Darjeeling, Sept. 18: Bimal Gurung today called on Union home minister Rajnath Singh in New Delhi to complain about the "incapacitated functioning" of the GTA and sought the Centre's intervention to fulfill the commitments made in the GTA agreement.

The GTA chief executive said he had informed Singh about the state government's alleged meddling in the functioning of the hill body and non-transfer of departments among other things.

After the meeting, Gurung said in a press release: "....met Shri Rajnath Singh, Hon'ble minister of home affairs and informed about the issue of incapacitated functioning of the Gorkhaland Territorial Administration which was deemed to be an autonomous administrative institution that was born out of a tripartite agreement..."

The Darjeeling MP, S.S. Ahluwalia, and Kurseong MLA Rohit Sharma were also present during Gurung's meeting with Singh.

The Morcha chief said he had told the Union home minister that the hill body was not being allowed to function autonomously by the state and "functions and functionaries of the 40 departments and 59 subjects to be transferred haven't yet come under the active control of the GTA".

"Gurung said he had appealed to the Centre "to hold a meeting for fulfillment of commitments as mentioned" in the GTA agreement.

The GTA chief said the minister's response "has been positive".

Ahluwalia said that the media twisted to different meaning of his speech and he did not mean the same. He once again read out his speech during the press meet and asked the media to listen properly, it read, "The Biharis say they are from Bihar, the Punjabis say they belong to Punjab, those who are Tamils say they belong to Tamil Nadu. When will the Gorkhas say that they belong to Gorkhaland? Their dreams should also come true,"

He said that his speech mean to clarify people that when will Gorkhas called themselves that they are from Gorkhaland.

Ahluwalia who was still seen confusion over the establishment of Gorkhaland also said, "BJP is with the aspirations of the Gorkhas and will fulfill their long demand and our party has also mentioned it in the manifesto."

BJP MP also said that he is soon going to start the process for making Hatigicha village as an Adarsh Gram which he has taken responsibility to obtain it just after swearing as MP.

"It was late due to lack of support from the state government and the administration showed less interest, said Ahluwalia.

The BJP state leadership, however, quickly distanced itself from Ahluwalia's comment and said it does not want division of Bengal.

The comment evoked sharp reactions in political circles. Accusing Mr. Ahluwalia of making “divisive” comments, Trinamool Congress secretary-general Partha Chatterjee said: “We will not tolerate such provoking remarks made to gain political mileage.”

Communist Party of India (Marxist) leader and Siliguri Mayor Ashok Bhattacharya accused the Member of Parliament of “double standards” and “opportunistic politics”.

His remarks may start a controversy as Bengalis in the plains and the rest of the State largely oppose the demand for a separate Gorkha homeland.

Mr. Ahluwalia had taken a similar stance even prior to the Lok Sabha elections, but had remained silent on the issue thereafter.

Not for division: BJP

Realising that the remark may snowball into a major political issue before next year’s Assembly election, the BJP’s State leadership distanced itself from the comment. “The BJP does not support any division of West Bengal … Perhaps he got carried away by emotions during his speech,” the lone BJP MLA in West Bengal, Shamik Bhattacharya, said.

Chief Minister Mamata Banerjee had strongly opposed the Gorkhaland demand and quelled the agitation with strong administrative action. After the Congress-led United Progressive Alliance government at the Centre granted statehood for Telangana in February 2014, fresh agitations had erupted in Darjeeling demanding a Gorkhaland State.

"The BJP doesn't want division of West Bengal but want economical development of Darjeeling. Maybe he had made an emotional speech," BJP MLA Shamik Bhattacharya said. After Centre s nod for Telangana, protests had rocked Darjeeling over the separate Gorkhaland issue. West Bengal Chief Minister Mamata Banerjee had firmly dealt with the protests over a separate state and had nipped the agitation in the bud.

Political parties in West Bengal have reacted strongly to Darjeeling MP S.S Ahluwalia’s open backing of the demand for statehood for Gorkhaland.

GTA delegation met Tribal Affairs Minister for inclusion of 11 Gorkha communities in ST list

GTA delegation led by Bimal Gurung and  S.S Ahulwalia Hon'ble MP, Darjeeling along with GTA members Benoy Tamang, Anit Thapa, Satish Pokhrel and GJM Central Committee Member, Deven Sharma met Jual Oram, Hon'ble Minister of Tribal Affairs at Delhi for the immediate inclusion of 11 Gorkha communities from throughout India namely Bhujel, Gurung, Mangar, Newar, Jogi, Khas, Rai, Sunwar, Thami, Yakhha (Dewan) and Dimal in the List of Schedule Tribes under the Government of India.

Bimal Gurung in his social media page Bimal Gurung Official released the following statement .

"Shri Jual Oram gave a positive hearing and has called for meeting in September which will be held between Ministry of Tribal Affairs, Registrar General of India (RGI) and GTA to discuss the modalities for the inclusion of these 11 communities in the central list of Schedule Tribes. Shri S.S Ahulwalia and me will also be present in this meeting.

In the letter addressed to the Hon'ble Tribal Minister, I have asked that the 11 Gorkha communities living across India should be included in ST List of the Government of India.

A GTA delegation had earlier met the Hon'ble Minister on 12th August 2014 and again on 19th December 2014 with representatives from the 10 communities.

The demand of the inclusion of these communities in Schedule Tribe List was stated in the agreement of the Memorandum of Agreement of the Gorkhaland Territorial Administration which was signed on 18th July, 2011 at Pintail Village,Sukna in the presence of Shri P. Chidambaram, the than Hon’ble Union Home Minister, Mamata Banerjee, Hon’ble Chief Minister, West Bengal and Shri Bima"


GTA submits DPR for establishing a Central University in Darjeeling

Today Darjeeling MP SS Ahluwalia,  Roshan Giri, GTA Executive Member for Education and GTA Secretary, Don Bosco Lepcha, IAS met Shri Rajnath Singh, Minister of Home Affairs and Smriti Irani Minister of Human Resource Development and presented the final Detailed Project Report (DPR) for establishing a Central University in Gorkhaland Territorial Administration area as mentioned in the GTA agreement.

The GTA engaged EdCil, a consultancy group under the auspices of MHRD, Govt. of India for preparation of a Detailed Project Report (DPR) for a Central University in Darjeeling. The experts from EdCil conducted on-site studies and came up with a DPR with meticulous care. They are of the view that a Central University in GTA is both necessary and viable. The said group has also tentatively selected the site for the proposed university.

Both the Ministers have given a positive assurances regarding the setting up a Central University and we are confident that the Government will take immediate steps towards introduction of a Bill in Parliament for establishment of the Central University of Darjeeling.

Establishment of a Central University is a long standing demand of the people of Darjeeling. Although Darjeeling hills began as a Centre of European education in early nineteenth century, the situation of higher education in the region has become rather dismal in last few decades with access to educational opportunities, which is considered to be one of the basic human rights, highly inadequate. In fact, the history of Darjeeling has always been a history of deprivation and negligence.
Central University in Darjeeling Hills will not only fulfill our long term demand, but will also fulfill the educational dreams of our students, play a pivotal role in the economic, cultural and intellectual development of the entire region and above all, will play positive role in connecting the entire community with the national mainstream.

Bimal Gurung will soon leave for Delhi to meet PM Modi

Darjeeling, June 21: Bimal Gurung today said he will soon leave for Delhi to apprise the Prime Minister of water scarcity in the hill town and to talk to him about the proposal of a new water project.

The Gorkha Janmukti Morcha chief also said that he would go for a medical check up in the capital.

"I will be visiting Delhi soon. There is a huge scarcity of water in the hills. We plan to come up with a project to bring water from Srikhola, which will involve the use of gravity. I will meet Modiji with this proposal along with other senior functionaries in Delhi and also tell them about the water scarcity in the hills," Gurung said on the sidelines of an event to mark the International Yoga Day. Around 300 people took part in the programme.

It was not clear, however, if the hill leader has sought an appointment with the Prime Minister.

Today, Gurung also said that the tripartite meeting, which was scheduled to be held in the hills on June 23, had been postponed.

Darjeeling municipality supplies around 7-8 lakh gallons of water everyday while the hill town needs almost double the amount daily.

Although the Balasun water project, which is likely to bring relief to the hills, is about to be completed, Gurung is mulling on an alternative project through which, water would be brought from Srikhola, about 90km uphill from Darjeeling.

"I am also going (to Delhi) for medical treatment," Gurung said today.

His ailment was not immediately known. In the past, Gurung has had problems with his throat, sources said.


"I have directed the chairmen of the hill municipalities to look into the issue of water scarcity. There are many illegal connections because of which, common people are not getting enough water supply," Gurung said.

"Darjeeling municipality has already started disconnecting illegal lines and I appeal to the people to help them in this endeavour," he added.

On Friday, the civic body took up a drive to clean Darjeeling and it snapped several illegal water connections. The development came close on the heels of Gurung's "best ever" meeting with Mamata Banerjee on Wednesday.

After the meeting, the chief minister had said that they had discussed issues related to keeping Darjeeling clean and green.

Today, Gurung announced his plans to go to Delhi after following Prime Minister Narendra Modi's yoga session in New Delhi that was beamed live on an LED screen installed at the Gorkha Rangamanch Bhavan here.

Darjeeling MP S.S. Ahluwalia was present at the screening.

Gurung said the meeting of the Centre, state and the GTA has been postponed. "The meeting was scheduled for June 23. I hope that the meeting will be held soon. I really do not know the reason why it was postponed," he said.

Gurung's announcement to meet to Modi comes at a time the CBI has named him and 22 others - almost all top-rung leaders in his party - in a chargesheet filed in connection with the murder of ABGL chief Madan Tamang.

The anticipatory bail hearing of the chargesheeted people is likely to be held on July 1.

As June 21 was declared as the International Day of Yoga by the United Nations General Assembly on December 11, 2014, Prime Minister Narendra Modi led the first International Yoga Day celebrations across India from New Delhi Rajpath.

In Darjeeling, the Gorkhaland Territorial Administration (GTA) Chief Bimal Gurung Official and MP SS Ahluwalia along with other members of GTA participated in International Yoga Day event at Gorkha Rangmanch bhawan.

FROM "NO WHERE" TO "NOW HERE" - TIME TO UNITE OR PERISH

Without telling the purpose, when I asked this question my brother, " what comes to your mind when you hear the word "Gorkha..." and asked him to list 5 adjectives that came to his mind, he listed... "Brave, Fierce, Short, Hospitable, Patriotic..."
TIME TO UNITE OR PERISH
If you ask someone what comes to their mind when they hear the word "Gorkha," everyone - almost 99.99% out of 100 will say - 'Brave'.... If you ask them 'ok, what else other than that?' - they will say - 'Loyal'... push it one more notch and ask, 'ok, what else other than that?'.... I will bet they would have run out of things to say about us.

I am yet to hear words like, "Intellectual," "Artistic," "Thinker," "Musical," "Talented," "Ambitious," "Tacktful," "Respectable," "Sensitive," "Versatile," "Confident" associated with us.

Therein lies our greatest glory, as well as our greatest loss.

I can't remember who wrote the lines, "हामी वीर छौँ र नै बुद्धु छौँ... शायद हामी बुद्धु भएरनै वीर भएको होलौं - We are brave, and we are dumb... may be we are dumb, which is why we are brave" but I agree to each and everything stated therein.

We are brave, but for others. We are loyal to a fault, but for others. We will trust a master - in fact any master, but we will rarely trust one of our own. Perhaps it is in the 200 years of colonial construct as being "brave" and "loyal" that we see ourselves reflected, and without realizing that it is the same construct that has confined us as well.

Time has come for us to break out of the narrow confines, which the history, through our glorious ancestors has imposed on us.

GURGAON - A WAKE UP CALL
Three young men got beaten up to an inch of their life in Gurgaon. The police refused to file an FIR. Forget police giving them assistance, they had to escape to Delhi to get themselves treated.

Out of the three boys [amongst four, one managed to hid himself when the attack happened] who were beaten up, one is still in AIIMS trauma center. He has multiple injuries all over his body, and hospital sources are saying even his liver has been badly damaged.

Another was so traumatized that he ran away fearful for his life - imagine he had to run away after getting beaten up - not after beating, and could only be admitted yesterday at Safdarjung hospital, after his sister calmed him enough to be able to bring him to see the doctors.

Had their case been not highlighted through the social media, I am confident that, no one would have given a damn.

As a friend so eloquently put it, "Thank God for the internet this matter came to light, else the guys would have to come home with hearts full of sorrow and marks all over their back... धन्न Internet थियो र खाली... नत्र केटाहरु ढाड भरि लट्ठीको सुम्ला, र मन भारी बेदना बोकेर... घर फर्किनु पर्थ्यो होला... "

As this incident played out, one thing which bugged me the most is the fact that for a whole 24 hours, these three boys who were so brutally beaten up had no one to turn to. After the only authority they knew - the police had turned them down, they didn't have anywhere to go to. They did not have anyone to ask for help.

For me this is a WAKE UP CALL.

DELHI DENIZENS 
In the past 1 year, the reported cases of racism has come down significantly in Delhi. Thanks to the newly developed Delhi Police For North East Folks initiative under the able and dynamic leadership of Jt. Commissioner Robin Hibu, this cell has helped numerous people from across the North East region, and whenever regular police stations have failed to provide justice to the victims from NE, DPNEF have stepped up to the plate and provided justice.

We who live in Darjeeling may not see or feel the need for a specialized cell to tackle issues relating to NE in Delhi, but incidents such as the horror that unfolded in Gurgaon is a good reminder why we need this Cell, and in fact more such Cells to be functioning in every city across India.

DPNEF has given people from NE a new hope, a new friend where there was none before, and this is where the NE people draw their inspiration and strength from.

However, more important than that, it is the individual community organizations that have strengthened themselves so well, helped and assisted by their respective state governments, that only stupid people dare take them for granted.

Sadly for the Gorkhas, we do not have any such community organization in Delhi that would speak on our behalf. It is true that we don’t have a state to begin with, but truer is the fact that even amongst ourselves we severely lack unity.

Here in Darjeeling, politically we are tied to Bengal… but socially, ethnically, geographically and culturally we identify more with the North-East than West Bengal. Perhaps this is the very reason why we are treated with disdain and discrimination by the West Bengal government. Other than Mizoram, the Gorkhas who live in the rest of North-East are treated as “outsiders” by their respective communities.

We are literally “No Where” people

DISUNITY 
But what hurts us more is the realization that even our own do not care. During the Gurgaon incident, when people helping the boys in Delhi could not contact Darjeeling MP SS Ahluwalia, they contacted Sikkim MP PD Rai and requested help, I have been informed that he said he was in Shillong, and feigned helplessness. All these people needed help with was to ask the Gurgaon police to file a case and take the boys for medical treatment. Mr. Rai who is actually an IIT graduate and a real “intellectual” from our community, failed us when we needed him.

Many people have asked us why did Darjeeling ko people vote for SS Ahluwalia? Because if nothing else, at least he is effective. As soon as he came to know about the situation, since he was in Darjeeling, he dispatched his PA who was in Delhi to render assistance to the boys at AIIMS. He called up the Gurgaon police and demanded action. He has offered to pay the medical expenses for the three boys and promised to help the boys get justice.

Where a Gorkha MP – though from a neighbouring state let us down, a non Gorkha MP elected by US, came through for us…. And I believe that is the beauty of democracy.

The GTA is also doing what little it can, with Bimal Gurung personally getting involved to demand justice for the boys, and has assured full cooperation to the boys and their family for any need that may arise during the course of their treatment and matters relating to police.

Meanwhile, civil organizations that promise pan-India presence such as Bharatiya Gorkha Parisangh, or the Delhi based Jan Awaz were conspicuous by their absence.

This then brings us to the most important question of all; could all of this have been avoided? Could the boys have been saved?

UNITY – WE ARE ONE
The answer to that question is both yes and a no… assigning fault is easy and we can blame everyone. But we all need to recognize the fact that the most important aspect of this whole sorry affair is – had we had better economic opportunities here at home in Darjeeling, those guys would not have been forced to seek jobs so far away from home.

If those guys were sensitized before going to Gurgaon on the do’s and don’ts… on the difference between lifestyle here in Darjeeling and outside… on the cultural and social difference, perhaps they would not have gotten into the altercation to begin with.

If the Gorkhali organizations and politicians in India were strong and powerful, the police wouldn’t have taken our people for granted, and would have rushed to file a complaint and an FIR, it wouldn’t have required pressure from above to get the police to do their job.

If we had a United Gorkha forum which keeps track of our people spread across India, then perhaps the three guys could have gotten assistance much before they got help this time.

Hence, the panacea to all our problems, as I see it, is to call for UNITY… not only amongst all the people living in Darjeeling, Terai and Dooars region, but also amongst Gorkhalis all over India. If we can unite ourselves, no force on earth will dare to touch us… But as long as we are divided amongst ourselves – on the basis of where we are from, our religion, language, caste, political party we support and so on… we will continue to get beaten up… no only in Gurgaon, but across the length and breadth of India.

Today if anyone from the 8 north east states are beaten up, they rally together… when people from Darjeeling got beaten up, no one came in our support, other than the Gorkhalis. Not because others don’t care, but because others know, our own don’t care to begin with.

I still remember the incident when students from Darjeeling studying in Kolkata wanted to organize a fresher’s welcome for new students from Darjeeling who had joined different colleges in Kolkata, the Salt Lake ko Gorkha Bhavan demanded Rs 25,000 from the students for 8 hours use.

Gorkhalis living across India, were hurt when GTA Chief Bimal Gurung said “Gorkha Bhavan in Delhi will be for the use of people of Darjeeling…” because they are Gorkhas too.

So if we are to deserve and demand respect from others, we need to learn to give respect to our own first. Mr. Bimal Gurung will do well to learn a lesson or two from our Prime Minister Mr. Narendra Modi. Where ever he goes Mr. Modi makes a point to interact with the Indian community and ask about their welfare…

Mr. Bimal Gurung, we don’t have Modi, we have you… and I hope you will take actions to develop a strong network with local governments on behalf of the Gorkhalis all over India. Better yet, please take necessary steps to get the Gorkhaland Territorial Administration region + Dooars into North East Council. That way we will have both geographical and political oneness with rest of the North East.

As for us common people, we need to come together and show our unity whenever anyone of us needs, and we can start by assembling today [20 May 2015] at 9: 30 A.M at Sahara Malls in Gurgaon, for a silent rally to demand justice for the three guys.

We need to make sure that the world knows, they should not mess with the Gorkhas.. otherwise “लहरा तान्दा पहरा गर्जिन्छ”... and through our unity is how we will move from being “No-Where” people to “Now-Here” people... who are always there for those who need our help... and if we fail to do that... let us prepare ourselves mentally that our community is going to become the punching bag of India.

Darjeeling MP demands Inquiry Into Racist Remarks by ASI/SI in Gurgaon case

Darjeeling MP S.S Ahluwalia has written to Gurgaon Commissioner demanding Inquiry Into Racist Remarks made by some  ASI/SI. Incidence that took place while Gorkha boys and girls were protesting against the brutal thrashing of the three Gorkha youths from their home town in Gurgaon.

Darjeeling MP SS Ahluwalia has written to Gurgaon Commissioner of Police Mr. S Navdeep Singh Virk IPS, demanding action against the officer who passed racist comment against the female protesters today.

Here is the text of the letter sent to to Commissioner.

"Dear Virkji

In the morning Gorkha boys & girls went to DCP's Office for protesting that even though the 3 boys were greviously injured in the near-fatal & planned attack, the case against the perpetrators was not registered under the applicable Attempt to Murder section.After meeting the DCP & getting an assurance that Sec 307 will be included,the delegation was leaving.

In the meantime one of the ASI/SI starred officer used extremely filthy,sexist, abusive & racist remarks against the protesting Gorkha girls. This further infuriated the protestors and led them to sit on a dharna at the DCP office.Their protest is still on.Such inappropriate & filthy language is not acceptable to any citizen of India.

The protestors are now demanding suspension & arrest of the erring officer.To pacify & control the situation please intervene to give justice immediately and take action against the alleged officer.

Abhishek Rai  from Teesta Valley Darjeeling has been allegedly beaten very badly by his landlord and his sons and friends in Gurgaon, Haryana  last night around 11 PM. It has been reported that the two of friends, Sagar Rai and Dev Kumar Subba were also attacked brutally. The incident took place at Narhupur Sabji Mandi near by Cyber City, Gurgaon. It was reported that the Local Police was denying to file FIR.

According to a report in the Eastern Sky Media which covers news from all over NE, apparently there was some discussion amongst the three boys and the landlord's son over a noise complaint, which had been settled amicably. Dev Kumar Subba, one of the victims said that "later around 25 to 30 men carrying sticks barged into the rented flat and started beating the three mercilessly. Even though they tried to shield themselves, they were no match for the angry men."

Later Darjeeling MP SS Ahaluwali contacted Gurgaon Commissioner and Gurgaon police have taken the necessary actions and have arrested the culprits within 24 hrs of the incident., Ahaluwali have announced financial assistance for the victims medical expenses.

GJM chief Bimal Gurung have said that he will personally communicate with Shri Rajnath Singh, Hon'ble Minister of Home Affairs and Shri Mohan Lal Khattar Hon'ble CM of Harayana and request them to take appropriate action as there are thousands of Gorkhas working in Delhi, NCR, Noida and Gurgaon region, and will request the Government to undertake proper administrative action to ensure their safety and security of our youths.

Call it political prudence, or a matter of habit, the opposition are finding reasons to question the speech made by Darjeeling MP SS Ahluwalia in the Parliament, demanding a committee to study the Gorkhaland statehood issue.

Leading the opposition is Dr. Mahendra P Lama, who many see as the panacea of all our problems. Dr. Lama said, "the BJP is in majority in the Centre... what sense does it make for a BJP MP to raise Gorkhaland issue... if they are sincere, they should bring the bill for Gorkhaland in the Parliament and approve it."

Doubting the sincerity behind BJP MP raising the Gorkhaland issue, Dr. Lama said, "The Morcha dharna was ending and they would have been embarrassed to have returned empty handed, hence they pressured the MP into making that empty statement..."

He even decried the fact that Morcha dharna had not been covered in the press, while Cooach Behar dharna had found priority amongst national media. He said, "Morcha had lied about the Home Minister giving assurance on forming a committee to study the Gorkhaland demand... they were also unable to get the BJP to endorse their demand for a Central University..."

Similarly, CPRM Spokesperson Mr. Govind Chettri also saw the MP's speech as a mere rhetoric, and he said, "what is the point in making speeches, if they are not sincere about the issue? if BJP state committee and Central committee supported the demand, then Gorkhaland can be formed in a matter of two-three days... this is a mere ploy to muddy the water... "

However he added, "if this was a genuine attempt to raise the voice in favour of Gorkhaland, we welcome it, and we are hopeful that the MP will now coordinate with other like minded MPs to pressure the Government into constituting Gorkhaland."

Mr. Pratap Khati of the ABGL welcomed the move, and he said, "since the MP spoke for uplifting the Gorkha community, we thank him and offer our gratitude to him." He further added, "if BJP forms Gorkhaland, then they will be the saviour for Gorkhalis all over India"

However, he had his doubts too, he said, "the MP was not clear in his speech... why did not raise the issue of Gorkhaland statehood... if the state is formed the medical college, central university etc can all be formed.... did he really ask for a committee to examine the Gorkhaland demand, or was he asking for a committee to be formed to examine our demand for various developmental projects?"
Congress leader and former Darjeeling MP Dawa Norbula was measured in his assessment, he said, "it is a welcome move, but to turn it into a reality a lot of ground work needs to be done... and if we can all work together towards this goal, it will be more fruitful."

We hope that Bimal Gurung and rest of the GJM will pay heed to what the former MP has to say and call for a collective effort to ensure the formation of Gorkhaland statehood.

A 7 member delegation led by President of Gorkha Janmukti Morcha, Shri Bimal Gurung with Hon'ble Member of Parliament, Shri S.S Ahulwalia, Roshan Giri, Binay Tamang, Anit Thapa, Dr Harkha Bhadur Chettri and Arun Sigchi met the Hon'ble Prime Minister, Shri Narendra Modi and briefed about the century old demand of the Gorkhas.


The meeting lasted for 30 minutes. The meeting was positive and fruitful and we are hopeful that the Hon'ble Prime Minister of India will fulfill the dreams of the Gorkhas.

Hon’ble Sir,

We would like to place before your good self this memorandum on the issue of creation of a separate state of Gorkhaland. Since the last eight years now, the Gorkha Janmukti Morcha is an alliance partner of the BJP. We have not only supported and ensured victory of BJP candidate in Darjeeling, Shri SS Ahluwalia but also campaigned and contributed in the victory of BJP candidates in the 2014 Lok Sabha elections in the states of Uttarakhand, Himachal Pradesh and Assam. In 2009 also, the GJM had ensured victory of Shri Jaswant Singh as the Member of Parliament from Darjeeling.

Sir, Gorkhaland issue is a demand for a separate state comprising Darjeeling, Siliguri Terai and Dooars areas within the framework of the Indian Constitution. The demand has historical justification, socio-cultural backdrop and political rationale. It is the oldest demand in the country having been first raised in 1907. Since then, this demand has been raised 29 times in various shapes and forms.

Indian Gorkhas have contributed equally as any other citizen of this country in nation building. Yet there is a feeling within that they have not been given due share as equal stakeholders. Gorkha soldiers in the Gorkha regiment and in paramilitary forces have been in the forefront in defending the nation from external as well as internal threat. From the 1962 Indo-China war to the Mumbai blast attacks, Gorkha soldiers have played a stellar role in securing the country.

The statue of Shahid Durga Malla in Parliament premises opposite Gate No. 5 stands testimony to contribution of Gorkhas in Freedom struggle. The renowned advocate Ari Bahadur Gurung from Kalimpong was a member of the Constituent Assembly of India.

There is a strong feeling amongst the people of Darjeeling and surrounding areas that their aspirations have not been fulfilled while being a part of West Bengal. This sense of being deprived of social, educational and political empowerment can only be addressed by the creation of a separate state. Gorkhas are different culturally, ethnically and linguistically and find it difficult to identify with mainstream Bengal. Historically, Darjeeling was never a part of West Bengal.

Over 1200 persons have died during the earlier agitation period between 1985 and 1988 for Gorkhaland state. Now, under the leadership of Shri Bimal Gurung and the Gorkha Janmukti Morcha which he formed in 2007 to lead a second movement for separate state, Gorkhas are hopeful that their dreams will finally come true.

The Government of India decided to setup a separate autonomous Administrative body called Gorkhaland Territorial Administration to Administer the Darjeeling Hill Region of West Bengal so that the socio economic, infrastructural, educational, cultural and linguistic development is expedited, thereby achieving all round development of the people of the region.

The Gorkha Janmukti Morcha while signing the Memorandum of Agreement of the Gorkhaland Territorial Administration which was signed on 18th July, 2011 at Pintail Village, Sukna in the presence of Shri P. Chidambaram, the then Hon’ble Union Home Minister, Ms. Mamata Banerjee, Hon’ble Chief Minister, West Bengal and Shri Bimal Gurung, Hon'ble Chief Executive, Gorkhaland Territorial Administration kept the Gorkhaland demand on record.

The word " Gorkhaland" has also been legitimized by West Bengal state government by passing the Gorkhaland Territorial Administration Act in the state assembly. Now Gorkhaland is a legitimized word and even the President of India signed the GTA Bill which gives his assent to the word Gorkhaland.

Sir, we would also like to remind your good self that during your campaign meeting in Siliguri in 2014, you had stated that "Gorkha ka sapna mera sapna hai". The statement had sent a wave of hope and encouragement among Gorkhas.

We would also remind here that the BJP has in its national manifesto of 2009 and 2014 (please find copies attached) said that it will "We will sympathetically examine and appropriately consider the long pending demands of the Gorkhas, the Adivasis and other people of Darjeeling district and Dooars region.

Following the successful installation of your government, Gorkhas are now looking up to you and your government to initiate the process by taking appropriate steps with regard to fulfilling the dream of the people of the region by “sympathetically examining and appropriately considering” their long-pending demand.

Speech by Darjeeling MP S S Ahluwalia in the Parliament on the Gorkha's Demand

In his speech today the MP started by highlighting the fact that the budget presented this year was a visionary budget, which has the potential to transform India. From Kashmit to Kankyakumari, and from Kutch to Kohima. He then stated that “I represent a region that shares international border with four countries – Nepal, Bhutan, Bangladesh and China which is only about 27 kms away... I come from a region which borders two states Sikkim and Bihar, and connects mainland India to the North East India... any movement in this area, be it strategic, military or for the development of North Eastern States, it has to pass through my constituency.”

He then highlighted the fact that, “due to socio-economic deprivation this region is the birth place of Naxalbad movement... today Naxalbad has finished and it has transformed into Maobad and has spread from Pashupatinath to Tirupathi... yet this region has remained undeveloped... this region produces the finest tea in the world and also oranges and pineapples... yet there has been no effort to develop the agro-industry in the region... the farmers there are suffering... for instance, those farmers who want to sell oranges to markets in Bangladesh cannot do so, as they charge a tax of Rs 37/ kg because of which the farmers are suffering...”

The MP then highlighted the fact that, Darjeeling is home of the Gorkhas – whose creed is, “responsibility, loyalty, and sincerity... from contributions made by brave freedom fighters like Saheed Durga Malla whose statue is installed near Gate # 5 and adorns the Parliamentary premise reminds us of our our freedom struggle... another name Tenzing resonates with the undying bravery of the people of Darjeeling... and names like Ari Bahadur Gurung who was a member of the Constituent Assembly of our great nation reminds of the significance of the region I represent.”
The MP then stated, “Madam Speaker, I want to highlight a few issues surrounding my constituency... There has been no war that India has fought, be it the war of 1962, 1965, Kargil, or the Mumai terrorist attack where Gorkhas have not laid down their lives for our motherland... and in recognizing this sacrifice Ms.

Today those same Gorkhas have been agitating since 1907... The demand for a separate administrative unit - separate state in today’s term – comprising the Darjeeling, Terai and Dooars was 1st raised in 1907 by the Hillman’s Association – comprising the representatives from all the communities of the Darjeeling region.

Since, then this demand has been raised 29 times in various shapes and forms. The most prominent being the violent agitation for separate statehood in 1986-88 which caused the death of hundreds of Gorkhaland supporters in Police firing, this eventually led to the formation of the Darjeeling Gorkha Hill Council in 1988... but this disposition did not fulfill the aspiration of the Gorkhas.

This demand was again reignited in 2007 and lasted till 2011 which led to the formation of the Gorkhaland Territorial Administration in 2011, and in an agreement signed by the then Home Minister P Chidambaram, Bengal CM Mamata Banerjee it is written – “the GJM, while not dropping their demand for a separate State of Gorkhaland, has agreed to the setting up of an autonomous Body [GTA]”

But despite the fact that the Gorkhas had signed this document in earnest, Bengal has continued to treat them as a 2nd class citizen, because of which they have been forced to begin their agitation again”

He then highlighted an issue which was 1st raised by TheDC and our readers i.e. non-inclusion of Nepali as an Optional paper in WBCS.

Today in the Parliament, Darjeeling MP stated, “The issue of discrimination against Gorkhas can be understood by the fact that, despite this Parliament recognizing Nepali as one of the National Languages of India in 1992, the Gorkhas cannot choose Nepali as an optional paper in WBCS… They can become IAS or IPS offices, but they cannot become WBCS officers… this is the heights of discrimination that the Gorkhas have to face…. Which is why they are agitating for Gorkhaland again at Jantar-Mantar… and amongst the various demands and grievances they have, this is merely one example of such discrimination”

The MP then reminded the Government of the promise made in BJP election manifesto in which they have promised to “sympathetically examine the demands of the Gorkhas, Rajbanshis, Adivasis and other people residing in the Darjeeling district, Dooars region”

He also highlighted that “various facilities that were supposed to be accorded to the region including the establishment of a Central University, Central Institute of Technology, Sainik School, National Games and Sports Academy, Central Government Engineering College, reservation of seats for students of the region in colleges and institutions of higher education including engineering, medical and management all over India etc” promised during the formation of GTA have not yet been fulfilled.

The MP then stated that, “the people from my constituency which spreads from the hills to Naxalbari, Phansidewa, Siliguri and Chopra need development initiatives... we are talking about smart cities... we need smart corridors... we need corridors that connect air travel to rail, which then connects to smart roadways... the passage to Bangladesh, Bhutam, Nepal and Burma happens over our chest... through Siliguri... hence Madam, I demand that a smart corridor be built to connect these places....”
Requesting the house to be considerate to the plight of people living next to NH31A, the MP said, “Madam from Ghospukur to Sevoke smart roads have to be built, but I request that may it be done without removing the people who have been living there for ages... may it be developed but without causing trouble and problem those who are already settled in the area....”

Finally he reiterated, “Madam, I want to reiterate and request the Government... to immediately form a committee to examine the long pending demand of this region.”

The Speaker than ordered, Shri. Nishikant Dubey, Shri. Shivakumar Udasi, Shri. Devji M Patel, Shri. Uday Pratap Singh, Shri. P P Chaudhari, and Dr. Kirit P Solanki to be associated with the matters raised by the Darjeeling MP.

The Bharatiya Gorkha Parisangh would like to applaud Shri SS Ahluwalia, member of Parliament representing Darjeeling Constituency, for his short speech in the Lok Sabha on Tuesday during the debate on the Union Budget in which he referred to some among the many issues confronting the Gorkhas of India. We appreciate the fact that Shri Ahluwalia cited the aspirations of the people of Darjeeling and Dooars and apprised the House about their economic and developmental problems. He rightly pointed out that West Bengal has treated the people of Darjeeling and Dooars as second-class citizens despite two agreements being signed to create the DGHC (Darjeeling Gorkha Hill Council) and the GTA (Gorkhaland Territorial Administration).

Having said that, the Bharatiya Gorkha Parisangh would, however, like to point out that Shri Ahluwalia seems to have diminished the entire Gorkha aspirations for a separate state into an issue of local development. His speech referred to areas in his constituency like Chopra and Phansidewa and Sevoke Road and to matters of development like smart corridors and educational institutions and other benefits that were “promised during the formation of GTA”. In talking about these matters as being the main problem of the Gorkhas, Shri Ahluwalia seems to clearly think that changing the economic status of Gorkhas of Darjeeling and Dooars would resolve all issues about which the Gorkhas of India have been agitating since 1907.

The real truth behind the demand for Gorkhaland lies not in the economic status of the people of Darjeeling and Dooars, but in the insecurity that Gorkhas across India feel about their national identity and political existence. Resolving the economic issues raised by Shri Ahluwalia in his speech would meet the problems only half-way, and that too only for the Gorkhas living in Darjeeling and Dooars.

He failed to enunciate the real issue, which is of the Gorkhas being discriminated as citizens -- politically, socially and economically -- in other states of India on the erroneous ground that they are foreigners from Nepal who have entered India under the provisions of the 1950 India-Nepal Treaty of Friendship. While he rightly recalled the contributions of Gorkhas in defending India, even eloquently quoting Lata Mangeshkar, he failed to tell the country and the members of Parliament that these very same Gorkhas are treated as foreigners in their own country. The foundation of the demand of Gorkhaland is the need to concretise the Indian identity of Gorkhas, not economic deprivation as made out by Shri Ahluwalia in the Lok Sabha.
The honourable member of Parliament also requested the Speaker of the Lok Sabha to set up a committee to examine the long-pending demands of the region. The Bharatiya Gorkha Parisangh feels that the Central Government is well aware of all the nuances of the demand of the Gorkhas for a separate state, having been petitioned hundreds of times since 1907. There is no need for any panel to evaluate the problems of Darjeeling and Dooars. Rather, what is emphatically needed is Parliament’s support in setting up a Constitutional commission to determine the bifurcation, under Article 3 of the Constitution, of West Bengal and the creation of a new state comprising the Darjeeling-Dooars region.

The Bharatiya Gorkha Parisangh urges Shri Ahluwalia to take all steps to ensure that he represents the true sentiments of the Gorkhas and their demand in Parliament, keeping in mind that the biggest driver of his election from Darjeeling by a massive margin in 2014 was the hope that he would be an able spokesperson for the creation of a separate state of Gorkhaland, which is the only democratic measure that can resolve the identity and political insecurity of India’s Gorkhas.

With the GJM and Darjeeling MP SS Ahluwalia being completely ineffective, the Darjeeling and Darjeeling Dooars United Development Foundation has stepped up to save one of Darjeeling's important heritage - Kurseong Ranger's College.

On December 11, TheDC and Himalaya Darpan had reported about the fact that the Eastern Ranger's College was about to be shut down [Details here:

However, neither the GTA nor Darjeeling MP did anything to bring this issue to the attention of the appropriate authorities.

Following which the DDUDF President Dr. Mahendra P Lama approached the Director General (Forests) and Special Secretary, Ministry of Environment and Forests Shri. S S Garbyal and informed him about the need to preserve the Eastern Forest Ranger's College, situated at the St. Mary's hills in Kurseong.

Shri. S S Garbyal informed Dr. Lama that he along with a team from the MoEF would visit Kurseong for an evaluation tour and decide on the matter.

Dr. Lama informed Mr. Garbyal that the Eastern Forest Ranger's College was a heritage institute and a pride of the Darjeeling hills, and thus not only needs to be conserved, but also needs to be upgraded to a research institute status.

The Ranger's College in Kurseong is one of the four premier institutes in India which along with such institutes in Dehradoon in Uttarakhand, Barnihat in Assam and Coimbatore in Tamil Nadu that trains rangers selected from all over India.

Dr. Lama said that the Ranger's college was a pride of the Darjeeling Hills and if it shuts down it would be a great loss to the hills.

We are hopeful that Dr. Lama's timely intervention will help in saving this prestigious Institute.

While we thank Dr. Lama for his initiative and assure him of all support in this endeavour from our side. We cannot help but call our GTA officials and MP...

Speaking over the phone from Delhi, Ahluwalia said: "There is a provision in the GTA memorandum of agreement which states that the GTA can take up issues of providing tax holidays. Accordingly, we have requested the finance minister to provide special incentives to investors in tourism, agro industry, IT and electronics industry and also grant subsidies and tax waivers for the region."

Clause 25 of the GTA agreement states: "The GTA, once established, will separately take up the issues relating to grant of incentives, subsidies, waiver of taxes and tariff and other benefits as appropriate to the region's backwardness, with the Central and state governments."

Ahluwalia said the Gorkhaland Financial Development Corporation was aimed at facilitating soft loans to investors.

"The corporation will play a role in providing soft loans as well as various grants to prospective investors in the GTA area. The topic was discussed at length with the finance minister and the response to the proposal has been good," said Ahluwalia.

Asked if the GTA had discussed the matter with the state government, Ahluwalia said: "This has already been agreed upon in the agreement which has been signed both by the Centre and the state government. We are sure that the Centre will discuss the matter with the state government."

Providing tax exemption and subsidies to investors on the lines of benefits extended to eight states of the North Eastern Council has been a long standing demand of the GTA.

Among the benefits enjoyed by the residents of the north eastern states is the exemption from paying income tax.

Ahluwalia said the GTA delegation, which had met Union human resource development minister Smriti Irani in Delhi yesterday with a demand to set up a central university in the hills, took up the matter with the finance department today.

"We sought financial support to set up the central university. The response to this demand has also been positive," said Ahluwalia.

A central university can be set up only by an act of the Parliament. Asked if there were any assurances on this front, Ahluwalia said: "We are expecting some announcement to be made during the budget session (of Parliament)."

Ranger’s College in Kurseong About to Be Shut Down Completely

Kurseong : One of the most important institutes based in the hills, the Rangers College at St. Mary’s in Kurseong is about to be shut down completely.

The Ranger’s College where all the range officers from the forest department came for training from all over India was shut down since 2007. Somehow the college was restarted in July of 2013, but once again the college is on the verge of shutting down, with both the Government of India and West Bengal government not showing any interest in keeping the college open.

According to sources, the government has started to transfer the college staff to other places, and notices have been issued to the remaining staff to join work elsewhere.

This college was established in 1970s under the Ministry of Environment and Forests, Government of India and is only one of the 4 such colleges in all of India. This premier institute hosted selected officers from all the states across India, but since 2007 no new entrant has been allowed to join this college.

Many have blamed the Gorkhaland agitation as the main reason behind the shutting down of this college, as during the height of the agitation no courses could be conducted here. However, the institute had continued to host refresher courses of 15 to 20 days duration, every 2 to 3 months.
We can understand that the Congress/UPA government might have ordered non-recruitment of new students in the college, but we are unable to understand as to what is stopping GTA/GJM or BJP from reversing this process?

Other than the schools, most of which are private, there are very few India level institutes in the Darjeeling hills, and this Ranger’s College was one of the Premier most. If this shuts down, it will be a blow to Darjeeling and its people.

We request the GTA Chief Bimal Gurung to intervene and prevent this from happening. We also request the Darjeeling MP SS Ahluwalia to raise this issue in the parliament, and prevent the closure of this esteemed institution.

This school is our heritage, and its shutting down will reflect very poorly on the education environment in the hills.

Darjeeling MP Faces Heat Over Choice of Model Village

The opposition parties have heavily criticized Darjeeling MP SS Ahluwalia on his choice of village for the Sansad Adarsh Gram Yojna.

Opposition leaders particular from the hills have condemned the move as being motivated by calculation of vote and vote bank than real development of an area which is hitherto neglected and marginalized as envisioned by the Prime Minister.

Speaking to the press, DDUDF Chief Dr. M P Lama said, "We had repeatedly warned that we cannot afford to elect an outsider as our MP... this is what happens when you elect an outsider... SS Ahluwalai has no idea about the socio-economic and geographical realities of Darjeeling constituency... he is least bothered about the development of the hills... what has he done so far that exhibits that he has the best intentions towards Darjeeling hills? Nothing..."

Explaining his criticism Dr. Lama said, "see Hatighisa lies along a national highway... it is 20 kilometers away from a University and 22 kilometers away from a medical college... it is more or less already developed... as compared to places in the hills where the roads are yet to be built... or electricity is yet to be connected"

"Places like Todey-Tangta in Kalimpong sub-division and Jhepi in Rimbick region are far more deprived than Hatighisa," said Dr Lama

Ciriticising Ahluwalia's choice former Rajyasabha MP and CPI(M) leader Saman Pathak said, "there are so many villages in the hills that are yet to see even an iota of development... moreover Darjeeling hills haven't had any panchayat elections for the past 10 years... the state government has not handed over all the departments to GTA... in such a situation for the MP to select a village in the plains which is already more or less developed reeks of opportunism."

He further added, "it is shameful and hurtful that such a noble initiative which could be used to transform a marginalized and deprived village in the hills has been overlooked in favour of a village which sits next to a highway"



CPRM leader Govind Sharma added, "This MP has completely ignored the hills in favour of the plains... and its all right if you are focusing more on the plains as it is also part of Darjeeling district... but choose villages that really need development... not a one which sits next to national highway and already has access to schools, banks, hospitals... if you want to develop... develop those villages where there is no electricity or drinking water or health facilities."

MP Ahluwalia has stated that he will be spending around 24 crores to develop Hatighisa as a model village and transform it.

Speaking on the issue, Upendra an eminent political observer from the hills said, "see its all a matter of timing... with Siliguri Municipal Corporation and Siliguri Mahakuma Parishad elections round the corner, BJP is trying to make its presence felt in the plains... Going by the Votes polled in the MP elections... this time around BJP has a very good chance of forming boards at both SMC and SMP... given this it is but natural for them to be trying to strengthen their base in the plains..."

Moreover he adds, "Hatighisa is emotionally linked to numerous people in the plains due to its association with Charu Majumdar and Kanu Sanyal led Naxalite movement... so I see it as a very politically astute move... this will help BJP to consolidate Kamtapuri/Rajbanshi and Adivasi votes and at the same time it will send a message to other voters in the plains that BJP is serious about developing the region"

But he added, "this does not mean that Darjeeling MP will completely neglect the hills... as far as I remember he has already said that he will pick one village from the plains and one from the hills... lets wait and see which village he picks up from the hills. "

Darjeeling is one of the most complicated constituencies in terms of its geographical and socio-political equations, but if genuine effort is made to develop this region, then the people across the board, from the hills to the plains will stand as one and cooperate.


GTA Sabha to transfer four employees for skipping Swacch Bharat Abhiyan

The Gorkhaland Territorial Administration (GTA) Sabha has decided to transfer four employees, three of them singers and the other a Group-D employee, of the information and cultural affairs department from Darjeeling to Kurseong for not turning up for a clean drive led by hill body’s chief Bimal Gurung yesterday.

Gurung and Darjeeling MP S.S. Ahluwalia had yesterday launched the Swacch Bharat Abhiyan, a national drive for cleanliness, from Chowrasta, where Gurung had said that he wanted the GTA to be a model for the campaign in Bengal. Today, Gurung came to the Mall and was seen cleaning the areas near the Gorkha Rangamanch Bhavan along with GTA employees till around 4pm.

The three singers of the cultural affairs department who will be transferred are Remu Pakhrin, Rupa Lama and Lalita Rai.

The fourth person to be transferred to Kurseong is Pema Bhutia, a Group-D employee.

Binay Tamang, the executive GTA Sabha member in-charge of the information and broadcast department, said: “The GTA has decided to transfer four staff members of the information and cultural affairs department from Darjeeling to Kurseong as they failed to participate in the Swacch Bharat Abhiyan.”
