State asks Voluntary teachers GTA to pass the School Service Commission for regularization

Darjeeling, June 19: The state's education department has informed that regularisation of voluntary teachers in the GTA area cannot be entertained unless they pass the School Service Commission (SSC) examination.

There are more than 500 voluntary teachers at 120-odd secondary schools in the Darjeeling hills. The SSC (hills), which essentially is to cover the present GTA area, has been defunct since 2003 and that is why schools had to appoint voluntary teachers.

The Janmukti Insecure Secondary Teachers' Organisation (JISTO), which is affiliated to the Gorkha Janmukti Morcha, has been demanding the regularization of the voluntary teachers' jobs.

A letter dated May 20, 2016, and bearing memo number: 669-SE(S)/4A-18/15 (Pt -1) written by "joint secretary" of the school education department (secondary branch) on the issue of "regularization of volunteer teachers under GTA" clearly states that "on the subject stated above the undersigned is directed to say that regularization /absorption/ appointment of volunteer teachers in GTA cannot be entertained until they secure their candidature through the West Bengal School Service Commission".

The letter has been sent to the commissioner, home and hill affairs department.

The school education department, quoting a Supreme Court order, said no appointment could be regularised without a proper selection process.

The education department has asked the home and hill affairs department to advise them on the matter.

The letter was today shown to the media by Roshan Giri, executive GTA Sabha member in charge of education.

"In the hills, the SSC has been defunct since 2003, long before the GTA came into existence, and we demand that the state government come up with a one-time solution," said Giri.

Amit Gurung, co-ordinator, JISTO, blamed the GTA for failing to solve the impasse and its members have threatened to dissolve the body if there is no fruitful outcome within 20 days.

"The GTA has the power to recruit Group B, C and D employees. If the state government is not allowing it to exercise its functions, what is stopping it from approaching court?" Gurung asked today.

"If there is no fruitful outcome on our demand within 20 days, we will dissolve JISTO, close schools and start a Calcutta chalo abhiyan," said Gurung.

Vidhyarthi Morcha Extends Support to Agitating Teachers as Protest Enters Day 10

The Gorkha Janmukti Vidhyarthi Morcha, the students’ wing of the Gorkha Janmukti Morcha, today threatened to close schools across the hills in support of the demand for regularisation being made by 515 voluntary teachers. Voluntary teachers of 52 high schools and 71 higher secondary schools in the hills, under the aegis of Janmukti Insecure Secondary Teachers’ Organisation (JISTO), have presently started a pen-down demanding regularisation. This has brought to a halt ongoing academic sessions in the schools raising apprehensions that the agitation could disrupt the annual examinations due from November-end.

The students’ wing fears that the protest by the voluntary teachers could hamper the studies of the students including their preparations for the annual exams. “Because of the agitation most schools have not completed their syllabus while the annual exams are just round the corner. This will affect the students and there is also a possibility of them losing a year. We cannot allow this to happen,” said Sandeep Chhetri, the GJVM spokesperson. To pressurise the local administration and the state government, the GJVM also said it could close down schools if the issue was not settled immediately. “We could even call a strike of the schools if the matter is not resolved at the earliest. But for the time being we will wait and watch what actions the state government and the local administration take,” Chhetri maintained.

The voluntary teachers in some cases have been teaching since the past 20 years in return for sums as paltry as Rs1,500 as remuneration. In many schools such teachers outnumber their permanent peers, leading to fear among the headmasters that holding examinations would be difficult. Asoke Newar, the headmaster of Bagrakote Higher Secondary School in Gorubathan, said his school had more voluntary teachers than permanent ones. “We have a student strength of 1,600. There are 19 permanent teachers but voluntary teachers number 27. In Classes XI and XII, we just have a single permanent teacher and three voluntary teachers for Political Science, Economics and Geography. Under such circumstances, if the majority of the teachers do not report to work, it will be difficult to hold the annual examinations,” he said.

Meanwhile, the People’s Forum, a non-political organisation based in Kalimpong, has also extended support to the agitating teachers and has demanded the Gorkhaland Territorial Administration to intervene to diffuse the situation. “The teachers’ demand is justified as they have been providing service for over two decades now. They get paid very less for their services and the future of many is in jeopardy. The teachers’ grievances must be addressed, soon,” said Pravin Gurung, secretary of the forum. Voluntary teachers are appointed by a managing committee of the schools as the School Service Commission (SSC) that was formed separately for the hills has remained defunct since 2003.The so-called voluntary teachers' pay depends on the availability of funds with a school's managing committee.

Roshan Giri, the executive GTA Sabha member in charge of education, said the issue would be taken up with the state government in a bipartite meeting on November 9 in Kolkata. The agitating teachers admitted that their protest would affect the students, but expressed helplessness due to the seriousness of the issue and the matter being of genuine concern.

Hill SSC Candidates Get Admit Card 5 Days After Exams

It was a shocker for candidates in Kurseong who were supposed to appear in the Staff Selection Commission (SSC) exams for various posts under various categories.

The examinees received their admit cards from the post office today, a full five days after the examination they were supposed to write was ‘successfully’ completed.

While these candidates have received the admit cards that are of no use now, there are other candidates for the SSC’s Combined Higher Secondary Level Examination-2014 who are yet to see what their admit cards look like.

Jeenu Khati, a resident of a tea estate near Kurseong, said several of her friends had also applied for the examination.

“This thing is really unfortunate,” she said, adding that she had applied for the post of a Lower Division Clerk under the SSC.

Another aspiring candidate, Radhika Prasad, who said she was utterly surprised to get the admit card today, has written a complaint letter to the Postmaster of the Kurseong Post Office.

“I got the admit card today, but to my horror, the exam was already over on 2 November,” she said. When asked, Kurseong Postmaster Manoj Kumar Das said they received the admit cards only today and dispatched them immediately.

“Our post-persons had notified us that they have received admit cards for the 2 and 9 November examinations, but since it is the duty of their office to dispatch the articles, they distributed both the letters immediately,” he said. Officials of the Gorkhaland Territorial Administration (GTA) protested and condemned the incident. GTA Education Department chief, Roshan Giri, said they will protest such negligence with the authorities concerned.
