Senior Communist Party of Revolutionary Marxist (CPRM) leader and former Member of Parliament RB Rai has come out strongly against the proposed implementation of Bengali as a compulsory languages to be taught in schools.

Speaking to the press Mr RB Rai who was one of the leading figures in the struggle for the recognition of Nepali as one of the National languages of India under the VIIIth schedule of the Indian Constitution, said "the third language should remain optional and shouldn't be made compulsory and shouldn't be forcefully implemented... Optional means the right to choose, there was talk about having a third language in schools earlier too and Hindi along with other languages were given as a choice for the third language... today they want to remove Hindi and make Bengali language mandatory... we will not accept this... no one can impose the language people don't want to learn and we oppose any such move in strongest terms."

Mr. Rai also said, "this issue should not be given a political colour, and people from various backgrounds such as Literature, Education and Society should give leadership to the movement opposing any such move... and if it is done at a political level, then a collective leadership must be formed to steer the language related protests."

SS Ahluwalia's appointment as minister of state - opinions and reactions

DARJEELING 5 Jul 2016 Darjeeling MP Surendra Singh Ahluwalia’s promotion as a minister of state and induction into the Union cabinet - the first instance for a Member of Parliament from Darjeeling since Independence - has brought mixed reactions from political parties of the hills.

The Gorkha Janmukti Morcha welcomed Ahluwalia’s induction, saying it reflected the respect and sense of inclusiveness the BJP-led government has accorded to the people living in Darjeeling and the Dooars region. In a press statement, GJM president Bimal Gurung congratulated the Darjeeling MP and extended his gratitude to Prime Minister Narendra Modi.

“With Ahluwalia joining the Union Cabinet, not only Darjeeling but the entire region of north Bengal will find representation at the highest policy making body of the country, and he will now be able to push for transformation of this region for the better. This also shows Modiji’s commitment towards the people of Darjeeling and we look forward to the day when all our long pending demands will be fulfilled,” Gurung said, without specifying his party’s statehood demand.

Over the years,the Darjeeling hills did have representation in both the lower and upper Houses of Parliament, mostly from the hill units of national parties such as the Congress and the CPM. This is the first time that a Darjeeling MP has been appointed as a minister of state and inducted into the Union Cabinet.

The All India Gorkha League (AIGL) and the Gorkha National Liberation Front (GNLF) too welcomed the development but were cautious with their words. “It is a good gesture for the hills and hope it will benefit us. As for the statehood demand, only time will say what impetus Ahluwalia will bring,” said Pratap Khati, the AIGL general secretary.

NB Chhetri, central committee member of the GNLF, said, “Ahluwalia’s induction into the Union Cabinet will benefit the hills. But it will depend on what portfolio the BJP leader is given.”

The newly formed Jan Andolan Party (JAP) led by Harka Bahadur Chhetri and the Communist Party of Revolutionary Marxist (CPRM) were critical in their observation, saying Ahluwalia’s appointment was aimed at the election in Punjab where the BJP wants to give a face. “The sole agenda of the BJP government in making

Ahluwalia a minister of state is to give a Sikh minister as this will help the party in the Punjab election. It is also a strategy to help the GJM garner votes in the next Lok Sabha election as in the recent state Assembly election, the Morcha’s vote share decreased drastically,” said the JAP chief, adding Ahluwalia’s new role would only be a hindrance to the statehood demand.

CPRM spokesperson Govind Chhetri said, “As MP, Ahluwalia has failed to deliver. And we don’t see anything better happening for the hills with him as a minister of state.” The hill Trinamool Congress said it would only comment after the BJP leader was given a portfolio.

GJM & JAP both demands Inclusion of Dooars in Kalimpong district

Darjeeling, June 7: The Gorkha Janmukti Morcha and the Jana Andolan Party, two principal parties in the hills, have suggested the incorporation of additional areas from the Dooars in the proposed Kalimpong district.

The proposals were made at an all-party meeting convened by Darjeeling district magistrate Anurag Srivastava here today to seek feedback on the creation of Kalimpong district and Mirik subdivision. Sipchu, Toribari, Bagracote Pathorjhora, Ellenbari,Chilauna and Samsing - the Dooars areas the Morcha wanted to be in the Kalimpong district - are part of some of the 398 mouzas the party had demanded to be brought under the GTA's jurisdiction.

Roshan Giri, the general secretary of the Morcha, said: "We support the creation of Kalimpong district, a demand we had first raised. We want areas like Sipchu, Toribari, Bagracote Pathorjhora, Ellenbari,Chilauna and Samsing (which are presently in Jalpaiguri district) to be incorporated in the new district. These areas are contiguous to the present Kalimpong subdivision."

Giri said the Morcha wanted three subdivisions and seven blocks in the new district, and three blocks in Mirik subdivision.

Anmole Prasad, a member of the JAP's bureau, said the party had made a written submission on various aspects of the formation of the Kalimpong district. The JAP also wants parts of the Jalpaiguri district to be included in the new district.

"We want the boundaries of the new district to be redrawn so that its two sides have highways and a compact zone is created," said Prasad.

The JAP basically wants areas lying north of NH31 in Jalpaiguri district to be the southern boundary of the Kalimpong district and areas like Kalijhora, Lohapul, Suntalay and Rambi, which are along NH10 and in the Kurseong subdivision, to be the western border.

The JAP wants Kalimpong district to have three subdivisions and 10 blocks. The party demanded at the meeting that four blocks be created to make up the new Mirik subdivision.

"We also seek the formation of a committee comprising stakeholders, NGOs, experts and citizens to monitor and assist the formation of the district and the subdivision. Future meetings should be held at respective locations (Kalimpong and Mirik) to enable detailed discussions and new administrative townships should be created there to de-congest the area," said Prasad.

Representatives of parties like the GNLF, ABGL, CPRM and the Trinamul Congress also attended the meeting.

Srivastava said the parties had been asked to submit the suggestions in writing by tomorrow evening.

"An all-party meeting is usually called before the start of the process to create a new district. We have asked political parties to submit their suggestions in writing by tomorrow evening so that we can go through them and then prepare a report based on administrative feasibility. The report will be submitted to the government as early as possible," said Srivastava.

Akhil Bharatiya Gorkha League (ABGL) withdrew support to TMC

Darjeeling 5 Apr 2016 The Akhil Bharatiya Gorkha League today withdrew its support to the two Trinamool candidates from Kurseong and Darjeeling asserting the party would first hold an internal meeting and decide on the matter in the near future. However, the party has not changed its decision of supporting Jan Andolan Party candidate Harka Bahadur Chhetri in Kalimpong.

Today’s statement is in sharp contrast to what transpired on Monday when a hill TMC delegation led by Darjeeling candidate Sarada Subba and general secretary NB Khawas met ABGL president Bharati Tamang. Tamang had announced before the media that the ABGL would support the TMC as the party wanted a change in the political establishment in the hills.

Speaking today at a press conference at the ABGL party office, Tamang said, “What I said yesterday regarding support to the TMC was entirely my personal decision and I believe this was misunderstood by the media. The final take on who the ABGL will support in Kurseong and Darjeeling will be decided only after we hold a party meeting either on April 8 or 9.”

ABGL sources said Tamang may have been forced to retract her statement following pressure from senior party leaders as some of them are in favour of extending support to the candidates fielded by the Communist Party of Revolutionary Marxist (CPRM).

Asked for his comment, hill TMC general secretary NB Khawas said, “We met the ABGL president in her house yesterday seeking her party’s support for our candidates from Kurseong and Darjeeling and she was positive in her response. As for the sudden change in her stand, we would not like to say anything as it is for the ABGL to decide on the matter.”

CPRM announced Assembly election candidates from three hill constituencies

Darjeeling 20 Mar 2016 The Communist Party of Revolutionary Marxist today announced the names of its candidates from the three hill constituencies for the Assembly election. The CPRM, which was formed in 1996 by disgruntled CPM leaders of the Darjeeling hills, has never contested Assembly elections. The party had earlier short listed two names from each hill constituency.

CPRM president RB Rai, the former Rajya and Lok Sabha MP from Darjeeling, announced the candidates’ names after a meeting of the party’s central committee. CPRM spokesperson Govind Chhetri will contest from Darjeeling, Arun Ghatani, general secretary of the Democratic Revolutionary Youth Front (DRYF), will stand from Kurseong, while CPRM central committee member Kishore Pradhan has been fielded from Kalimpong. Until now, the CPRM had not fielded its own candidates for the state Assembly and Lok Sabha elections, partnering with or supporting candidates of other parties including that of the Gorkha Janmukti Morcha.

While announcing the names, the CPRM president said, “Our primary agenda is a Gorkhaland state as also development and parcha-patta (land rights) of tea garden workers. However, it appears that none of the political parties have taken up this agenda in earnest, which is why we have decided to field our own candidates.”

When asked whether the party had kept the option open for an alliance despite fielding its own candidates, Rai said, “Any alliance will depend on the other parties accepting our agenda, otherwise we will go on our own.”

The CPRM came into being after most CPM leaders of the hills dissociated themselves from the parent body saying it was against the statehood demand. The party has continued to give priority to the statehood demand since then.

“The issue of our identity is of primary concern. We may or may not achieve a separate state, but we will continue to work towards achieving it under all circumstances,” Rai said.

On whether there was any plan for an alliance with the Democratic Front – the conglomeration of four political parties including the CPRM - Rai said it was an altogether separate matter. “The Front was formed with the twin objectives of a speedy trial of the Madan Tamang murder case and restoration of democracy in the hills. The issue of elections was not discussed even though some Front leaders had wanted to field consensual candidates,” he said.

The Gorkha National Liberation Front (GNLF), the All India Gorkha League (AIGL), and the Darjeeling Sikkim Ekikaran Manch (DSEM) - the other three constituents of the DF - are yet to announce their decision on the upcoming Assembly election.

2016 Elections Darjeeling hills - discussing the possibilities

2016 ELECTIONS: PERMUTATIONS AND COMBINATIONS – DISCUSSING THE POSSIBILITIES

The Chinese have a saying, “may you live in interesting times”... it is both a blessing and a curse. Interesting times could mean, a time of widespread success or even a time of utter chaos. As far as Darjeeling is concerned, it almost feels like someone or the other wished us “interesting times.”

Elections are here folks, and Darjeeling as usual is simmering with tension under the surface. There is a curiosity about the newly formed Jan Andolan Party, and old guards of GNLF are reviving their loyalty towards “Hariyo Jhanda.”CPRM and AIGL have remained in the sidelines as the drama unfolds; Congress and CPI(M) have been more or less silent too. GJM in the meanwhile is trying to hold on to the people, and even though they have made new friends in the Terai and Dooars, some old comrades are leaving them and siding with TMC.

Since we haven’t had Panchayat elections, the only reference point we have to evaluate the political possibilities in the three hill constituencies are the data from 2014 MP elections. Much has changed on the grounds since then, however, this is the only data point we have to compare and contrast some political possibilities in the coming days.

In 2014 elections, GJM supported BJP candidate Shri. SS Ahluwalia garnered a total of 289,017 votes, where as the entire opposition had garnered 161,714 votes (including the NOTA). It is interesting to note that None of the Above (NOTA) had garnered more votes than candidates from CPI(M), Congress and Gorkha Rastriya Congress. Dr. Mahendra P Lama was then supported by CPRM, DDUDF, BGP and AIGL; and Mr. Bhaihung Bhutia of TMC was supported by GNLF.

All said and done, GJM had garnered 55% more votes than the entire opposition combined.

This means that for the opposition parties to win in the hill region, they need to come together and after that, try and get at least 60% votes swing in their favour. Despite all their flaws, GJM base is holding strong and even if there is a swing, a massive 60% swing against them is highly unlikely, at least in the upcoming elections. Also the entire Hill opposition coming together to contest elections are exceedingly improbable.

This thus, opens up a wide range of possibilities for collaborations amongst the various political entities in our hills.

THOSE ASPIRING FOR GORKHALAND
Amongst the political parties championing the cause of Gorkhaland are GJM, GNLF and CPRM. Their methods and how they aspire to achieve it are markedly different though. CPRM doesn’t believe in interim set ups like GTA, and if it was up to them, they would rather dissolve GTA and continue the struggle for Gorkhaland statehood outright. GNLF on the other hand is currently seeking Schedule VI status for the GTA region, with the eventual aim of attaining Gorkhaland.

Meanwhile GJM is running the GTA and to be honest their situation is like the classic Nepali proverb – “Khayis ta hasiya, abo hagera hyer.” For them GTA is something they cannot afford to give up for the fear of Bengal running it through various proxies, and at the same time, they have not been able to run GTA the way it was expected to function.

Indeed there are multiple reasons for improper functioning of GTA, the primary factor being the non-transfer of funds, departments and powers by the Bengal government. Add to that the haphazard and often arbitrary functioning of the party bosses, and a system of nepotism and corruption has made GTA an almost non-functional administrative body, without any real powers. This has resulted in gross disenchantment amongst the general public against the usefulness of GTA, and thus their growing anger towards GJM.

However, currently GJM still continues to strive for Gorkhaland state and that is perhaps what is keeping their base from deserting them en masse.

GJM have betrayed Gorkhaland statehood cause - CPRM

On the occasion of its 19th foundation day, the Communist Party of Revolutionary Marxist, considered the second largest party in the Darjeeling hills, denounced the ruling GorkhaJanmuktiMorcha for betraying the statehood cause. The CPRM is a shoot-off of the CPM, separated over ideological differences, and was formed as a new party in 1996. Since its formation, it has been advocating for a separate state of Gorkhaland as opposed to the CPM. CPRM spokesperson GovindChhetri lambasted the BimalGurung-ledGJM for compromising the more than a century old statehood demand, and compared the ruling party with the Gorkha National Liberation Front.

“We had high hopes that the GJM would work towards achieving a separate state after the GNLF settled for a compromise and accepted a council. However, going by the GJM’s antics, it has become clear that they too have betrayed our cause for fringe benefits. We had even come together on a common forum to struggle for Gorkhaland some years ago, but that failed to yield any positive results because of the GJM’s attitude,” Chhetri alleged.

The GJM, during the height of the second round of statehood agitation in 2013, had asked all political parties of the hills rooting for a separate state to come on a common platform – the Gorkhaland Joint Action Committee (GJAC). However, differences cropped up within a short span of time, forcing the parties to take to their own paths. “The GJM, like the GNLF, has shown that they are also not sincere when it comes to the statehood demand. They (GJM) have taken a step back by accepting the Gorkhaland Territorial Administration, which is a hurdle to the statehood demand,” Chhetri said. Though an off-shoot of the CPM, the CPRM has always advocated for the creation of a separate Gorkha state, reasoning it was imperative that the Gorkhas’ identity issue be settled first. “We are treated like outsiders even though there is a rich history of Gorkhas sacrificing their lives for the country. We are yet to get our just dues from both the state and central governments. Our party will continue to struggle and work for Gorkhaland even in the most adverse of conditions,” said ShekharChhetri, of the DRYF, the youth wing of the party.

CPRM leaders were united in finding fault with the CPM for the split, alleging that Kolkata was never serious or had any sincerity towards the hills or its people.

Bimal Gurung distributed Cash During Padyatra - CPRM

The CPRM today alleged that Bimal Gurung was distributing money to people during his ongoing padayatra and urged the government to investigate his source of funds.

The Communist Party of Revolutionary Marxists launched a broadside against the Gorkha Janmukti Morcha president at a public meeting organised to mark its 19th foundation day.

"Wherever Bimal Gurung is going, he is distributing cash. Where is this money coming from? The Bengal government and agencies like the income tax department and vigilance must be proactive and look into this issue," Govind Chhetri, the spokesman for the CPRM, told the gathering at Chowk Bazar here.

The CPRM alleged that Gurung was distributing cash to tea garden workers and the common people during his padayatra. The march, which was started by Gurung on October 2, on Gandhi Jayanti, was suspended yesterday as he left for Delhi to take part in a three-day dharna on Gorkhaland starting from December 17. The procession will resume when Gurung returns to the hills. Sources in the Morcha couldn't say when the GTA chief executive would be back in the hills.

"He (Gurung) started his statehood movement on Gandhian principles (non-violence and democracy) but now we realise that his objective is the Gandhis on the note (currency)," Chhetri said, implying that the Morcha leader was after the Indian currency, which bears the image of Mahatma Gandhi.

"There has been no development in the hills. There has been no development in the region. The only guys who have developed are the leaders (of the Morcha)," said Chhetri.

"The padayatra was started on the lines of Mahatma Gandhi's agitation path but while the Father of the Nation used to stay wherever possible, this padayatra is turning out to be a big picnic with the leader staying at rest houses and guest houses."

The Morcha denied the charges raised by the CPRM.

Jyoti Kumar Rai, the assistant general secretary of the Morcha, said: "Gurung is not distributing money anywhere. He is helping some people on medical grounds through the GTA. He is distributing cheques to poor people to construct houses through Hamro Ghar Yojana of the GTA. That is all."

The CPRM also attacked the administration for registering cases against hill opposition leaders for taking out a rally from Gorkha Dukha Niwarak Sammelan Hall to Chowrasta where ABGL leader Bharati Tamang was to sit for a hunger strike demanding justice in the case related to the murder of her husband.

"Look at the way the administration behaved against us. We were seeking justice but cases were slapped on us. The convoys of leaders throw public life out of gear when they move along the highway but no cases are slapped on them. Even the police officers present at the venue behaved very rudely with Bharati Tamang asking her to hold her hunger strike at her home," said Chhetri.

"It is just a matter of time before the killers of Madan Tamang are brought to book," said Chhetri.

Bharati had sat on the hunger strike on June 14 under the banner of the Democratic Front, a conglomeration of ABGL, GNLF, CPRM and Sikkim-Darjeeling Ekikaran Manch. The Front leaders were charged with blocking road on the day they took out the march from Gorkha Dukha Niwarak Sammelan Hall.

Democratic Front holds first public meeting in‪ Darjeeling‬

The Democratic Front, a conglomeration of four political parties formed for restoration of democracy in the hills, held its first public meeting today in Darjeeling over various issues plaguing the region and lambasted the Gorkha Janmukti Morcha and state government for turning a blind eye to those issues. The front picked out issues like the deteriorating law and order, undemocratic ways of the GJM and its insincerity towards the statehood demand including the apathy being shown by the state government in solving the Madan Tamang murder case.

The front’s members constitute the All India Gorkha League (AIGL), the Communist Party of Revolutionary Marxist (CPRM), the Gorkha National Liberation Front (GNLF) and the Sikkim Darjeeling Ekikaran Manch (SDEM). Pratap Khati, the AIGL general secretary and the DF convener, alleged the GJM of being involved in corruption and anti-national activities and demanded a probe. “From where is the GJM getting funds to run the party? Bimal Gurung is not a millionaire and does not have any known source of income. The central government should start a probe in this regard,” he said. Khati also pointed to the mysterious disappearance of Sanjay Thulung, the GJM central leader and Sabhasad accused of being involved in the Assam arms haul case earlier this year. “As per police investigations, Thulung is involved in anti-national activities. GJM leaders frequently visit the Northeast, which is the hub of insurgents. Although the GJM refutes this, but nothing happens without Gurung’s directives,” alleged the AIGL general secretary.

The DF convener also raked up the Madan Tamang murder issue saying the state government should initiate a judicial commission to investigate and get to the bottom of the case. “He (Tamang) was the only voice of democracy in the hills and he sacrificed his life to uphold it. However, nothing has been done by the state government to provide justice to the slain leader’s family. We demand the case be handled by a Special Investigation Team,” he said.

Tamang, who was the AIGL president, was hacked to death on May 21, 2010 in broad daylight in Darjeeling while overseeing preparations for the party’s public meeting. Investigating agencies have named several GJM leaders and activists in their charge sheet. Some of the leaders thus named have filed for bail for which the next hearing is scheduled on November 17. Govind Chhetri, spokesperson for the CPRM. alleged that the GJM and the BJP had betrayed the statehood demand. “We elected Jaswant Singh and SS Ahluwalia of the BJP as MPs but they have not worked for the statehood demand. The GJM president has embarked on a padyatra for Gorkhaland but it is only eyewash, to confuse the people,” he said.

Biren Lama of the GNLF, on the other hand, advocated for bringing the hills under the ambit of the Sixth Schedule, which he said would solve all existing problems. “We want the hills to be brought under the Sixth Schedule. And this is why the GJM’s demand for tribal status for various communities of the hills now has started,” he said. The front, however, did not announce its future political programmes saying it would do so after a meeting of its senior leaders in the days to come.

Kalimpong MLA Harka Bahadur Chhetri today said he would campaign for the creation of Kalimpong district as he had "phenomenal support" from the people of the hills and political parties.

Before leaving for Calcutta today, Chhetri told The Telegraph that political parties had asked him to co-ordinate the campaign and once he returned to the hills, he would "formalise things".

"I have been asked informally by political parties and other organisations to co-ordinate the campaign for Kalimpong district. I have been receiving phenomenal support from the people. People are very excited. I will be going to Calcutta today to discuss the development with the state government and I hope to meet some ministers (there). After returning, probably on Thursday, I will formalise things (the campaign)," he said.

Over the past few days, Chhetri has received support from anti-Gorkha Janmukti Morcha hill organisations like the ABGL, CPRM and Gorkhaland Rajya Nirman Morcha (GRNM).

He said if Kalimpong district were to be formed ever, it would happen only under chief minister Mamata Banerjee. "One has to work for it. I strongly feel that if it happens, if it becomes a reality, it is only possible under Mamata. The kind of leadership that she has, she can do it and nobody else."

Today, Chhetri also said he was willing to join hands with anyone who wanted to work for Kalimpong's benefit. "I don't see any loss in taking help from anyone if it benefits the people of Kalimpong. That is what every right thinking politician should aspire for."

The leader who had resigned from the Morcha recently said: "There is too much sentimental politics in the hills, right from the beginning. It is only about sentiments and emotions, no rational and reasonable issue has come up as a popular demand. Sentiments have been exploited (by parties) over centuries."

Without naming anyone, he added: "I want people to become more reasonable and demand from leaders things that are tangible. We are not even being able to manage the municipality properly. It is because of the quality of leadership that we have."

ABGL vice-president Pratap Khati said today: "Yes, we are for the creation of Kalimpong district. I suggest that a steering committee comprising all political parties, civil society leaders and NGOs under Dr Chhteri be formed and the matter be taken forward."

Khati added that ABGL leaders met in Darjeeling today and discussed the demand to create Kurseong, and Siliguri-Mirik districts along with Kalimpong. "We will write to the chief minister about it."

An observer said the Morcha was now trying to play catch-up with Chhetri on the issue.

"Chhetri brought the issue to the limelight by cleverly linking it to the perceived dominating attitude of the largely Darjeeling-based Morcha leadership towards Kalimpong. The Morcha will now find it difficult to take the wind out of Chhetri's sails," said the observer.

Darjeeling is a small place, but it’s a place full of intrigue – “syanu tara bisalu thau” as we say in Nepali; and what happened this past week, is indicative of the “bishalu” nature of our people. Perhaps it is this “bishalu” nature of the people living here, which has prevented us and continues to prevent us from achieving our one and only goal – Gorkhaland.

Right from the demand for “Gorkhastan” by the communists, to the demands of “Gorkhaland” by GNLF and GJM, we have always managed to find detractors within our own selves. Be it the CPIM [now CPRM] during 1986, to TMC supporters currently, the most vocal critics of Gorkhaland have always been a section or the other of the hill people.

While the world sings paeans about “Gorkha loyalty,” it is surprising, shocking and disheartening to note that the Gorkhas themselves have never been loyal to each other.

As is made apparent in the way three MLAs elected from our hills resigned: Mr. Trilok Dewan resigned from both the post and the party, Dr. Rohit Sharma resigned from the post and remained with the party, while Dr. Harka Bahadur Chettri retained the post and resigned from the party. There were four possible options and our MLAs did not disappoint us, they chose three out of the four and showed the world how very divided the Gorkhalis actually are.

However, behind this division lies the story of loyalty, defiance, and treachery.

LOYALTY 
Loyalty is a rare virtue, and even though the word “loyalty” is very often used in politics, it is seldom understood, or given the due respect it deserves. When it comes to “loyalty” it can be seen from four angles, 1) Loyalty to the people 2) Loyalty to the cause 3) Loyalty to the party and 4) Loyalty to self.

When it comes to the politicians in Darjeeling, more often than not, loyalty has more or less remained confined to the last two – loyalty to self and the political party one is associated with, or hopes to associate with.

As far as the cause – Gorkhaland is concerned, there are those who overtly support the demand, but once out of the public eyes, they do not care for it one way or the other. The three Darjeeling MLAs who resigned recently from either the party or the post, till date did not make a single statement in the Bengal legislative assembly in favour of Gorkhaland. All three of them were happy being MLAs and the CAUSE did not matter to them.

Almost all our politicians have deceived, lied, cheated and made a fool of the people, so it is safe to state that their loyalty towards people is zero. However, amongst the three, as far as we are aware, Dr. Rohit Sharma has done the most for the people.

He raised the issue of non-inclusion of Nepali in WBCS mains in the assembly, he raised the issue of forming SSB in the hills, and he has helped over 100 critically ill patients with finding resources for their treatment and payment of medical bills. Even though he is an MLA from Kurseong, we are witness to him helping Jyotika (from Darjeeling) and getting Rs 1 Lakh sanctioned for her treatment, when Darjeeling MLA Mr. Trilok Dewan was nowhere to be found. We are also witness to Dr. Sharma extending help to those from Darjeeling who needed help in Delhi. He has bought ambulances for his constituents and assisted them when the landslides struck. As recently as August of 2015, Dr. Sharma and GTA tourism Secretary Mr. Sonam Bhutia helped the hill students from Darjeeling who are currently studying at Jadavpur University and provided them the Gorkha Bhawan hall for a token fee of Rs 500, while the same hall had demanded Rs 20000 for 8 hours use last year [Details: http://on.fb.me/1V8Th0i].

So as far as I am concerned, I definitely rate Dr. Rohit Sharma higher in terms of loyalty towards the people. Perhaps he could have done more, but he did the most amongst the three.

DEFIANCE 
There is a certain charm in being a rebel. It takes guts and also a great deal of courage to try and swim against the current. However, it helps to be a rebel for a cause, and sadly the two MLAs who have dared to show their defiance against what they term as “diktat” chose their MLA SEATS as the CAUSE worth defying for, instead of Gorkhaland.

I respect the fact that both Dr. Harka Bahadur Chettri and Mr. Trilok Dewan have resigned from GJM in defiance of the “party diktat.” After resigning both have highlighted how “suffocating the atmosphere was in GJM,” both have stated how “GJM would not listen to them,” both have stated how “their voices were never heard.”

However, I have a question for both these gentlemen – Sir, why were you guys silent all this while? What stopped you from speaking out against this “diktat” and “suffocating environment” earlier?

In Darjeeling, every thinking and educated person detests GJM, and even GJM supporters are aware of that fact, so why did you guys not get out of the “suffocating” environment and inform the people? Why did you wait for till when you were asked to resign, to voice your dissent?

Mr. Trilok Dewan does get the benefit of doubt. Perhaps it was a late bout of conscience hitting him or a case of his ego repeatedly being bruised, whatever his reasons were, his resignation from both the party and the post absolves him of any selfishness on his part.

Before resigning from his Legislative assembly post Dr. Rohit Sharma entered the hall with a “We Want Gorkhaland” t-shirt, and shouted slogans for Gorkhaland and freedom of self-administration inside the assembly, and then he resigned.

While GJM supporters see bravery in his action and site it as an act of defiance against the tyrannical Bengal government, I see political gimmick. Though it is easy to respect the fact that he dared to raise his voice for Gorkhaland inside Bengal assembly, I wish he had done so on the 1st day of every legislative session, instead of on his last day.

So when it comes to defiance, even though I would rate Mr. Trilok Dewan higher than Dr. Rohit Sharma – sadly both their actions are passionately ineffective. However, Dr. Harka Bahadur is a class apart; his defiance is much driven by his self-interest above all, which leads us to the third category.

TREACHERY 
I have always felt that our politicians have so much to learn from the Bengali politicians. Their fierce loyalty to each other when it comes to defending a “collective cause” is unparalleled and something that we should all want to emulate the most.

Till date, I haven’t seen or heard a single main stream Bengali politician rushing in to support the formation of Gorkhaland state. Bengali social leaders, academics, fringe politicians and common people have supported separate state for the Gorkhas, but till today no main-stream Bengali politician has supported the Gorkhaland statehood.

In contrast, look at us, we are divided amongst ourselves so much that we not only have a plethora of demands, but we also have treacherous individuals amongst our midst who would not give two hoot to decrying the demand for Gorkhaland, if the payment is right.

From demanding 6th Scheduled (GNLF), to demanding Sikkim merger (GRC), to demanding Union Territory (Hill Congress), to demanding Autonomous Administration (CPIM), to demanding Development boards (selected communities), to demanding Development (Hill TMC), to demanding Separate district for Kalimpong (Dr. Harka), to demanding Gorkhaland (GJM, CPRM etc). Almost every single political party has their own personal cause that they are championing and trying to impose on the people.

We are hardly 15 lakhs here in Darjeeling, Terai and Dooars region, and yet look at the causes that have divided us. While all the Bengali politicians speak with one voice – “NO” – against Gorkhaland, we keep on sending multiple messages. Perhaps even the center is confused and tired of our shenanigans.

So the greatest form of treachery being committed on our people is perpetuated by our politicians, who are ably supported by us.

However, let us look at our three MLAs and see who has been more treacherous. Dr. Rohit Sharma has remained loyal to his party, which right now represents the majority in Darjeeling, so he can be called treacherous, only if we are willing to blame his entire party of treachery towards the people. GJM as a whole has undoubtedly failed the people of Darjeeling, so Dr. Sharma is definitely guilty by association. But as an individual he has remained loyal to the party and the hill cause.

Mr. Trilok Dewan who yesterday said that only “drivers” and “contractors” were running the GJM, also said, “What Gorkha society benefited over the constant conflict with Bengal government? Was it beneficial for our region to have agitations in regular basis? Does not it affect common people? GTA is raised in good times and only in difficulties the issue of Gorkhaland is voiced.” He is absolutely correct, and he is the prime example of how people voice “Gorkhaland” whenever they are put in a difficult spot.

Till Date, Mr. Trilok Dewan has not uttered a single word on Gorkhaland in any of the Bengal legislative meetings. Till date, he did not raise the concern of the talks only being confined to the GTA and not exactly Gorkhaland. But after resigning, he has plenty to talk about on what went wrong. Isn’t it a bit hypocritical of him to use Gorkhaland after he was put in spot and not before that?

However, I am hopeful that his revelation will shake things up in Darjeeling, and will help in ushering in a new era of fairness and openness in how politics is conducted in Darjeeling. We are hopeful that Mr. Dewan will release the murky details of GJM politics and help in cleansing our hills of the politics of lies, deceit and hypocrisy.

In terms of treachery, however the undisputed winner is Dr. Harka Bahadur. Despite all his claims to innocence, Dr. Harka has time and again supported Mamata and her actions. He has released anti-Gorkhaland statements and sought favours with TMC. Thus it comes as no surprise that today Dr. Harka Bahadur is running from one Bengali TV channel to another vilifying GJM, GTA and even Gorkhaland.

Responding to the question on Development Boards, Dr. Harka said, “the Boards are doing much better job than the GTA… so why complain?” Perhaps it’s true (facts suggest otherwise), but it is also indicative of the fact that he supports the formation of such Jat-based boards which majority of us hill folks see as the 1st wedge placed by Bengal for dividing and ruling over the hill people.

Today he claims to champion the cause of the people of Kalimpong, but we all remember him missing from action when landslide struck Kalimpong [details: http://on.fb.me/1L4mgDi]. In fact, Lingsheka region in Kalimpong is still cut off from the rest of Darjeeling – so here is the question, where is the love Mr. MLA? If you were really concerned about the people of Kalimpong, wouldn’t you have made that a priority?

Dr. Harka says he will fight for making Kalimpong a district, well that is a worthy cause indeed. However as one of our colleagues from Kalimpong Mr. Dk Waiba writes, “फेसबुकभरी कालेबुङलाई जिल्ला बनाउनुपर्छ भन्ने कुराको चर्चा छ। चर्चाका केन्द्रविन्दुमा छन् गोजमुमो पार्टीको राजीनामा दिनुपर्ने फरमानलाई विरोध गरेर पार्टीबाटै राजीनामा दिने विधायक डा. हर्कबहादुर छेत्री। कालेबुङलाई जिल्ला बनाउनु अति राम्रो कुरा हो। प्रशासनिक सुविधाको निम्ति अलग जिल्ला बनिनु पर्छ। यसको समर्थक म पनि हुँ। घोषणा नै गरिदिएँ। तर यहाँ यत्तिखेर मलाई के लागिरहेको छ भने यसपल्ट कालेबुङलाई जिल्ला बनाउने पहल हुने हो होइन त्यसभन्दा अघि सिलगडी जिल्ला बनिएर दार्जीलिङ जिल्लाबाट सधैँको निम्ति चुँढिएर जाने सम्भावना भने मैले देखेको छु। हामी हल्ला धेर गर्छौँ तलकाहरू काम धेर गर्छन अनि चुपचाप काम गर्नेहरूले कालेबुङ जिल्ला बनिन अघिनै सिलगडी जिल्ला बनाएर लैजादा हामी हिस्रिकै पर्छौँ अनि त्यतिबेला फेरि एकचोटी नेतालाई सराप्छौँ। प्रशासनिक सुविधाको निम्ति कालेबुङ मात्रै किन जिल्ला बनाउनु ? खर्साङलाई पनि अलग्गै जिल्ला बनाऊँ... कि कसो ? तीनवटै महकुमा जिल्लामा परिणत भएपछि सबै महकुमाका जनतालाई सुविधा हुने होइन र ? जहाँ खण्डहरूको संख्या बड्ने छ, पञ्चायतको संख्या बढ्ने छ। तब सबै ठाउँका जनताले प्रशासनकि सुविधा पाउन सजिलो हुनेछ”।

Dr. Harka is one of the key proponents of GJM as well as GTA. Never once in the past has he voiced his opinion against either, however, today he is busy pointing out all the flaws in GTA, he is also busy decrying GJM. Today he sees virtue in Jat-specific Development boards, and virtue in the benevolence of Bengal and Mamata. It is said that a council will soon be formed which will control all the development boards, and Dr. Harka will supposedly head that council. Perhaps that is what inspired him to rebel, and not really the Kalimpong cause.

Francis Bacon once said, “the zeal which begins with hypocrisy must conclude in treachery; at first it deceives, at last it betrays”

It is easy to see who the hypocrite is, as his betrayal is evident for the world to witness today.

Following the Chief Minister Mamata Banerjee’s program in Kalimpong in associated with Lepcha and other tribal groups of the hills, GJMM has initiated two days Gorkha National Symposium, specifically making its clear stand on the Tribal status for 10 hills communities.

Meanwhile, oppositions of the hills have reacted on the 2 days seminar being held at Gorkha Rangamancha Bhavan (Bhanu Bhawan) in Darjeeling. Pratap Khati, general secretary of ABGL, severely commented as such programs are window- dressing by GJMM in the eyes of people. GJMM was never honest on the issues of the hills. If they are really honest, such program would have held in Delhi not in Darjeeling. The issue is related to Central government, therefore, the program should have included Tribal minister, central ministers and expertise on the issues.

The issue we have already raised in 2005, now GJMM is following our path, alleged Mr. MJ Subba, GNLF Darjeeling branch convener.

CPRM spokesperson Mr. Govind Chettri said, in relation to Tribal status for 10 communities of the hills, there is confusion whether tribal status for Gorkha community or in the region where Gorkhas residing in majority. It is also important to specify clearly that the tribal status is only for Darjeeling hills or all India as a whole. There is a constitutional provision for Tribal status set by the Central government. Meanwhile, to include all these 10 Gorkhas communities in Schedule Tribe status, amendment of constitution is required, which is depends on the Will of Government. Constitutionally it is difficult and complex issue. If it is successful, it is positive for all but it will not solve the main issue of Gorkhas.

Chettri also alleged that the GJMM is not sincere on the Gorkhaland issue, GJMM is diverting from its main issue, while Gorkha community is being divided by the so called tribal development boards.

Surrender notice to Democratic Front leaders

Ten Democratic Front leaders hill leaders opposed to the Gorkha Janmukti Morcha, including Bharati Tamang, have been served police notices to surrender in a case of blocking a national highway, which they will appeal in high court.

The notice, which was issued on June 28, refers to a June 14 incident when Bharati and other leaders of the Democratic Front, a conglomeration of four hill outfits, started a march from the Gorkha Dukha Niwarak Sammelan Hall down NH55 to Chowrasta where the widow of Madan Tamang sat on a hunger strike.

Bharati was demanding the arrest of 23 Morcha supporters and top leaders, including Bimal Gurung, in the case of her husband's murder.

The CBI has chargesheeted the 23 after investigating the 2010 murder. The police notice sought their surrender within seven days of receiving the order. According to sources, different leaders got the order on different days.

At a meeting today, the Front said it had decided to file a writ petition in Calcutta High Court, challenging Darjeeling police's notice.

Darjeeling police on their own registered a case against 10 Front leaders for unlawful assembly, wrongfully restraining a person, obstructing a public servant from discharging his duty, which are bailable. They have also been charged under Section 8 (B) of the National Highway Act, which is non-bailable.

Apart from ABGL chief Bharati, the notice was sent to party leaders Pratap Khati and Laxman Pradhan, Democratic Front convenor Shankar Hang Subba, CPRM president and former Darjeeling MP R.B. Rai, spokesman for the CPRM Govind Chhetri, and GNLF president Mann Ghisingh. Three other GNLF leaders, Manikamal Chhetri, Biren Lama and Pravin Zimba, were also served the notices.

The Democratic Front is conglomeration of the ABGL, CPRM, GNLF and the Sikkim-Darjeeling Ekikaran Manch.

The decision to challenge the notice was taken at a meeting of Front leaders held in the ABGL office here today.

After the meeting, Subba said: "The voice of the people is being snatched but we will take this as a challenge. We will go to Calcutta High Court this week against the police's decision to slap cases on us."

Khati alleged that a police officer misbehaved with Bharati.

He said the Front would mention this in the plea.

The Democratic Front, an alliance of five anti-Gorkha Janmukti Morcha parties, yesterday demanded the arrest of Bimal Gurung in the Madan Tamang murder case and requested the governor to ask the state to "use its wisdom" regarding providing security and a red beacon to the GTA chief executive.

A seven-member delegation of the front led by convenor Pratap Khati met governor Keshari Nath Tripathi at the Raj Bhavan here this morning.

According to Khati, they told the governor that the CBI should not wait for the court's order. "Why should Bimal Gurung be treated differently? Because he is the chief of the GTA? He should be treated as any other murder accused as his name figures in the chargesheet. He should be arrested immediately and the CBI should not wait for the court's direction. There is a possibility of him influencing witnesses," Khati said . "We want the state to use its wisdom on the issue of providing security cover and a vehicle fitted with a red beacon to Bimal Gurung."

Tamang's wife Bharati was also part of the delegation.

Gurung, who has been named in the CBI chargesheet as an accused in the Madan Tamang murder case, enjoys a rank equivalent to a cabinet minister. He is entitled to a police convoy and allowed to have a red beacon on his official car.

The CID and the CBI have named 54 people in their chargesheets. Of them, 23 were named in the CBI chargesheet in Calcutta on Friday. The list included almost all the top rung leaders of the Morcha.

Khati, the general secretary of the Akhil Bharatiya Gorkha League of which Madan Tamang was the chief said: "We fear that few of the witnesses might have been bought over."

On Monday, the city sessions court of Calcutta had directed the CBI not to proceed against any of the accused. The investigating officer has been asked to appear on June 6.

The Raj Bhavan has not issued any statement regarding today's meeting.

Tamang was hacked to death in Darjeeling on May 21, 2010.

Today, the Democratic Front, which was formed yesterday by the ABGL, GNLF, CPRM, CPM and Sikkim-Darjeeling Ekikaran Manch, submitted a memorandum to the governor regarding the matter.

"The murderers, starting with the top echelon of the Gorkha Janmukti Morcha, have now been identified and arraigned by the investigation that culminated with the submission of the supplementary chargesheet by the CBI to the concerned court. However, we regret to note that the state has permitted them to roam around with impunity after their indictment and even today, we are yet to see a single warrant issued for their arrest," the memorandum reads.

Khati said after the meeting: "The governor gave us a patient hearing and said the memorandum would be forwarded to the home ministry."

The front also demanded that the Morcha should not be allowed to hold public meetings and rallies, "until the disposal of the trial for the murder" as it feared that the leadership would issue threats in public.

Democratic Front in Darjeeling formed, support CBI probe in Madan Tamang case

In early 2000, the All India Gorkha League(AIGL), the Communist Party Revolutionary Marxist(CPRM) and a few other parties in the hills of  Darjeeling had come together to form under the leadership of Madan Tamang the People’s Democratic Front(PDF) against the highhandedness of the Gorkha National Liberation Front (GNLF).

The PDF did not last long, but the wheels have turned full circle and again, with the Gorkha Janmukti Morcha(GJM) cornered in the wake of the CBI filing its final charge-sheet against top GJM leaders in the Madan Tamang murder case, five opposition parties in the hills have been quick to react and form a Democratic Front(DF) with the sole aim of restoration of democracy in the hills.

The constituents of DF are Madan Tamang’s own party All India Gorkha League (AIGL), Communist Party of Revolutionary Marxist (CPRM), Gorkha National Liberation Front (GNLF), CPM and the Sikkim Darjeeling Ekikaran Manch (SDEM).

AIGL general secretary Pratap Khati who was appointed convener of the newly formed outfit on Tuesday after a meeting said: “After Madan Tamang’s murder and looking at the current political situation of the hills, we felt the need to retrospect on ways to move ahead. Keeping this in mind, our priority unanimously is restoration of democracy. Therefore we formed the Front, today”.
Elaborating on the issue in hand, CPRM president R.B.Rai said time was right to form such an organization that would work towards bringing back democracy in the Hills. “The AIGL leader was murdered five years ago. But things are hotting up now with the CBI charge -sheet against GJM leaders. Democracy does not imply only to the AIGL but has implications for others too,” he explained.

On the question of forming a platform only for restoring democracy and not other political agenda, the CPRM leader said, “There are various demands of different political entities of the Hills. However, what is the use of other things, when something as basic as democracy is
missing”. Rai appealed to people to extend support to the newly formed Front. “At present politics in the hills is not free and fair and there is an underlying fear among people about their security. People should come out and support our endeavour,” he said.

The Front has not yet chalked out its strategies but said they would first start by meeting Bengal Governor Kesharinath Tripathi, who is presently in Darjeeling, putting up posters in the Hill town propagating their demand and even writing to both the state government and the Centre. “We will meet the Governor and apprise him about our objective of forming the Front and also about the CBI charge-sheet. There is sufficient evidence against the GJM leaders in our leader’s murder,” Khati said.

Mani Kamal Chhetri, the GNLF Darjeeling branch secretary said his party decided to join hand to strongly support the CBI initiatives.

The Front had also invited the Trinamool Congress, BJP and the Congress but their representatives did not attend Tuesday’s meeting.

Darjeeling district Trinamool president  Rajen Mukhia, when asked to confirm the invitation said his party would not join the Front but only extend moral support. “We will not join but extend moral support. As for the CBI charge sheet against the GJM leaders, we feel that if
proved guilty they should be arrested,” he said.

Later in the day GJM assistant secretary Binay Tamang issued a statement to counter the Democratic Front. “If the Front had been formed for a separate Gorkhaland state then we would have welcomed it. It is only a gimmick of the various inactive political parties for its survival in the Hills,” reads Tamang’s statement.

On the democracy claim, the GJM assistant reminded the Front that their member parties had failed to take a stand during the 22 years of GNLF misrule and anarchy when, unlike in the present situation, the voices of dissent had been curtailed.

Darjeeling: The Gorkha Janmukti Morcha (GJM) will hold a public meeting here on June 7 where party leaders are expected to talk about the implication of almost the entire top rung of its leadership in the Madan Tamang murder case by the CBI on Friday.

Morcha chief Bimal Gurung and 22 others have been charged with murder, criminal conspiracy and rioting.

Today, Morcha rival CPRM held a public meeting at Chowk Bazar here where the party leaders said they wanted the "guilty to be punished".

According to sources, the Morcha, which has appealed for peace in the hills and said it was ready for challenges, has sent Darjeeling MLA Trilok Dewan, Kurseong MLA Rohit Sharma, Darjeeling civic chief Amar Singh Rai and Kurseong civic chief Samirdeep Blone to Delhi to consult legal experts regarding the case. Elected GTA Sabha member Tilak Chand Roka has been sent to Calcutta for a similar purpose, sources said. None of them were named in the chargesheet.

Morcha assistant secretary Binay Tamang, whose name figures in the CBI chargesheet, said: "The party will organise a massive public meeting at Darjeeling Motor Stand on June 7. Our supporters from the 20 frontal organisations of the party will attend the meeting along with our party workers from the Terai and Dooars." Asked about the agenda of the meeting, he said: "You will come to know on that day."

He added: "Law will take its own course. We believe that all those who have been chargesheeted are innocent. We have full faith in the judiciary and we only want the investigation to be fair. This situation has come when we are very close to achieving Gorkhaland. Nevertheless, we are ready to face this challenge."

So far, 54 Morcha activists, including eight women, have been named in the CID and CBI chargesheets.

Babita Ganguly and Sona Sherpa were named in the CID chargesheet of 2010, in which total 30 people were named. Friday's chargesheet named Bimal Gurung's wife Asha Gurung, who is an elected GTA Sabha member, Urmila Rumba, another GTA sabha member and a former lecturer of a Darjeeling college, Sushma Rai, Darjeeling municipality councillor and Morcha activists Sandhya Gurung, Mamta Rai and Kavita Dahal.

Madan Tamang, the chief of the Akhil Bharatiya Gorkha League, was hacked to death in Darjeeling on May 21, 2010, while overseeing preparations of a meeting. When he was assassinated, the ABGL, the most vocal critic of the Morcha in the hills, had alleged that Gurung's party was compromising on the statehood demand.

Soon after the murder, one of the key accused, Nickol Tamang, escaped from CID custody in Pintail Village near Siliguri on August 22, 2010. Next year, the Calcutta High Court transferred the case to the CBI. In its supplementary chargesheet, the CBI added the name of elected GTA Sabha member Dipen Mallay.

Of the 31 named in the CBI and CID chargesheets, Dinesh Subba is untraceable, while Dil Kumar Rai was found murdered near Darjeeling on December 28, 2011. Sangay Yolmo is bed-ridden. He was hit by a bullet during a clash on the day Madan Tamang was assassinated. The rest are out on bail.

As the CBI was investigating the case, Madan Tamang's wife Bharati Tamang had moved the Supreme Court demanding that the probe be handed over to the NIA or any other agency. She had alleged that the CBI was acting in a partisan manner.

On October 8, 2013, the Supreme Court had transferred the hearing to Calcutta.

Today, at the CPRM meeting at Chowk Bazar, party spokesperson Govind Chhetri said: "We want those who are guilty to be punished. On the other hand, the general public should not be harassed in the name of conducting raids."

The Communist Party of Revolutionary Marxist (CPRM) organized public meeting was supposed to be a regular affair till three days ago, but with the GJM top brass getting implicated in the Madan Tamang murder case, it turned in to one of the most awaited political rallies in recent memory... and the CPRM leaders didn't pull any punches.

Aiming straight at the GJM and its leadership, CPRM President R B Rai said, "nothing stays forever... those who have played with the emotions of common people need to realize this... even the sun with the fiercest heat, must set when dusk arrives..."

Drawing parallel with the history, Mr. Rai said, "just how Mir Zafar's loss in the Battle of Plassey and caused our entire nation to be enslaved by the British... in the same manner one individual [read Bimal Gurung] has stabbed the hearts of the Gorkhalis of Terai and Dooars to meet his own ends... so all of us need to be careful."

CPRM Youth leader Mr. Arun Ghatani said, "the judicial system may function slowly, but it does function... if Staymava Jayate is the creed of India, then those responsible for Madan Tamang murder case, must be punished for their crimes."

He reiterated the demand for conducting Panchayat elections in the hills, and said, "panchayat elections have not been conducted for the past 15 years, who is responsible for this delay? why are our people being deprived of their rights? why should our people have to suffer due the the incompetence of the current political dispensation? Numerous posts are empty and employment opportunities of our youths have been compromised... who is responsible for this apathy?"

Taking a salvo at the GJM run Municipalities, Mr. Ghatani added, "the GJM Municipalities say they will check building of highrises in the hills... let me remind them... it is their own leaders who are making these highrises all over the hills... who gave them permission? an enquiry needs to be conducted to ascertain those who are responsible for turning Darjeeling into a concrete jungle"

Taking salvo at the lack of basic facilities in the hills, such as drinking water, Mr. R.B Rai said, "today drinking water has become rarer than petrol in Darjeeling... the Balasan Drinking Water project for which Rs 55.88 crores was sanctioned when Dawa Norbula was the MP in 2006, has not yet been completed... will the people of Darjeeling ever get to drink clean water? is the current party in power capable of delivering such basic facilities? I don't think so"

Speaking at the occasion, CPRM Spokesperson Mr. Govind Chettri said, "Those in power [GJM] try to sell small contracts as development... in Gurgaon our people were brutally beaten up... even the police officer used derogatory remarks against our cheli-beti... not even one protest was organized against such a heinous crime by the ruling party..." he added, "Such derogation will never be addressed by stop-gap measure like the GTA... we need Gorkhaland state..."

He further said, "those who said they would bring Gorkhaland by 2010, are today talking about 2017... if they cannot raise the issue, they can surrender..."

Questioning the lack of commitment and sincerity on the part of GJM and BJP towards Darjeeling and Gorkhaland he said, "where is the fact finding committee promised by the Home Minister? where is the MP who was supposed to raise the issues of Municipality, tea garden workers? Both GJM and BJP are only interested in 2016 elections.... and nothing else..." he added.

The Communist Party of Revolutionary Marxist (CPRM), usually a bitter critic of Gokha Janmukti Morcha(GJM), has welcomed the latter’s initiative in organizing the two days seminar on creation of a Gorkhaland state which was attended by important speakers from Delhi.

CPRM, too, supports the idea of Gorkhaland, and has often criticized GJM and its predecessor Gorkha National Liberation Front of compromising with the West Bengal government in their anxiety to form the hill council.

On Wednesday, after a central committee meeting to discuss GJM’s seminar on Gorkhaland, CPRM spokesperson Govind Chhetri said: “We welcome and congratulate GJM on having organized the seminar which was attended by speakers from various political parties with influence in Delhi. It will certainly give impetus to our statehood demand”.

Speakers such as Subramanian Swamy from the BJP and Keshav Rao, the Telangana Rastriya Samity TRS MP from Telengana, voiced their support in favour of creating a Gorkhaland state in the two-day event organized by the Study Forum, GJM’s intellectual wing.

CPRM pointed to the common stress made by the speakers from Delhi to unite and struggle for statehood in peaceful and democratic way. “Most of the speakers have advocated for joint struggle with participation of political opponents. Pro-statehood parties in the hills are in majority and also leaders from other states have promised to extend support. GJM being the largest party here and an ally of the BJP must take initiative to reach out to others,” Chhetri said.

Significantly, CPRM underscored the stress placed by speakers at the seminar on the need to unite and struggle for statehood in a peaceful and democratic way.  “Most of the speakers have advocated for joint struggle with participation of political opponents. Pro-statehood parties in the hills are in majority and also leaders from other states have promised to extend support. GJM being the largest party here and an ally of the BJP must take initiative to reach out to others,” Chhetri said.

However, CPRM also set conditions for a joint struggle for separate state. “We will join hands with GJM to make the statehood demand stronger but will only do so without compromising. We want the GJM to let go of the Gorkhaland Territorial Administration (GTA) to build pressure on the government to make think of other options,” Chettri said. “One cannot sit in a government chair and at the same time agitate against it,” he pointed out.

“Just see the example of how Uttarakhand and Telangana were created. They did not consent to any alternative arrangements including its leaders accepting government posts,” said the CPRM spokesperson. His obvious reference was to GJM president Bimal Gurung, the GTA chief executive, a post which he had given up in the second phase of the agitation post-2007 and again accepted, later.
“The time is right. The BJP is in the Centre and Prime Minister Narendra Modi has already said that the dreams of the Gorkhas were also his. However, if they (BJP) are sincere then they should
start the process to bring an official bill for creation of a Gorkhaland state in the parliament which will not be so difficult for them,” Chhetri said.

Suspicion, Hope, Solidarity - Opposition React to MP Speech

Call it political prudence, or a matter of habit, the opposition are finding reasons to question the speech made by Darjeeling MP SS Ahluwalia in the Parliament, demanding a committee to study the Gorkhaland statehood issue.

Leading the opposition is Dr. Mahendra P Lama, who many see as the panacea of all our problems. Dr. Lama said, "the BJP is in majority in the Centre... what sense does it make for a BJP MP to raise Gorkhaland issue... if they are sincere, they should bring the bill for Gorkhaland in the Parliament and approve it."

Doubting the sincerity behind BJP MP raising the Gorkhaland issue, Dr. Lama said, "The Morcha dharna was ending and they would have been embarrassed to have returned empty handed, hence they pressured the MP into making that empty statement..."

He even decried the fact that Morcha dharna had not been covered in the press, while Cooach Behar dharna had found priority amongst national media. He said, "Morcha had lied about the Home Minister giving assurance on forming a committee to study the Gorkhaland demand... they were also unable to get the BJP to endorse their demand for a Central University..."

Similarly, CPRM Spokesperson Mr. Govind Chettri also saw the MP's speech as a mere rhetoric, and he said, "what is the point in making speeches, if they are not sincere about the issue? if BJP state committee and Central committee supported the demand, then Gorkhaland can be formed in a matter of two-three days... this is a mere ploy to muddy the water... "

However he added, "if this was a genuine attempt to raise the voice in favour of Gorkhaland, we welcome it, and we are hopeful that the MP will now coordinate with other like minded MPs to pressure the Government into constituting Gorkhaland."

Mr. Pratap Khati of the ABGL welcomed the move, and he said, "since the MP spoke for uplifting the Gorkha community, we thank him and offer our gratitude to him." He further added, "if BJP forms Gorkhaland, then they will be the saviour for Gorkhalis all over India"

However, he had his doubts too, he said, "the MP was not clear in his speech... why did not raise the issue of Gorkhaland statehood... if the state is formed the medical college, central university etc can all be formed.... did he really ask for a committee to examine the Gorkhaland demand, or was he asking for a committee to be formed to examine our demand for various developmental projects?"
Congress leader and former Darjeeling MP Dawa Norbula was measured in his assessment, he said, "it is a welcome move, but to turn it into a reality a lot of ground work needs to be done... and if we can all work together towards this goal, it will be more fruitful."

We hope that Bimal Gurung and rest of the GJM will pay heed to what the former MP has to say and call for a collective effort to ensure the formation of Gorkhaland statehood.
