Commissioned by the GTA and to be built by Damodar Ropeway Infra Ltd, the latter’s deputy chairman KB Banerjee said the company is all set to begin construction and the blueprint of the project has been finalised. He informed the 4.3km long ropeway will stand at a height of 1.5km from ground level and move at a speed of 3m per second. There will be a stopping point at Albert Villa Point near SUMI, midway between Delo and Relli. Gurung said construction work is expected to start within the next 20 days, but Banerjee pointed out there are formalities to be completed with the Union environment ministry and rules and regulations have to be strictly followed before and during construction.

Banerjee added the ministry will also hold a public meeting to seek an NOC before construction begins. If the GTA completes all formalities at the earliest, work on the ropeway can begin smoothly and as soon as possible, noted the company executive. Meanwhile, Gurung said the GTA will set in motion all projects undertaken by it before the code of conduct for the general election comes into force.  “The Rs 200 crore granted by the Centre has to be utilised within March. We will hand over tenders and initiate development works within this month,” he said, adding: “As much as Rs119 crore went unutilised during the DGHC’s tenure. We won’t waste money by allowing it to freeze as the DGHC did.”

The GTA chief said the ropeway is a gift to the residents of Kalimpong and promised to promote all-round development of the hills within the next three and a half years. Announcing the Mela ground will be upgraded into a proper stadium, the GTA chief executive said its blueprint is ready, but construction will begin only after proper rehabilitation of those likely to be displaced. Later in the day, Gurung laid the foundation stone for a 30-bed hospital in Kage. He is also scheduled to launch the reconstruction of the Leprosy hospital here in a few days. Further, two old-age homes are to be built in Kalimpong and Relli.  Gurung went on to inform that the GTA has already granted a sum of Rs one crore each to the Kalimpong and Darjeeling municipalities for resolving their waste management problem. Infrastructural development will be carried out in Relli, Lava and other areas to encourage tourism. A new office for the Janmukti Chalak Mahasangh has also been promised.  “We are not just gatekeepers. We will now show that we can do many things,” concluded the GTA chief.

convention in Kalimpong.
Although TMC general secretary Mukul Roy was not present as scheduled, state food and supply minister Jyotipriya Mallick attended the meeting. Kolkata Municipality councilor Dr. Shantanu Sen represented Roy. Apart from the TMC leaders from the plains, the meeting saw the presence of hill leaders including Darjeeling district committee president Rajen Mukhia, vice-president Gopal Chettri, secretary Binny Sharma, Pravin Rahapal, NB Khawas, youth wing president Chewang Bhutia and Nanita Gautam. While the leaders from Kolkata urged their regional counterparts to prepare for the LS polls in an organised manner, the latter requested the party high command to properly evaluate the sincere efforts of party workers here.

Mallick praised the hill TMC and said it has gained strength in the region. He said an MR shop will be set up in each tea garden for supply of rations even when the gardens are closed. The minister concluded by stressing Bengal will remain undivided. “The state government wants to work in coordination with the GTA for peace and development. But we won’t allow separation of Darjeeling from Bengal,” he asserted. Meanwhile, Shantanu Sen claimed the TMC has established itself as a party that can influence national level politics. He said: “What can be the outcome of supporting or opposing the TMC has been exemplified by the situation of the Congress at the Centre and in Bengal.”

Rajen Mukhia urged the party high command to value the contributions of the hill TMC instead of looking at it as a “check and balance” against the GJM. He said, “We formed the hill TMC by risking our lives during the political turmoil here. The party high command therefore, should not treat us as a check and balance entity.” Raising the demand for a native candidate in the polls, Mukhia said: “The Trinamool should have its own candidate irrespective of the probabilities of a GJM backing. But the candidate should not be from Delhi or Kolkata. We are optimistic about our leader Mamata Banerjee giving us a son-of-the-soil candidate.”

 by its casual workers.
The closure of both the consumer service centre and main block of BSNL Kalimpong that began at 11 am this morning also troubled government officials as they had to wait outside in the hope of the strike getting withdrawn.

The BSNL’s Kalimpong office had been operating normally till Tuesday and the sudden shutdown took everyone aback. The casual workers who had locked themselves up inside the two blocks even declined to talk to reporters who were present to investigate.

Instead of confiding their issues with the media, the striking workers said media coverage would only malign them further.

The abrupt suspension of work paralysed BSNL broadband and telecommunication services in town. With town residents already dissatisfied with the poor quality of internet service by BSNL, the casual workers’ strike has only deepened the resentment of consumers.

Kalimpong hotels asked to clear electricity dues

9:57 AM
Kalimpong, Jan. 24: Hotels here have been asked by the West Bengal State Electricity Transmission Company Ltd to pay their electricity dues accumulated during the non-co-operation movement for Gorkhaland enforced by the Gorkha Janmukti Morcha by January 29.

Kalimpong hotels asked to clear electricity dues
Earlier, GJM Mahakuma Samiti had assured residents of
Kalimpong of ascertaining the reasons for such
huge amounts and find a feasible solution
The company has primarily targeted the hotels and restaurants of town. The notice states that if power bills up to October 2011 are not paid within January 29, connection will be disconnected.

As part of the non-co-operation movement from April 2008 to July 2011, the people of the Darjeeling hills had been asked not to pay power and telephone bills and sales tax. The notices to clear the dues were issued by the West Bengal State Electricity Distribution Company Ltd.

Sources said the distribution utility had decided to realise the dues in the hills at a meeting in Calcutta on December 26 last year. The power utility also decided to accept payments in installments.

The Hotel and Restaurant Owners’ Association of Kalimpong said each of its 45 members had dues ranging from Rs 2 lakh to over Rs 5 lakh. “Our members have received the notices from the electricity board in the last few days. We are law-abiding citizens and prior to the agitation had always paid our bills on time. It was at the call of the Morcha that we were forced to stop paying our bills to extend our support to the statehood agitation. Now that we are being asked to clear the dues, the party must come to our aid and settle the matter once and for all,” said the president of the association, Sanjogita Subba.

A team of the Hotel and Restaurant Association of Kalimpong (HORAK) today met with GJM spokesperson and MLA Dr. Harka Bahadur Chettri.

Kalimpong MLA and Morcha spokesman Harka Bahadur Chhetri said he would take up the matter with the power minister in Calcutta soon.

The notice signed by the company’s managing director has been met with strong criticism from hill CPI (M) leader Tara Sundas.

He said, “The meeting on December 26, 2012 at Vidyut Bhawan in Kolkata had resolved several things. Among them was the issuing of notices to residents for paying unpaid dues. GJM chief Bimal Gurung had earlier directed the people not to make payments and he should now take the responsibility of clearing all pending bills. While signing the GTA accord, the GJM leadership had also stressed the people need not pay the bills accrued before August 2011. But the electricity department had continued sending bills of that period to consumers.”

Khambu Rais of Darjeeling hills and plains celebrated 5074 Yeledong the Kirati new year in Kalimpong.

The declaration was also supported by Bishal Khambu Rai Secretary of KKRS Kurseong, Arpan Khambu Rai Chief Patron of KKR Youth Association Central Committee Darjeeling and Manjil Khambu Rai president of Central Committee Kirati Khambu Rai Youth Association.
Meanwhile about six thousand Khambu Rais of Darjeeling hills and terai and plains gathered in the meet organised by Sub-Divisional Committee of Kirati Khambu Rai Sanskritik Sansthan Kalimpong rallied in the Kalimpong town. Later the rally gathered in the Mela ground was addressed by several speakers who spoke demanding tribal status to Khambu Rais. Culture of Khambu Rai were displayed in various forms of Khambu Rai traditional dances. Kalimpong. A team of leaders also presented a memorandum to the SDO of Kalimpong. In absence of SDO, Mr. Pritam Limbu second Officer received the memorandum.

The memorandum signed by the President and Secretary of the Sub-Divisional Committee of Kalimpong stated that the Constitution of India gives special privileges to the aboriginal tribes of the Indian union and the tribes called “Khambu Rais” were in Indian Sub-Continent before Indus Valley Civilization started which has been established by the extensive research of Prof. G. P. Singh – an eminent historian of our country. He has researched for his entire life and brought these facts before us who said that how Kiratas (other name of Khambu Rai explained later) have contributed in the development of Indian civilization and were supressed politically, socially and culturally by the Aryans over 5000 years back in his work “Researches into the History and Civilization of the Kiratas” (Gyan Publishing House, New Delhi 2008 pp 1-572), stated the memorandum.
It also said "however, due to some misconceptions and misunderstanding about us among the policy makers of our country, we have not yet been considered as the indigenous tribal of our country. More so because we are shy in nature and we do not come out to claim our rights. Further, majority of the Khambu Rai live in remote villages, inside or in periphery of the forest areas. We,the undersigned on behalf of the community, would like to furnish the following facts before your honour for your kind and sympathetic consideration of including Khambu Rais in the list of schedule tribal of our country."

"1.That we the “Khambu Rais” are also called “Kiratas” that has been established by almost every scholar on the Eastern Himalayas. Charles McDougal writes, “Rais and Limbus are descendants from the ancient Kirati”. Even today, most of us call ourselves “Kirati” and our organisation itself bears this word. Earliest mention of the population of the Eastern Hills, contained in the ancient Hindu epics such as the Mahabharata, speak of the Kirat as fierce barbarians of Mongoloid race, noted as inhibiting the country between the Sun Kosi River and Bhutan including a parts of present day Sikkim but occasionally venturing into the plains (Charles McDougal, 1979: 1-2).

2.That it may be mentioned here that Government of West Bengal had earlier recommended for inclusion of Limbu and Khambu Rai communities in the list of Schedule Tribes of West Bengal, and the union Government included the Limbus but Khambu Rai was not included in the list at that time. The West Bengal Government had conducted a study on ethno-cultural and socio-economic aspects of Limbu and Khambu Rai, in which it was found that both the communities are very close to each other. However, we, the Khambu Rais were deprived and we were not given what we deserved being to get rightfully then.

3.That the Khambu Rai community has its own cultural traits which are unique and which just cannot be identified on any superficial study. For example, when dead body departs from the house Rs. 1.00 coin is attached on the forehead of the dead body. It is considered that the soul shall have to travel a long way to be assembled with the soul of the ancestors and for the journey the soul will require some travelling expenses. The coin will serve the purpose etc.
4.That regarding language, it may be mentioned that we have their own language. It is also worth mentioning here we have quite distinct and different history of our own. On religion, the majority of Khambu Rai still practice our traditional religion, which has some similarity with Shamanism or Bon – a primitive form of religion.

5.That we have certain cultural similarities with the Limbus (already included in Scheduled Tribe list of India). The way the traditional priest of Limbu perform the ritual are more or less same with that of ours and we call our priest as “Mangpa” or “Bonpa”. We believe that the well being of our family and misfortune including any type of ailment are caused and governed by the spirits of the ancestors. So, we worship our ancestral sprits every day. We participate in the “ Nature Worship”.

6.That the majority of Khambu Rai people (86% as stated by West Bengal Government) live in rural and jungle areas, where our dwelling houses are located on the stiff gorge. There is no way of easy communication in our community.

7.That we are very shy type of people. Poor economy of the Khambu Rai associated with low level of education add up to the this nature more at large. Besides this, we also have barrier of language to communicate with neighbouring people.

8.That our community shows a comparatively little occupational mobility due to barrier of language to communicate with neighbouring people and also because of our poor economy as we are associated with low level of education that adds up to our shyness at large.

9.That we still have their traditional Panchayat in our community. The traditional Panchayat restrict our activities in social and cultural terms of concerned society. Our Traditional Panchayat is known as “Minma Senma” where all major social decisions are taken jointly.
10.That the extent of participation of the students in secondary and higher secondary level has sharply declined indicating maximum drop-out prevailing in our community. It is also emphasized that the female literacy is not satisfactory among the members of our community chiefly due to poverty."

" It further said , "therefore, we earnestly request your honour to kindly take up the matter of recognising Khambu Rais as the scheduled tribes of India and provide our children and grand-children an opportunity to be able to come to the national mainstream competing with other citizens of our country on nation building for stronger, brighter and world leader Hindusthan. Our forefathers were compelled by the Aryan Kings then to follow their religion and culture or face the death penalty that jeopardised the entire religious and cultural life of the Khambus and now over 5 decades, we all Khambu Rais are reorganising our lost cultural heritage and if at this stage, the Union Government comes up to help us by giving our rights what is due to us, it will immensely help us in coming to the national mainstream."

The telephone department's complacency and the recent statehood movement were among the main reasons for the piling up of unpaid telephone bills in town. Considering the circumstances, the BSNL also provided customers with certain discounts to their outstanding bills.

Keeping this in mind, we have lined up projects to bring about a green revolution in the hills. Our farmer brothers need to be promoted and the GTA will do so in the years to come,” he said.

Singh added those consumers who have not made payments till date will be granted subsidy as per the norms of the department. He urged the people to collect entry forms before January 11 and participate in the ‘adalat’.

Notably, the Gorkha Janmukti Morcha had directed the hills residents to refrain from paying their telephone bills during the statehood movement. Following this, huge bills had stacked up by the time the movement ended, making it difficult for the consumers to clear their dues.

The excessive outstanding amounts had even forced many consumers to disconnect their connections. The department has decided to provide some discount on the pending bills in order to ease pressure on consumers. The ‘Adalat’ will be attended by branch manager Dhakwa Shah, Internal Finance Advisor Shree Bonik and other officials of the department.
