Ahluwalia clarifies his speech on Gorkhaland issue on I-Day in Kalimpong

Ahluwalia said that the media twisted to different meaning of his speech and he did not mean the same. He once again read out his speech during the press meet and asked the media to listen properly, it read, "The Biharis say they are from Bihar, the Punjabis say they belong to Punjab, those who are Tamils say they belong to Tamil Nadu. When will the Gorkhas say that they belong to Gorkhaland? Their dreams should also come true,"

He said that his speech mean to clarify people that when will Gorkhas called themselves that they are from Gorkhaland.

Ahluwalia who was still seen confusion over the establishment of Gorkhaland also said, "BJP is with the aspirations of the Gorkhas and will fulfill their long demand and our party has also mentioned it in the manifesto."

BJP MP also said that he is soon going to start the process for making Hatigicha village as an Adarsh Gram which he has taken responsibility to obtain it just after swearing as MP.

"It was late due to lack of support from the state government and the administration showed less interest, said Ahluwalia.

GJM forms Janmukti Lepcha Organisation

Darjeeling, Aug. 7: The Gorkha Janmukti Morcha formed the Janmukti Lepcha Organisation yesterday in an attempt to woo members of the indigenous hill community and counter an association which the party believes has leanings towards Mamata Banerjee.

Dawa Lepcha, an elected GTA Sabha member from Algara-Pedong constituency in Kalimpong, was made the president of the new organisation at a meeting attended by around 100 members of the Lepcha community.

"We have formed the organisation as our community members cannot remain aloof and we need to work in tune with the Gorkhaland Territorial Administration for better development of our community," Dawa said today.

"A development board (Mayel Lyang Development Board) has been formed and certain community leaders seem to be functioning as if they do not need the GTA or are not staying in the GTA area. The GTA is for everyone. MLDB is being run as if it has been formed to challenge the GTA and ILTA (Indigenous Lepcha Tribal Association) leaders seem to be working with a Bengal-centric agenda," Dawa added.

Kalimpong subdivision has the highest concentration of Lepchas in the hills and Kalimpong-based Indigenous Lepcha Tribal Association has the strongest support in the community.

The community also has the All India Lepcha Association based in Darjeeling and it is believed to be close to the Morcha leadership.

Asked about the need to form the front when AILA was existing, Dawa said: "Both ILTA and AILA are social organisations. We thought of forming Janmukti Lepcha Organisation so that there is a political guardian for the community."

The relationship between the ILTA and the Morcha hit a rough note after the organisation welcomed Mamata Banerjee to Kalimpong for a programme on September 3, 2013, while the Morcha was agitating for Gorkhaland following the announcement on Telangana.

Despite the Morcha's appeal to the people to stay indoors (under the party's ghar bhitra janta agitation programme), thousands of Lepchas attended the ILTA programme at the Mela Grounds in Kalimpong.

Mamata was felicitated and given the title Kingchoom Daarmit (goddess of good fortune) for setting up the Lepcha development board.

The cabinet gave its nod to form the board in 2013.

The Morcha was against the formation of the board and when the government decided to go ahead despite Morcha's reservation, the hill party demanded that the board be brought under the GTA. The board is under the backward classes welfare department.

Today, Dorji Lepcha, the president of the ILTA, said: "I would not like to comment on the issue immediately because I am not aware of the details of the development."

Dawa said although the 2011 census shows that there are 48,000 Lepchas in the hills, the figure could be around 80,000.

Speaking at a program organized by the Darjeeling District Committee at GDNS, Mr. Chowdhury said that “creating a separate state from one district alone is very difficult, there are multiple demands for separate state in this region, there is demand for Gorkhaland, then there is demand for a separate sate in Cooch Behar and Alipurduar… such demands cannot be fulfilled… however if we can combine Darjeeling, Alipurduar, Jalpaiguri and Cooch Behar, right up to Malda then the possibility of forming a separate statehood is vey high… this is what BJP has envisioned…”

He added, “But for forming a separate state which combines these districts, we need support from the people here…. We are in favour of forming smaller states as they promote development”

He urged the people to join BJP and support the party so that they can emerge victorious in upcoming 2016 elections.

DARJEELING: The Gorkha Janmukti Morcha (GJM) has formed a Muslim wing of the outfit, apparently to cosy up to the minority community.

"On the direction of the GJM President Bimal Gurung, today we formed the Gorkha Janmukti Muslim Morcha (GJMM) at Patleybas in Darjeeling. We will work for the people of our community and also strengthen the activities of GJM," GJMM nominated president MA Khan said yesterday.

The GJMM nominated 24 executive members to look after the daily affairs of the outfit.

The move follows Gurung's overtures to Muslim community from the three hill sub-divisions and also from the Terai and Dooars in foothills as the Morcha held successive meetings last June pledging to work for the benefit of the entire hill populace of which minorities formed a chunk.

"As the GJMM was formally set up yesterday, a central committee representing the sub-divisions of Darjeeling, Kurseong and Kalimpong and Mirik in the foothills came into being," Khan said.

The community also plans to persuade the Gorkhaland Territorial Administration (GTA) for representation in the council body.

Though the GTA has 45 elected and five nominated members, there is no reservation for the minority community.

Gurung doubts sincerity of leaders on Gorkhaland including GJM

Darjeeling, July 27: Bimal Gurung today wondered whether those demanding the creation of Gorkhaland, including leaders of his party Gorkha Janmukti Morcha, were sincere about the statehood demand.

He flagged unity among hill parties as a requirement for the Gorkhaland movement to succeed.

Gurung was addressing a meeting on Shahid Divas at the Gorkha Rangamanch Bhavan when he said: "We give big speeches, talk big but are we really serious (about statehood)? Has this (demand) just become a show, is it just a begging bowl?" the Morcha chief asked.

Shahid Diwas or martyr's' day is celebrated to commemorate the death of 13 people in a police firing in Kalimpong on July 27, 1986.

"Neither the leaders, nor those running the administrative machinery and family members of martyrs, seems sincere. Is this martyr's day only about song, dance and collecting gifts? Are we forgetting the sacrifice of the martyrs now. The martyrs' sacrifice was for Gorkhaland and unless we achieve it, we cannot be satisfied," Gurung said.

He then spoke of Gorkha unity across political outfits. "Unless we are united, we will not be able to achieve our goal for generations," he said.

"At the moment, most think only about themselves, it is about I, my house and my family. People are getting involved in selfish politics. The martyrs' sacrifice was not for an individual but for a cause and for a demand by everyone," the Morcha chief said.

The hill leader also said it was time for the martyrs' families to question the hill leadership.

"You should question everyone, including Opposition leaders, my sabhasads (GTA Sabha members) and also me about our vision for Gorkhaland," Gurung said.

Gurung, who formed the Morcha on the mantle of seeking the separate state in 2007, was of the opinion that it was time for the general public, political parties, social workers and intellectuals to come together for the statehood cause.

"It is the same Gorkhaland that all of us are demanding. Why can't everyone come to a common platform for the demand?" Gurung said. "...Social workers, political parties, intellectuals, everyone must come together, and when Gorkhaland is formed, everyone can go and start their own political parties."

It is not that the Morcha had not formed a common platform of all political parties demanding statehood. The initiative could never flourish and with the Morcha being the principal party, it was blamed by rival outfits for the failure of the joint movement.

Surrender notice to Democratic Front leaders

Ten Democratic Front leaders hill leaders opposed to the Gorkha Janmukti Morcha, including Bharati Tamang, have been served police notices to surrender in a case of blocking a national highway, which they will appeal in high court.

The notice, which was issued on June 28, refers to a June 14 incident when Bharati and other leaders of the Democratic Front, a conglomeration of four hill outfits, started a march from the Gorkha Dukha Niwarak Sammelan Hall down NH55 to Chowrasta where the widow of Madan Tamang sat on a hunger strike.

Bharati was demanding the arrest of 23 Morcha supporters and top leaders, including Bimal Gurung, in the case of her husband's murder.

The CBI has chargesheeted the 23 after investigating the 2010 murder. The police notice sought their surrender within seven days of receiving the order. According to sources, different leaders got the order on different days.

At a meeting today, the Front said it had decided to file a writ petition in Calcutta High Court, challenging Darjeeling police's notice.

Darjeeling police on their own registered a case against 10 Front leaders for unlawful assembly, wrongfully restraining a person, obstructing a public servant from discharging his duty, which are bailable. They have also been charged under Section 8 (B) of the National Highway Act, which is non-bailable.

Apart from ABGL chief Bharati, the notice was sent to party leaders Pratap Khati and Laxman Pradhan, Democratic Front convenor Shankar Hang Subba, CPRM president and former Darjeeling MP R.B. Rai, spokesman for the CPRM Govind Chhetri, and GNLF president Mann Ghisingh. Three other GNLF leaders, Manikamal Chhetri, Biren Lama and Pravin Zimba, were also served the notices.

The Democratic Front is conglomeration of the ABGL, CPRM, GNLF and the Sikkim-Darjeeling Ekikaran Manch.

The decision to challenge the notice was taken at a meeting of Front leaders held in the ABGL office here today.

After the meeting, Subba said: "The voice of the people is being snatched but we will take this as a challenge. We will go to Calcutta High Court this week against the police's decision to slap cases on us."

Khati alleged that a police officer misbehaved with Bharati.

He said the Front would mention this in the plea.

Calcutta High Court today directed CBI not to arrest them in connection with the Madan Tamang murder case till the disposal of their anticipatory bail plea.

The bench of Justice Ashim Kumar Roy and Justice Malay Marut Banerjee directed the agency not to arrest the accused till the disposal of the plea.The court further asked the CBI (Central Bureau of Investigation) to file an affidavit within two weeks.

Prime accused in the case Nickol Tamang had, however, disappeared mysteriously from Pintail village near Siliguri, where he was being held by state CID on August 21, 2010 for interrogation following his arrest.

Kolkata: West Bengal Chief Minister Mamata Banerjee-led Trinamool Congress TMC is leading in 67 out of 91 civic bodies even as counting of votes in the recently-concluded West Bengal municipal corporation elections is underway on Tuesday.

In Kolkata Municipal Corporation (KMC), Trinamool Congress has won in over 60 wards followed by Left Front which has won in 15 while Bharatiya Janata Party and Congress have bagged five and four wards respectively after fourth round of counting.

Kolkata's Mayor and TMC candidate from ward from 131, Shovan Chattopadhyay, is leading over his nearest CPI(M) rival by a massive lead.

Meanwhile, Deputy Mayor of Kolkata, Farzana Alam, lost to RSP candidate in ward number 65 of KMC.

In Siliguri municipal corporation, Left Front is leading in 17 wards while TMC is ahead in 13.

Security had been strengthened ahead of counting of votes which started at 8 am.

The civic polls were held in 91 municipalities across the state on April 25 which recorded a voter turnout of 79 per cent. Voting for Kolkata Municipal Corporation took place on April 18.

Repolling at 36 booths in over five districts took place on Monday after reports of booth-jamming, booth-capturing, theft and damage of EVM machines from these booths during the April 25 polling.

Over 70 percent voter turnout was recorded in yesterday's repolling.

There are 7,636 candidates contesting for 1,946 wards of the 91 municipal bodies - one Notified Area, two Municipal Corporations (Siliguri and Chandannagar) and 88 municipalities - spread across north and south Bengal.

It might be recalled that Dr. Swamy had explained that these steps will help to move the GTA away from the influence of Bengal government, and will make GTA more powerful, and in turn eventually help in the formation of Gorkhaland statehood.

GNLF decides to observe ‘Gorkhaland Namkaran Diwas’ on April 5

The Gorkha National Liberation Front (GNLF), which chose to steer clear of the statehood demand when Subash Ghishing was alive, has now decided to observe April 5, the day it was founded, as ‘Gorkhaland Namkaran Diwas’.

Ghisingh formed the GNLF in 1980 to pursue the demand for a Gorkhaland state. In 1986, he launched a bloody agitation that lasted 28 months and led to the death of more than 1,200 people. A peace accord was signed in 1988 and the Darjeeling Gorkha Hill Council, an autonomous body, was formed, which brought an end to the bloody agitation.

However, during the fag end of his life till his death on January 29 of this year, Ghisingh never advocated for a Gorkhaland state. In 2004, he instead raked up the issue of conferring the Darjeeling hills with the Sixth Schedule status. He asked all DGHC councillors to resign in support of the demand and with a deft move became the hill body’s caretaker administrator and also signed a Memorandum of Agreement with the state and central governments in December 2006.

But current leaders of the GNLF have a different take on Gorkhaland. “Ghisingh was the first to coin the word Gorkhaland and it has become synonymous with the Darjeeling hills now. In fact, all political parties here have embraced the issue of statehood to maintain their political identity,” said MG Subba, Darjeeling sub-divisional convener of the GNLF.

Asked about the decision to observe Gorkhaland Namkaran Diwas, he said, “The world has come to know about the Gorkhaland demand because of our party president. He sacrificed the major part of his life pursuing the demand. Hence it is only fitting we observe the party’s foundation day as Gorkhaland Namkaran Diwas to honour the founder,” said Subba.

The GNLF has decided to organise a programme at the Mela ground in Kalimpong where the new president, Mann Ghisingh, will address supporters for the first time after taking office. “Our new president will be present at the programme and deliver his first public speech. He is expected to announce future programmes as well,” Subba said.

The GNLF’s demand is to revive the now defunct DGHC till such time the hills are accorded with the Sixth Schedule status. The contention is that the erstwhile council had constitutional guarantee unlike the existing Gorkhaland Territorial Administration.

District Status for Kalimpong - MLA Harka Bahadur Submits Memorandum to Bengal CM

In a goodwill gesture, the MLA also presented an orchid bouquet to the chief minister along with the memorandum. The demand has also of late started gaining momentum in the town, with reports of rallies and dharnas to support the demand.

Mamata reached Kalimpong during the day as part of her three-day north Bengal tour. She attended an administrative meeting at Suntaleykhola, where she discussed about the various ongoing and pending developmental works.

Following the meeting she travelled seven-km on foot to a forest resort. While on the way she exchange greetings with the people of the town and accepted pleasantries.

GJM extends "unconditional" support to BJP in Siliguri Municipal Corporation elections

The GJM (Gorkha Janmukti Morcha) today said it would not field any candidate for the Siliguri Municipal Corporation elections and would extend "unconditional" support to BJP nominees, a day after the hill party expressed its willingness to name "three to four candidates" who would contest under the BJP symbol.

The BJP had announced most of its candidates for the 47 SMC wards on Saturday and Morcha chief Bimal Gurung's announcement yesterday had raised doubts about the list published by the national party.

Today, Morcha general secretary Roshan Giri said: "The party discussed the issue today and it has been decided that we will extend unconditional support to the BJP candidates in all 47 wards. The decision has been taken, as Morcha is a member of the NDA. We are not going to field our candidates for the SMC polls as said earlier."

Yesterday, Gurung had said at a party meeting: "We will select three or four candidates for the SMC polls. They will contest under the BJP flag."

Sources in the Morcha said the hill party was of the opinion that it would be better to support the BJP than to field its own candidates. "After the recent meeting with senior BJP leaders in Delhi, the party wants to send a positive message. Although the party had earlier decided to try and field its own candidate under the BJP symbol, it felt that in the long run, the decision to extend support would be better in strengthening the relation with the BJP," said a source in the Morcha.

The source said the primary reason for the party wanting to field its own candidate was the fact that names of Nepali-speaking candidates had not featured in the lists of Trinamul, the CPM and the Congress.

"Bimal Gurung's main concern was that Nepali-speaking candidates should also have been fielded in the SMC elections as there are pockets of the community in Siliguri," said the source. "But it was pointed out that the BJP had already fielded two Nepali-speaking candidates and the Morcha felt that there was no need in pushing for candidates and putting the BJP in an uncomfortable situation as the party had already finalised its list," the source added.

The BJP has fielded Tashi Dorjee Lama from ward 42 and Lalu Maya Chhetri from ward 43.

"Had the Morcha fielded its candidate in the SMC elections, there was a possibility that anti-BJP parties would rake up the statehood issue. In the SMC elections, the statehood issue would have put the BJP on the back foot. With the Morcha deciding not to contest the election directly, the issue will probably be subdued to some extent," said an observer.

Call it political prudence, or a matter of habit, the opposition are finding reasons to question the speech made by Darjeeling MP SS Ahluwalia in the Parliament, demanding a committee to study the Gorkhaland statehood issue.

Leading the opposition is Dr. Mahendra P Lama, who many see as the panacea of all our problems. Dr. Lama said, "the BJP is in majority in the Centre... what sense does it make for a BJP MP to raise Gorkhaland issue... if they are sincere, they should bring the bill for Gorkhaland in the Parliament and approve it."

Doubting the sincerity behind BJP MP raising the Gorkhaland issue, Dr. Lama said, "The Morcha dharna was ending and they would have been embarrassed to have returned empty handed, hence they pressured the MP into making that empty statement..."

He even decried the fact that Morcha dharna had not been covered in the press, while Cooach Behar dharna had found priority amongst national media. He said, "Morcha had lied about the Home Minister giving assurance on forming a committee to study the Gorkhaland demand... they were also unable to get the BJP to endorse their demand for a Central University..."

Similarly, CPRM Spokesperson Mr. Govind Chettri also saw the MP's speech as a mere rhetoric, and he said, "what is the point in making speeches, if they are not sincere about the issue? if BJP state committee and Central committee supported the demand, then Gorkhaland can be formed in a matter of two-three days... this is a mere ploy to muddy the water... "

However he added, "if this was a genuine attempt to raise the voice in favour of Gorkhaland, we welcome it, and we are hopeful that the MP will now coordinate with other like minded MPs to pressure the Government into constituting Gorkhaland."

Mr. Pratap Khati of the ABGL welcomed the move, and he said, "since the MP spoke for uplifting the Gorkha community, we thank him and offer our gratitude to him." He further added, "if BJP forms Gorkhaland, then they will be the saviour for Gorkhalis all over India"

However, he had his doubts too, he said, "the MP was not clear in his speech... why did not raise the issue of Gorkhaland statehood... if the state is formed the medical college, central university etc can all be formed.... did he really ask for a committee to examine the Gorkhaland demand, or was he asking for a committee to be formed to examine our demand for various developmental projects?"
Congress leader and former Darjeeling MP Dawa Norbula was measured in his assessment, he said, "it is a welcome move, but to turn it into a reality a lot of ground work needs to be done... and if we can all work together towards this goal, it will be more fruitful."

We hope that Bimal Gurung and rest of the GJM will pay heed to what the former MP has to say and call for a collective effort to ensure the formation of Gorkhaland statehood.

A 7 member delegation led by President of Gorkha Janmukti Morcha, Shri Bimal Gurung with Hon'ble Member of Parliament, Shri S.S Ahulwalia, Roshan Giri, Binay Tamang, Anit Thapa, Dr Harkha Bhadur Chettri and Arun Sigchi met the Hon'ble Prime Minister, Shri Narendra Modi and briefed about the century old demand of the Gorkhas.


The meeting lasted for 30 minutes. The meeting was positive and fruitful and we are hopeful that the Hon'ble Prime Minister of India will fulfill the dreams of the Gorkhas.

We would like to place before your good self this memorandum on the issue of creation of a separate state of Gorkhaland. Since the last eight years now, the Gorkha Janmukti Morcha is an alliance partner of the BJP. We have not only supported and ensured victory of BJP candidate in Darjeeling, Shri SS Ahluwalia but also campaigned and contributed in the victory of BJP candidates in the 2014 Lok Sabha elections in the states of Uttarakhand, Himachal Pradesh and Assam. In 2009 also, the GJM had ensured victory of Shri Jaswant Singh as the Member of Parliament from Darjeeling.

Sir, Gorkhaland issue is a demand for a separate state comprising Darjeeling, Siliguri Terai and Dooars areas within the framework of the Indian Constitution. The demand has historical justification, socio-cultural backdrop and political rationale. It is the oldest demand in the country having been first raised in 1907. Since then, this demand has been raised 29 times in various shapes and forms.

Indian Gorkhas have contributed equally as any other citizen of this country in nation building. Yet there is a feeling within that they have not been given due share as equal stakeholders. Gorkha soldiers in the Gorkha regiment and in paramilitary forces have been in the forefront in defending the nation from external as well as internal threat. From the 1962 Indo-China war to the Mumbai blast attacks, Gorkha soldiers have played a stellar role in securing the country.

The statue of Shahid Durga Malla in Parliament premises opposite Gate No. 5 stands testimony to contribution of Gorkhas in Freedom struggle. The renowned advocate Ari Bahadur Gurung from Kalimpong was a member of the Constituent Assembly of India.

There is a strong feeling amongst the people of Darjeeling and surrounding areas that their aspirations have not been fulfilled while being a part of West Bengal. This sense of being deprived of social, educational and political empowerment can only be addressed by the creation of a separate state. Gorkhas are different culturally, ethnically and linguistically and find it difficult to identify with mainstream Bengal. Historically, Darjeeling was never a part of West Bengal.

Over 1200 persons have died during the earlier agitation period between 1985 and 1988 for Gorkhaland state. Now, under the leadership of Shri Bimal Gurung and the Gorkha Janmukti Morcha which he formed in 2007 to lead a second movement for separate state, Gorkhas are hopeful that their dreams will finally come true.

The Government of India decided to setup a separate autonomous Administrative body called Gorkhaland Territorial Administration to Administer the Darjeeling Hill Region of West Bengal so that the socio economic, infrastructural, educational, cultural and linguistic development is expedited, thereby achieving all round development of the people of the region.

The Gorkha Janmukti Morcha while signing the Memorandum of Agreement of the Gorkhaland Territorial Administration which was signed on 18th July, 2011 at Pintail Village, Sukna in the presence of Shri P. Chidambaram, the then Hon’ble Union Home Minister, Ms. Mamata Banerjee, Hon’ble Chief Minister, West Bengal and Shri Bimal Gurung, Hon'ble Chief Executive, Gorkhaland Territorial Administration kept the Gorkhaland demand on record.

The word " Gorkhaland" has also been legitimized by West Bengal state government by passing the Gorkhaland Territorial Administration Act in the state assembly. Now Gorkhaland is a legitimized word and even the President of India signed the GTA Bill which gives his assent to the word Gorkhaland.

Sir, we would also like to remind your good self that during your campaign meeting in Siliguri in 2014, you had stated that "Gorkha ka sapna mera sapna hai". The statement had sent a wave of hope and encouragement among Gorkhas.

We would also remind here that the BJP has in its national manifesto of 2009 and 2014 (please find copies attached) said that it will "We will sympathetically examine and appropriately consider the long pending demands of the Gorkhas, the Adivasis and other people of Darjeeling district and Dooars region.

Following the successful installation of your government, Gorkhas are now looking up to you and your government to initiate the process by taking appropriate steps with regard to fulfilling the dream of the people of the region by “sympathetically examining and appropriately considering” their long-pending demand.

In his speech today the MP started by highlighting the fact that the budget presented this year was a visionary budget, which has the potential to transform India. From Kashmit to Kankyakumari, and from Kutch to Kohima. He then stated that “I represent a region that shares international border with four countries – Nepal, Bhutan, Bangladesh and China which is only about 27 kms away... I come from a region which borders two states Sikkim and Bihar, and connects mainland India to the North East India... any movement in this area, be it strategic, military or for the development of North Eastern States, it has to pass through my constituency.”

He then highlighted the fact that, “due to socio-economic deprivation this region is the birth place of Naxalbad movement... today Naxalbad has finished and it has transformed into Maobad and has spread from Pashupatinath to Tirupathi... yet this region has remained undeveloped... this region produces the finest tea in the world and also oranges and pineapples... yet there has been no effort to develop the agro-industry in the region... the farmers there are suffering... for instance, those farmers who want to sell oranges to markets in Bangladesh cannot do so, as they charge a tax of Rs 37/ kg because of which the farmers are suffering...”

The MP then highlighted the fact that, Darjeeling is home of the Gorkhas – whose creed is, “responsibility, loyalty, and sincerity... from contributions made by brave freedom fighters like Saheed Durga Malla whose statue is installed near Gate # 5 and adorns the Parliamentary premise reminds us of our our freedom struggle... another name Tenzing resonates with the undying bravery of the people of Darjeeling... and names like Ari Bahadur Gurung who was a member of the Constituent Assembly of our great nation reminds of the significance of the region I represent.”
The MP then stated, “Madam Speaker, I want to highlight a few issues surrounding my constituency... There has been no war that India has fought, be it the war of 1962, 1965, Kargil, or the Mumai terrorist attack where Gorkhas have not laid down their lives for our motherland... and in recognizing this sacrifice Ms.

Today those same Gorkhas have been agitating since 1907... The demand for a separate administrative unit - separate state in today’s term – comprising the Darjeeling, Terai and Dooars was 1st raised in 1907 by the Hillman’s Association – comprising the representatives from all the communities of the Darjeeling region.

Since, then this demand has been raised 29 times in various shapes and forms. The most prominent being the violent agitation for separate statehood in 1986-88 which caused the death of hundreds of Gorkhaland supporters in Police firing, this eventually led to the formation of the Darjeeling Gorkha Hill Council in 1988... but this disposition did not fulfill the aspiration of the Gorkhas.

This demand was again reignited in 2007 and lasted till 2011 which led to the formation of the Gorkhaland Territorial Administration in 2011, and in an agreement signed by the then Home Minister P Chidambaram, Bengal CM Mamata Banerjee it is written – “the GJM, while not dropping their demand for a separate State of Gorkhaland, has agreed to the setting up of an autonomous Body [GTA]”

But despite the fact that the Gorkhas had signed this document in earnest, Bengal has continued to treat them as a 2nd class citizen, because of which they have been forced to begin their agitation again”

He then highlighted an issue which was 1st raised by TheDC and our readers i.e. non-inclusion of Nepali as an Optional paper in WBCS.

Today in the Parliament, Darjeeling MP stated, “The issue of discrimination against Gorkhas can be understood by the fact that, despite this Parliament recognizing Nepali as one of the National Languages of India in 1992, the Gorkhas cannot choose Nepali as an optional paper in WBCS… They can become IAS or IPS offices, but they cannot become WBCS officers… this is the heights of discrimination that the Gorkhas have to face…. Which is why they are agitating for Gorkhaland again at Jantar-Mantar… and amongst the various demands and grievances they have, this is merely one example of such discrimination”

The MP then reminded the Government of the promise made in BJP election manifesto in which they have promised to “sympathetically examine the demands of the Gorkhas, Rajbanshis, Adivasis and other people residing in the Darjeeling district, Dooars region”

He also highlighted that “various facilities that were supposed to be accorded to the region including the establishment of a Central University, Central Institute of Technology, Sainik School, National Games and Sports Academy, Central Government Engineering College, reservation of seats for students of the region in colleges and institutions of higher education including engineering, medical and management all over India etc” promised during the formation of GTA have not yet been fulfilled.

The MP then stated that, “the people from my constituency which spreads from the hills to Naxalbari, Phansidewa, Siliguri and Chopra need development initiatives... we are talking about smart cities... we need smart corridors... we need corridors that connect air travel to rail, which then connects to smart roadways... the passage to Bangladesh, Bhutam, Nepal and Burma happens over our chest... through Siliguri... hence Madam, I demand that a smart corridor be built to connect these places....”
Requesting the house to be considerate to the plight of people living next to NH31A, the MP said, “Madam from Ghospukur to Sevoke smart roads have to be built, but I request that may it be done without removing the people who have been living there for ages... may it be developed but without causing trouble and problem those who are already settled in the area....”

Finally he reiterated, “Madam, I want to reiterate and request the Government... to immediately form a committee to examine the long pending demand of this region.”

The Speaker than ordered, Shri. Nishikant Dubey, Shri. Shivakumar Udasi, Shri. Devji M Patel, Shri. Uday Pratap Singh, Shri. P P Chaudhari, and Dr. Kirit P Solanki to be associated with the matters raised by the Darjeeling MP.

Bimal Gurung left for New Delhi to meet Prime Minister Narendra Modi

GJM chief Bimal Gurung on Saturday left for New Delhi to meet Prime Minister Narendra Modi and Home Minister Rajnath Singh over the statehood demand. The five-member delegation he is leading to the national capital will also participate in the Morcha’s dharna at the Jantar Mantar that started on March 9. Interacting with media personnel this afternoon at Bagdogra airport, Gurung said, “I have written to the Centre seeking an appointment with prime minister and home minister as we are intent on pursuing our demand for statehood.”

Speaking about the upcoming Siliguri Municipal Corporation election and the GJM contesting in it, he said the party’s Siliguri sub-division members have been entrusted with the task of overseeing affairs. The Morcha is looking to contest from all the 47 wards of the SMC. Gurung said the names of the candidates will be finalised after a meeting in

Darjeeling. On the possibility of an alliance with the BJP, Gurung said, “There have been no talks on this subject but I have asked party leaders and cadres to work independently.”

Gurung is being accompanied by Col (Retd) Ramesh Kumar Alley, RP Waiba, Dawa Lama, Vikram Rai and Suraj Sharma. It remains to be seen how effectively the GJM chief is able to persuade Modi to look into the statehood demand as the BJP has not supported it openly.

Last year, the party’s election manifesto read: “The BJP reiterates that it will sympathetically examine and appropriately consider the long pending demands of the Gorkhas, the Adivasis and other people of Darjeeling district and the Dooars region; of the Kamtapuri, Rajbongshi and other people of North Bengal (including recognition of their languages); and will take initiatives for the permanent solution of the long pending issues of the Bodos and other tribals of Assam, the people of Sikkim, Leh, Ladakh, Andaman & Nicobar, Lakshadweep and other such neglected regions.”


GJM chief Bimal Gurung warns caders who extorts in the Name of GJM

GJM president Bimal Gurung on Thursday asked traders to lodge police complaints against party cadres extorting money in the Morcha’s name and said any person found engaged in such activities would be summarily expelled. Members of the Kalimpong Chamber of Commerce today met Gurung in the party’s Patleybas office in Darjeeling and apprised him about ongoing extortions and threats.

“We will take strict action and expel party cadres found guilty of extorting money from the trading and minority communities,” said the GJM chief. “Let me make it clear that there is no place for anyone involved in defaming the party image. Incidents of threat calls to businessmen demanding money are on the rise in Kalimpong and this must be stopped immediately as our party’s image is getting maligned. The Gorkha community has lived in harmony with other communities of the hills since ages. But of late, a few anti-social elements are trying to create chasms between communities. We will not tolerate such evil designs.”

Gurung told the traders to report to him immediately if such calls demanding money in the name of the GJM are made. “You must inform me if you get such extortion calls. You can also lodge police complaints even if the callers claim they are party cadres,” he said.

In April 2014, a man was arrested for demanding money from a Siliguri

businessman. He had claimed to be a GJM cadre and funds were needed for election campaigning. In August again, another person was arrested on extortion charges as he had claimed the funds were to be sent to Gurung and GJM general secretary Roshan Giri.

Kalimpong Chamber of Commerce president Narendra Somani lauded the GJM chief’s stern stance and appealed to all traders to remain vigilant and to report extortion calls. “The Chamber came to

know about the extortion calls only recently,” said Somani. “It is a serious issue and we thought it best to meet the GJM president

and apprise him about it. Gurungji gave us a patient hearing and assured stringent action against party cadres found guilty of extorting money from businessmen and minority community members.”

Gurung is to leave for Delhi on March 14 to meet Prime Minister Narendra Modi. “I have already sought an appointment with the prime minister and am hopeful of meeting him. I will take up the statehood demand and remind the prime minister of the BJP’s promise prior to the general election,” he said.

While in Delhi, Gurung will participate in the GJM’s ongoing dharna at

the Jantar Mantar for statehood. The Morcha has organised a nine-day dharna from March 9 to 17 in which GTA sabhasads, the three MLAs from the hills, municipality chairmen, Vidyarthi Morcha members and other party and are participating.

Bengal AGAIN Hints at CAG Audit of GTA Funds as GJM goes Gorkhaland way

Mamta Banerjee threatens to conduct CAG Audit of GTA funds as GJM sits on Dharna for Gorkhaland in Jantar Mantar Delhi. Since then, the CAG Audit of GTA Funds has been taken seriously by the people in the social medias. However, similar threat was given by the State government on December 2014 after the Lok Sabha election which never took place.

TheDC and Darjeeling Times went a step forward and conducted an online poll where 89% - Overwhelming Majority Support CAG Audit of GTA Funds.

BGP (Bharatiya Gorkha Parisangh) President and opposition leader Dr. Rev Enos Das Pradhan made a very important point, when he questioned the motives of the state government, he writes, “In Chaper V, Clause 55 and under sub-section 9 it is mandatory that the GTA account shall be audited by the CAG. The question here arises as to why the State Government has not conducted the CAG audit of GTA accounts for 2012-13 and 2013-14 as yet. Who is responsible for this delay?”

People want the CAG Audit done, but they do not want it to be used by Mamata as a political tool to browbeat the opposition into silence. Rather people in Darjeeling are demanding CAG audit of GTA funds to ensure transparency, accountability and proper utilization of public funds.

GJM Dharna at Jantar Mantar Delhi for Seperate Gorkhaland

Gorkha Janmukti Morcha (GJM) have started their nine day Dharna from March 9 to 17 at Jantar Mantar in Delhi for Separate Gorkhaland from today. Dharna was supposed to take place in the month of December in 2014 but GJM had canceled it due to the  request from Union home minister Rajnath Singh.
All GTA members , three MLAs , Chairman / Vice Chairman and  Councillors for four Municipalities, Representatives of four GJM Sub-divisions , GJM Student Union, All Assam Gorkha Student Union (AAGSU‬), All Manipur Gorkha Student's Union (AMGSU‬), GJM Delhi and Haryana Units were present in the Dharna at .

The Dharna will continue till 19th March and I would join them soon.

GJM chief has  appealed to the entire Gorkha Community living in and around Delhi to take part in this Dharna for Gorkhaland.

Binay Tamang had earlier stated “Our party president will also participate in the dharna. During the dharna period, Gurung will also meet the Prime Minister and other central leaders including those from the Opposition parties with the one-point agenda of a separate Gorkhaland state,”
GJM had supported BJP  candidate Surendra Singh Ahluwalia in the 2013 election who had won by a record margin in the constituency and in return GJM wanted BJP's assurance to pursue the statehood demand which was actually mentioned in the manifesto as well.

Separate district of Kalimpong demand gets GJM support

The Gorkha Janmukti Morcha (GJM) has thrown its weight behind the demand for a separate district of Kalimpong. The issue was under discussion in the party forum, GJM general secretary Roshan Giri said. The two GJM MLAs from Darjeeling and Kurseong also extended support to the demand for formation of Kalimpong into a district.

GJM general secretary Roshan Giri said: "The issue of realigning the boundaries of new blocks and subdivisions is mentioned in the GTA agreement. And the district status for Kalimpong is an ongoing discussion within the party."

The MLAs of Darjeeling and Kurseong had also extended support to the demand for formation of Kalimpong into a separate district,  Kalimpong MLA Harka Bahadur Chhetri said on Sunday, speaking to the media. Chhetri is the prime mover of the demand.

Chhetri informed that in the recently concluded Budget session of the West Bengal, he had once again raised the issue to chief minister Mamata Banerjee who had responded positively saying that this was an important issue, which needed to be given due consideration. Chettri said that 34% of the hill area fell under Kalimpong sub-division and given the geographical spread of the region and the scattered population, Kalimpong was entitled to the status of a separate district which would also ensure faster development of the area.

Extending support to the demand, Kurseong MLA Rohit Sharma said, "I support this demand, as it will help in promoting a devolved development process."

Likewise, Darjeeling MLA Trilok Dewan said, "I completely approve of this demand, because keeping in view of the area, population and geographic realities of the region, Kalimpong should be upgraded to a district status."

However, the MLAs from Darjeeling and Kurseong said that this issue needed to be discussed within GJM and GTA Sabha first, and once it was approved, then the proposal could be further presented to the WB state assembly. (HS)
