states. Our three-language formula shows how we really do... India is a vast country and the strength of our nation is unity in diversity. We must respect every mother tongue and also give every regional language its importance. We believe in the freedom of choice and the three language formula," Banerjee had posted on Facebook a few days ago.

"Students have the freedom to take any language of their choice as a first, second or third language. If the student choses Bengali, Hindi, English, Urdu, Gurmukhi, Nepali, Alchiki as first language, he/she may opt for two other languages of their choice. One of the three languages has to be Bengali," she added.

Banerjee chose to celebrate her government's anniversary with a massive blood donation programme organised by government employees. "As a humble contribution on the occasion of the Trinamool government's six-year completion, government employees have come forward meet the shortage of blood in blood banks. We have already collected 16,000 units of blood from the police force, who have conducted a blood donation programme, and another 50,000 units of blood will be donated from our government staff very soon. Blood saves life and blood is life. My appeal is not to shed blood by beating up the police, but help to donate blood," the chief minister said, indirectly hinting at the Left's Nabanna march on Monday and the BJP's Lalbazar march on Thursday.

Over 90 policemen were injured in the two marches.
Banerjee ferretted out a long list of statistics to highlight the government's achievements over the last six years, saying the state's GDP had more than doubled in the last six years since the Trinamool assumed power. The CM flagged off 53 air-conditioned ambulances given by MPs to serve people, particularly in rural areas.

SC to hear PIL on bias against Gorkha community

NEW DELHI: The Supreme Court’s decision to introduce sensitization programme in schools to prevent racial stereotyping, prejudices and hatred against certain minority communities such as the Sikhs seems to have opened the floodgates for others to move court against similar victimisation.

The latest to join the bandwagon are the Gorkhas or the Nepalis. A petition airing their grievance against stereotyping of the valiant community as hair-brained, brainless people, who are no good at anything except standing at people’s doorsteps came up for hearing in the top court.

A bench, comprising Chief Justice of India TS Thakur and Justice D Y Chandrachud, directed that this petition mentioned by a law student, also be listed with those filed by the Sikh community against the racial slurs and innuendoes contained in the much-loved Sardar jokes. The court had in that case expressed its inability to crack down en masse on all such jokes but had said that it would try and deal with the problem posed by commercialisation of such jokes on social media.

The court had asked the highest temporal body of the Sikhs, the SGPC, to come up with some sort of sensitization programme, which would work on students and youngsters to eliminate the prejudices inherent in such cultural stereotyping.

“Nepalis or Gorkhas are projected as witless and brainless people who are fit to stand only on others’ doorsteps. Such actions grossly violate the basic right of the Nepalis to live with self-respect and dignity. Racism and stereotyping against the Gorkha community wouldn’t stop without the intervention of the highest court in the nation,” the petition said.

Flipkart's Relentless Racism Never End

The Indian e-commerce company Flipkart which was ridiculed last year for sending a sexist email to female customers has done it again, this time with an offensive advertisement that reinforces the stereotype of Gorkha/Chowkidar. The advertisements designed to promote the recently launched “Flipkart Assured” customer loyalty service had insensitively characterized Gorkhas in the role of security guard.  Though it is true that the advertisements in question were tailored to remove the objectionable content (khukri sign from the Nepali Topi and suitably changed the voices of character) after a court case was filed against the company by Gorkha Youth and Students Association (GYSA) and Hamro Swabhiman trust. But the way Indian company has chosen to put their defense is highly questionable. Responding “In a note to our Gorkha brother and sisters” the company has argued that it has unintentionally hurt the sentiment of Gorkhas and the creation of such character was based on the fact that some of the Gorkhas are employed as the security guard. Here is what they have to say:

 “A security guard is someone we trust with our life, Every day. We trust our security guards to let the right people into our homes. We trust them with our children’s safety when they’re outdoors. We trust them to ensure that we sleep safe every night. The campaign drew from these codes of assurance to drive the key proposition of Flipkart Assured. It is with this intent that the character which the child portrayed was chosen to play the part”.

Now, where it has been written that while charting out a security guard character it has always to be a Gorkha? Also when more acceptable alternatives are present why the creators of commercial chose to reinstall the same stereotype? Perhaps there is no real reason whatsoever (there was never one) except for the fact that people who have made this offensive advertisement could see the humor in this when there is none.  The company would have done better had they not utilized their knowledge about Gorkhas, which is based on narrow and frequently incorrect assumptions picked up from the Indian cinema.

More importantly, the company should not apologise for the fact that Gorkha community was offended by the advertisements- apologies for doing it in first place by acknowledging that such portrayal was unacceptable.

However, Flipkart advertisement is not the first to stereotype Gorkhas as baton- wielding watchmen, look at this other advertisement ‘Nepali Watchmen’ by Carwale.com that came out in 2015. It uses the same set of stereotype – a guard with slanted eyes in his incorrect Hindi saying Kyun dar gaya na Shabzee. Then, who can forget Amir Khan’s popular “Coca-Cola ad” that came in 2003, where the Indian actor pulled off one of the worst stereotypes of Gorkhas ever done in the industry. Clearly, these highly unimaginative ads represent a dull reproduction of approaches which have now become a common feature of Indian advertisement.

In this whole episode what is most ironic is that when Coldplay made a music video ‘Hym for the Weekend’, many in India took to social media and accused the British rock band of reinforcing stereotype; rightly so. For days the narrative of victimhood was played over the various media portals. But in this case, when an Indian company has produced an objectionable advertisement mainstream media has failed to raise any questions, showing no interest in reporting about the issue.

Isn’t portraying Nepali people like this a form of racism and needs to be ridiculed. So much for sensitivity to the centuries of oppression.

Nepali Restricted to Clichéd Occupations
The Nepalese much like any other community makes living in a wide array of professions, but thanks to popular culture their portrayal is restricted to some clichéd occupation such as watchmen, domestic help, Gorkha Army and sex workers. Their presence in other spheres has been never seen and acknowledged.

The Indian cinema is the biggest culprit which has portrayed Nepalese/Gorkhali as either the Khukri- wielding Gorkha soldiers or the Baton- wielding guards. To start with the movie Kasauti (1974), where Pran played the role of dumb- witted Gorkha to Paresh Rawal’s portrayal of a loyal and suspicious guard in Haseena Maan Jayegi (1999) and an ignoramus Chunkey Pandey from Apna Sapna Money Money (2007). In all these movies, mentioned above Indian cinema creates a largely imaginary picture of witless Gorkha, used as a prop to evoke humor. They speak in an unrealistic Hindi accent and there vocabulary to address other people is limited to two words- Memsaab and Sahabzee. Then there are another set of movies like Tango Charlie (2005) and LOC Kargil (2003), where Gorkhas are portrayed as savage, merciless and loyal officers. In fact, in LOC Kargil there is a scene where the commanding officer is giving a speech before the Kargil war and makes a reference to Hitler’s statement about Gorkhas that “I can have the Gurkha troops… I can conquer the entire world.” This personification of Gorkhas as the lethal, loyal and obedient race is a colonial construct and some Nepalese/Gorkhali themselves propagate this gullibly and walk into the trap of colonial stereotypes about the martial recruits.

In this highly restrictive portrayal of Gorkhas in Indian cinema, there are only two narratives- Gorkhas as the loyal guard or brave soldiers that exalt obedience as the highest virtue of Gorkha community. Further, there is a common thread in all these characters that is the presentation of Nepali community stitched around their nationality.  So Nepalese of Nepal and Nepali-speaking people of India are lumped together in one nationality with no clue that there is an identity of Indian Nepalese that is separate from the Nepalese of Nepal.

The mainstream media is not too far behind in installing such stereotypes. To get a perspective, look at some of these stories that appeared in leading Indian dailies. DNA carried a story in 2013 From ‘Bahadur’ to Security Private Limited about a Nepali man who started his career as watchmen but now owns a security agency. Likewise in June 2016, New Indian Express carried a story How Nepalis came to be the world’s security guard. It makes an extremely stereotypic effort to tell you the various reasons why Gorkhas are preferred all over the world for the job of security guard.

The most offensive of all them is the article that appeared on April 2016 in The Hindu with the headline The Gorkha and his Whistle . The writer, who is totally ignorant about the life of a watchman, makes an attempt to understand why that the Gorkha who works as a night watchman in her locality is almost invisible. She writes:

Where does he (Gorkha) live? Does he go into hibernation for the rest of the month? What does he do? Is it the same gurkha who goes to houses at the other end of the city or are there many gurkhas? Do they all live in a secluded colony, far from the disease of modern life and people’s prying eyes, like Matthew Arnold’s Scholar Gypsy ?

The fact is that stereotypes are so internalized that they go well beyond the confines of media, television, and cinema. Not to be surprised if they are officially sanctioned and state-adopted. For instance in 2014 Tamil Nadu state government notifications shamelessly advertised for the post of Gorkha- Watchman. So does the state of Andhra Pradesh which has enlisted various categories for the post of guards such as watchmen, chowkidar, gatekeeper, Night Guard, and Gorkha Watchmen.

But who is to blame when even the Indian Prime Minister portrayed Gorkhas as the loyal security guards of India. This is what he has said in 2014 while campaigning for the party candidate S.S Ahluwalia (currently BJP MP from Darjeeling district) in Siliguri:

 “Gorkha work as security guards across the country, people may not trust the police, but they trust the Gorkhalis, it is not a small job, it is huge respect, when someone can go off to sleep with crores of goods lying around, just because a Gorkhali is guarding it, this is not a small respect, this is huge honour, to be trusted, you have earned this trust, you have earned this respect”..

These limited and unbalanced portrayals of Nepali as a loyal subject is constructed by the people who have little understanding of Nepalese/Gorkhali themselves- and little foresight how such images impact the Nepali-speaking population in India.

Why I Am Not Bothering to Buy Stuffs From Racist Flipkart Anymore

I am not much of a couch potato. So it was only natural that I missed the Flipkart advertisement on the telly few days back. The advertisement was racist claimed a friend who sounded upset and hurt. The Flipkart advertisement featured a kid depicted as achowkidar, wearing thebhadgaule topi with thekhukuri insignia, speaking Hindi in a funny way. But I could not jump the gun without verifying the facts. I looked up online for the ad presuming that the advertisement might have been pulled down after all the furore it created. But lo! It’s still there! The ad shows a boy dressed as a security guard (Gorkha). He asks “ Zootein ley rahe ho Shabzi’ The ad even has subs in English for reasons best known to Flipkart! When I tried to mimic the line, I had great difficulty in getting "zhootein" and "Shabzi:" right. Hats off to the man who did the voice-over. He pronounces those words in such a weird fashion that no Nepali will ever be able to pronounce it that way! And how come I have never come across a Nepali who says Shabzi.

Why is it is kind of taken for granted that Nepalis speak Hindi in a funny way and we look ‘different’. I have grown up watching scenes in our movies where a Nepali man comes running to the gate and says ‘shalaam shaab’. We do not; I repeat we do not speak like that.

I also dislike the way Bollywood projects the khukri like a play thing. For Nepalis, the khukuri is a symbol of our valour and courage. And of course our pride!

But our pride has been hurt over and over again thanks to stereotyping and ignorance. Why do we Nepalis have to be projected only as chowkidars and maids when we have made our presence felt in almost all spheres? From martyrs to fashion designers who dress up powerful people to internationally acclaimed writers to sportspersons who bring laurels for the country, Nepalis have gone beyond guarding your gates. I dare companies to make an advertisement which has faces of successful Nepalis.

And as far as the funny accent is concerned, when I speak in Hindi people can’t tell if I am a Nepali. I am proud that I can speak the national language with ease. We grew up hearing and learning that ours is a country of diversity. Most of us wrote at least one essay on ‘Unity in Diversity’ in school. It is time we embraced the diversity instead of making divisive comments for commercial gains. Irresponsible companies should be answerable for divisive actions, be it Nepali or Bengali or Punjabi. It divides the country subtly but surely and creates hatred and jealousy where none existed.

And trust me; we have some very good lawyers in the Nepali fraternity. So think hard and think twice before you do something irresponsible.

By the way I wanted to place an order for a mouthwash but I am looking for something stronger, something that would wash down this offending taste.

Commemorating the spirit of struggle on 25th Nepali Bhasa Manyata Diwas - Gorkha Students, JNU

It was a new dawn for the Gorkhas of India when their language, Nepali was given a constitutional status on the 20th day of August 1992. This day commemorates the struggle of those visionary and revolutionary Gorkhas who had fought to provide Nepali language in the Eighth Schedule of the Indian Constitution, thereby fulfilling the aspirations of millions of Gorkhas living in different states of India.  Nepali as an official language is spoken in the Indian state of Sikkim, Gorkhaland and it has many speakers in the North-East region of India and Uttarakhand. There are also a lot of Nepali speakers in countries like Bhutan and Burmaand a Nepali speaking diaspora lives in different countries of South Asia, Middle east, Europe, the Americas, Australia and other parts of Asia. Nepali generally falls under the category of Pahari language branched out of the Indo-Aryan language family, thus sharing a commonality with languages of the Himalayan belt. Its history like any other language is rooted deep in time and the story of its struggle is the story of the Gorkhas in India. The recognition of Nepali language in the constitution is not merely a victory but a stepping stone towards the formation a separate state for the Gorkhas of India.

Although Nepali language has been given recognition by the Indian constitution but whether in practice, it has been able to breed properly in the sub-continent is a big question in itself. It is a sad reality that the West Bengal government has always alienated Nepali language by its power of hegemony and linguistic imposition on the people of the Gorkhaland. Such linguistic imposition is exercised by many clever bureaucratic and cultural tactics which includes forcing the people of Gorkhaland to learn a language(Bengali) which has always been alien to them, denying skilled jobs to Nepali speakers in government offices, changing names of places (roads, streets etc ) that were once in Nepali and introducing the Bengali script to write Nepali .Such is the atrocity meted out to people where Nepali language is an official language. In places where it is not, conditions are even more worse where the majoritarian attitude even denies to recognize the importance of Nepali language or its speakers in their hegemonic paradigm. When many other indigenous language has its healthy space to breed and grow, Nepali language in India is in the verge of endangerment. Even in the most progressive campus of Jawaharlal Nehru University which claims to protect the rights of the history and culture of the oppressed, there is no centre for the learning of Nepali language. The question should be raised as Why a language which is spoken by millions of people in India still do not have a place in JNU or many other big universities in India? It is an irony that a scheduled language in the Indian constitution is facing an act of discrimination and isolation. We have always known that India is a diverse country with many cultures interacting together in peace but such peace seems to exist in fairy tales in school textbooks. In practice it is a majoritarian communal attitude which is spreading its obnoxious tentacles to succumb the rights of the minorities and other oppressed communities. This linguistic and racial discrimination that the Gorkhas face is not a new event. This community has been ignored for centuries and has been recognized only as pawns in battlefields and yet the eyes of the so called progressive forces that fight for all never care to give a look at our plight. Thus, a separate state for the Gorkhas becomes obvious and inevitable in order to protect and preserve the rights of the community by its people so that they do not fell prey to any majoritarian attacks in the future.

Gorkha Students, JNU salutes all revolutionaries who had struggled for their cultural and linguistic identity in the past and whoever are doing so in the present. We demand that the rights of the oppressed communities and nationalities be ensured thereby bringing an end to the majoritarian tyranny in any form anywhere. Please join in large numbers for a public meeting on the history and struggle of the constitutional recognition of Nepali language in India.

Mamata Banerjee disrespected Bhanu Bhakta Acharya - Bimal Gurung

DARJEELING 14 Jul 2016 Gorkha Janmukti Morcha president Bimal Gurung today accused chief minister Mamata Banerjee of disrespecting Nepali poet Bhanu Bhakta Acharya - who is epitomised by the Nepali community for his contribution in uniting the Gorkhas - by announcing the formation of new community development boards during Wednesday’s programme to mark the bard’s 202nd birth anniversary.

Gurung made public his displeasure during the annual general meeting of the Darjeeling Tea Association where President Pranab Mukherjee and West Bengal Governor Keshari Nath Tripathi were present as special invitees.

The GJM president, who attended the DTA AGM in the capacity of Gorkhaland Territorial Administration chief executive, said the chief minister had acted in contrary to what Bhanu Bhakta had aspired for. “Not a single person from our community was allowed to speak in yesterday’s programme to mark the birth anniversary of the  great poet and this has hurt me deeply. I too was not called upon to speak although I was present as a special guest,” Gurung said while thanking the DTA for giving him an opportunity today. “It is sad that the chief minister chose to announce the formation of new boards and create division during a programme honouring Bhanu Bhakta Acharya. I received hundreds of calls from people saying this was not right,” he lamented.

Gurung started his speech in Hindi but changed to Nepali when he made the allegation at the chief minister even as state tourism minister Gautam Deb listened on. “On Wednesday morning, we met the CM to create a cordial atmosphere. But we did not have any inkling that she would announce boards for the Kami, Damai and Sarki communities. Had I known about it, I would have left the programme half way,” the GJM president said.

Gurung said that on Wednesday, the chief minister was requested to declare July 13, the birth day of Bhanu Bhakta, and Buddha Purnima, state holidays, which was turned down.

Looking towards President Mukherjee, the GTA chief executive interpreted the announcement of development boards as interference by the state government on the autonomy of the council and requested his intervention. “The GTA and its chief executive have the assent of the President of the country. We too want the council to function. But such interference belittles the importance of the council body and under such circumstances, I request the President and also the Governor to take this issue seriously and intervene, or else scrap the GTA for good,” Gurung said.

President Mukherjee reiterated his appreciation at the chief minister’s effort to assimilate the various ethnical and cultural groups of the region under the GTA for their development. “The chief minister is making a serious effort to resolve the problems of the tribal and cultural groups. That is why the GTA Act was passed and the authority created to be in charge of the administration and take responsibility of development. I wish them all success,” he said.

Talking to reporters afterwards, Gurung said he was not against development boards, which actually should have been kept under the GTA, but claimed they were benefiting only a few people. “The development boards are not helping the masses but only a section of select people. There is rampant corruption,” he alleged.

When asked about the proposed bipartite meeting with the state government as announced on Wednesday, the GJM chief said, “We will definitely attend the bipartite meet when called and place all these issues including the demand for transfer of departments and absorption of volunteer teachers.”

In the evening, a seven-member GJM delegation led by party general secretary Roshan Giri called on the President at Raj Bhawan and submitted a memorandum of demands. “We placed several issues relating to the GTA before the President. We also told him  that either the GTA be handed full powers or a separate state be given,” he claimed after coming out from Raj Bhawan.

Meanwhile, the Gorkha Janmukti Yuwa Morcha, the youth wing of the GJM, has termed the chief minister’s announcement during the Bhanu Jayanti programme as humiliation of the Gorkha community. “The chief minister is humiliating and suppressing the people of the hills. If this continues, we will be forced to show black flags to her in protest,” warned Amrit Yonzon, GJYM spokesperson.
